Abstract:
The subject of this research is the information security that in the conditions of intense development of the information sphere, alongside the technical-technological component, progressively obtain the sociopolitical and humanitarian character due to the growing need for protection of the individual, corporation, state, and society as a whole from the information threats. The authors examine the normative technical requirements and normative legal mechanisms of regulation of the relations in the area of creation and application of the modern information technologies, as well as sociocultural factors aimed at preservation of cultural-ethnical values in the conditions of world globalization and formation of the new educational paradigm. The article substantiates the necessity of using the interdisciplinary and transdisciplinary approaches towards solution of the problem of ensuring information security. Based on the methods of socio-philosophical and comparativist analysis, the authors reveal the major threats to information security, and determine the summarized features of ensuring information security. Examining the potential solution of the problem of ensuring information security to the individual, corporation state, and society as a whole, it must be acknowledged that such activity is directly associated with the development of information sphere as a formative factor of the life of modern society and preservation of the cultural-ethnical values in the conditions of world globalization.

Abstract:
The subject of this research is the trends, factors and prospects of ensuring traffic safety. The goal of this work is to assess the innovative product of the Raxel Telematics. The place of the traffic safety has been identified within global safety. The authors examine the work on ensuring traffic safety in theory, as well as within the Swedish zero mortality on the roads program. Assessment was made on the Russian programs on reduction of mortality and injury on the roads. Analysis was conducted on the main indexes of accidents in Russia for 2015-2017. The scientific novelty of this research consists in determining the key work on increasing traffic safety, as well as the innovative product offered by the Raxel Telematics. The current trend in Russia shows a decrease in accidents, traffic injuries and mortality. The main reason for this decrease is certainly the innovations in the area of traffic safety. The Raxel Telematics developed a system that allows insurance companies calculate personal specificity of drivers.

Abstract:
The subject of this research is the international tax relations established between the countries and in need of reforms. The object of this research is the separate position of BEPS Action Plan, such as automatic exchange of financial (tax) information, international documentation on transfer pricing, multilateral instrument of adjusting bilateral agreements on avoiding the double taxation. The article provides a detailed overview of publications dedicated to the subject of research, based on which the author analyzes the object of research, indicating its key development trends and determining peculiarities in the area of national security for Russia. The study demonstrates that the international coordination with regards to the problem of dilution and reallocation of taxed profit, which emerged as a result of transformation of the nature of running international business, suggested a set of instruments on its overcoming that lay the new foundation for further development of the international tax relations between the countries, propelling them to the next level. By implementing such instruments, Russia must consider the opinion of other EAEU member-states and escalation of tension with the Western countries, as well as the current tax climate. Otherwise, there could occur significant risks for the national security.

Abstract:
The expansion of information and communication technologies (ICT) became yet another stage of progressive development of the humanity, however, each state that pursues the implementation of ICT into all spheres of social life experiences an entire range of issues on the protection of information, infrastructure objects and citizens from the information-psychological impact. The goal of this work lies in examination of such challenges and threat to information security of Russian that are primarily generating within the domestic information environment. Having analyzed such aspects as the information-psychological impact, cybercime and cyberterrorism, as well as normative legal acts that regulate the information sphere, the author underlines that the mechanism of counteracting many of the threats is yet to be fully developed; at the same time, the ensuring of information security requires cooperation of the political and technological institutions, as well as civil society.

Abstract:
This article examines the key aspects, issues and prospects of interaction between Russian and Qatar within the framework of the Gas Exporting Countries Forum (GECF). The author highlights the paramount stages in operation of the Forum and determines it as a new important actor at the global gas market. Considering the factor of competitiveness between the leading gas exporting countries (Russia, Qatar and Iran), the article analyzes and argues the interconditionality of their interests in the energy sector, as well as security in the Near East. Based on the reached in 2016-2017 bilateral Russia-Qatar agreements, the author comes to a conclusion on the possibility of bilateral rapprochement with regards to the question of energy cooperation and ensuring the regional security. The author conducts a comprehensive analysis of the political aspects of energy diplomacy of Russian and Qatar in terms of GECF within the indicated chronological framework, taking into account significant changes that took place in the system of international relation overall, as well as geopolitical transformation in the region.

Abstract:
The relevance of this research is substantiated by the fact that currently there exists a number of the state conceptual documents on the development of economic security of Russia; however, the unified organizational-economic mechanism of strategic management of the country’s economic security is yet to be developed. Within the framework of this article, the authors selected the meso-level analysis. The object of study became the Perm Krai and Vladimir Oblast (the small cities were chosen for demonstrating the regional level of the system of economic security of Russia). An important selection criterion was the remoteness from the capital region. Verification of dependence of the separate structural indexes of components on the mechanism of economic security of Russia will allow more efficiently managing the regional development – the basic of economic security of Russia particularly forms at the regional level. The absence of the scale of existing indexes and their assessment prior to this research confines the development of regional potential, because the strategic management requires the rational allocation of the provided resources meeting the actual needs in order to ensure the necessary balance – the suggested scale of the level of structural indexes is aimed at solving this issue. The authors observe the intercorrelation between not only the components of organizational-economic mechanism of strategic management of economic security, but also each of the structural indexes that form the importance of components in the mechanism. The subsequent vector of research can become the determination of the entire list of significant indexes of all components of the organizational-economic mechanism of strategic management of economic security of Russia, as well as the emergence of the analytical model of the system of economic security, which will be an effective instrument for formation of the development strategy of Russia.

Abstract:
The main idea of the development of the Russian financial market has always been the attraction of foreign investor into the Russian economy. However, in the conditions of rigid political confrontation and external financial constraints the problem of the development of financing mechanisms necessary for attracting investments into the economy becomes extremely acute. Therefore, the intensification of attention of the government authorities towards creation of the domestic investor is fairly justified. The subject of this research is the financial mechanisms and instruments for private investors that allow diversifying the citizens’ sources of income, while the goal lies in analyzing the investors’ protection system at the Russian financial market and determining whether the configuration of this system meets the current requirements from the perspective of ensuring economic security of the citizens. The main conclusion consists in the fact that the systemic approach to improving the protection mechanism of private investor leads to multiplication of domestic investors at the Russian securities market, including the Russian regions. The scientific novelty is defined by substantiation of the need for expanding the range of financial instruments for private investors through implementation of the product with various characteristic for increasing the accessibility of investment instruments for different categories of the Russian citizens.
