Abstract:
The article is devoted to the efficiency analysis
for the scenario approach when resolving the problems
regarding planning and management of the processes
of prevention and liquidation of consequences
of the technogenic emergencies and catastrophes. The
authors view the key specific features of planning and
management in the conditions of emergency situations.
The authors also provide the results of modeling
and scenario analysis for the processes of liquidation
of consequences of the technogenic emergencies
at the civilian objects.

Abstract:
The political system of any state including
Russia changes and undergoes evolution, while responding
to the challenges of the world around it. The
economical crises also have considerable influence in
this sphere. From the scientific standpoint, it is very
interesting how the most public subjects of the Russian
politics – the political parties “United Russia” and
“the Communist Party of the Russian Federation” view
the global economic crisis, what perceptive model they
translate to their electorates, and what social and political
projects they offer within the crisis discourse.
Therefore, the object of study is the evolution of the
crisis discourse of two political parties.

Abstract:
The article is devoted to one of the key tendencies
in the development of the global currency system
in the conditions of financial globalization, that is the
strengthening of transnational character of the global
and European banks, including those in the CIS and in
the Russian Federation, as well as the changing degree
of export of banking services to foreign states. The author
analyzes the tendency for the growing assets of the
systemically valuable financial institutions and the percentage
correlation of the amount of assets of the largest
banks and the combined baking assets in the EU if
compared with the gross domestic product of the home
base state, which reflect the degree of influence of the
banking system and particular largest banks on the real
economy. The article shows that the problems of some
largest banks may become the problems for the entire
states and the global currency and financial system as a
whole. The author views the measures, which are taken
by the IMF, the EU, and Russia in order to guarantee
greater economic security, and sustainable stability of
the global currency and financial system, as well as for
the formation of the efficient regulation and supervision
policy towards the largest global and European
transnational banks.

Abstract:
In the article the author provides approbation
of the theoretical and methodological research apparatus
for the analysis of the fragmented economic security,
taking as an example the foreign relations of
Russia for the period since 2007 to 2011. The specific
features of the interactions of enterprises and organizations
are evaluated within the context of certain types
of economic activities with foreign partners. The author
evaluates the internal guarantees of commodity
production, then he provides the results of calculations
of the current and barrier replacement level of the domestic
production with the import, which constitutes
fragmented assessment of economic security.

Abstract:
The article is devoted to the outward expressions
of the modern problems, which are related the security
guarantees within the state and at the international
level. Taking the modern conflicts as examples, the author
analyzes the problems of their political and legal
regulation, and establishes the possibilities for their solution
with the help of the existing social management
system. The author discusses the issues of permissible
interference of the states in the affairs of other states, the
problems of lack of control over the weapons of mass
destruction and the problems of global terrorism. Then
the author concludes that modern international and national
institutions are not able to guarantee the human
security, which in turn calls for the formation of a global
organization of a new type.

Abstract:
Taxation of oil and gas industry in Russia is
key to the well-being of the national budget in the conditions
of instability of the global energy source market.
Therefore improvement of the taxation system for
this sphere is necessary in order to guarantee the national
economic security of Russia. At the same time
there are topical issues of the excessive wear of capital
assets of oil and gas enterprises and lack of scientific
and technical cooperation in this sphere, which could
facilitate the modernization of the oil and gas industry
of Russia and lower the prime cost of the mined national
resources and stimulation of the development of
the tight oil and gas resources. That is why it is reasonable
to evaluate the existing systems of taxation of the
oil and gas industries in the BRICS states (taking as an
example Russia, Brazil and China).
The goal of this study is to evaluate the existing system
of taxation in the BRICS states and to offer the patterns
for the possible improvement of taxation in this
sphere in Russia. The object of the study is the existing
taxation system in oil and gas industries in the BRICS
states. The specific object of this study includes taxes
and benefits, which are provided for the oil and gas
companies, which are involved in mining, processing,
export and import of energy sources.
The result of this study includes analysis of the specific
features of the taxation system in the oil and gas industry
in the BRICS states (taking Russia, Brazil and China as
examples). The author comes to a conclusion that the existing
methods for the withdrawal of the super-profits in
these states are not very efficient, then he offers to overcome
this problem, using the differentiated approach to
taxation of oil and gas companies based on the Rosenergo
method, and he also offers to introduce the stimulation
system for the scientific and technical cooperation
in the oil and gas industry of Russia, which is similar to
the system applied in Brazil.

Abstract:
The goal of this article is to analyze the causes
for the substitution of the national currency for the
US Dollar in the Ecuador and Salvador, as well as to
evaluate the political and economic influence of dollarization
in these states. Dollarization was meant to
stop hyper-inflation and to bring stability to Ecuador,
and it was meant to facilitate the economic growth in
the Salvador, however, the positive attitudes soon were
weakened. The object of study is positive and negative
influences of dollarization in these states. By comparative
analysis of dollarization in Ecuador and Salvador
the author means to evaluate the following issues: a)
Why the governments of Ecuador and Salvador started
to use the US Dollar instead of the national currencies,
and what the motives for such decisions were; b) political
and economic profits from dollarization in these
states. While Ecuador and Salvador are similar in many
respects, they have just as many differences. They were
both dollarized at about the same time – 2000 and 2001.
They are both parts of the Latin American region. The
states were in different conditions prior to dollarization
and they had different motives for the transfer to a different
currency. In Ecuador dollarization was used as
an instrument in order to deal with the financial crisis,
while there was no financial crisis in Salvador prior to
dollarization. The analysis of the process in both states
allows one to understand the reasons for such radical
political decisions. The article is based on written
sources of the period between October and December
of 2006. The primary sources were the official political
documents of these states, as well as official statements
of members of government, and official statistics of the
banks of these states. The secondary sources were the
reports on the states by various international organizations,
such as the World Bank and the IMF. Based on
the results of the study one may establish that in the
short-term perspective the stability and trust to politics
are enhanced by dollarization, but there is also need for
the reforms in order to support the long-term stability.
Dollarization should be followed by the structural reforms
in order to achieve economic growth in the longterm
perspectives. According to the empiric analysis of
the two states, the transfer to a different currency in
itself does not stimulate the economic growth.

Abstract:
The article is devoted to the specific features of
proof in pre-trial procedure on criminal cases on unlawful
crossing of the state border of the Russian Federation.
The author discusses a number of topical issues in legal
practice, which related to the elements of crime. The author
then provides grounds for the statement that the initiation
of a criminal case under Art. 322 of the Criminal
Code of the Russian Federation is lawful, when a person
has crossed the state border of the Russian federation with
the valid documents but without the due permission. The
author provides the definition of “due permission”, and he discusses the specific features of investigation of the
said crime on the territories of parts of state border, which
were not duly formalized in the international legal aspect.

Abstract:
The article concerns the historical aspect of
Russian reality at the turn of XIX and XX century within
the context of topical problems in the sphere of foodstuffs

archive documents and normative legal acts of the Russian
Empire of 1881 to 1913 allowed the author to uncover
the specific features of the Russian mechanism for

Abstract:
The author discusses the most considerable
shortcomings of the Russian amortization policy, which preclude due implementation of one of its functions:
the investment security guarantees. Firstly, the
Russian amortization policy fails to guarantee collection
and provision of the accurate information on the
amount of amortization depreciations in specific enterprises,
branches and regions. Secondly, it does not provide
for the state control over the intended expenditure
of amortization depreciations. Thirdly, it does not guarantee
due intensity of simple reproduction of capital
assets. Fourthly, it allows for the lowered cost of the
property which is subject to amortization. The author
also makes proposals in order to avoid the above-mentioned
shortcomings.

Abstract:
The article includes the development of the approach
towards the problem of security in the society

deviation/variety. The analysis of the evolution theory
of N. Luhmann allows one to see the role of deviation
in the modern destinies in more detail. The idea of the author is that once the “semantic hypertrophy of variety
” appears, the social system develops a new “salvation
formula” for the social order, which is development
of network communication space. The network has a
unique quantity – the limitless ability to meet the need
for the Undeniable. In this sense, one may say that development
of network communications “saves” the order

Abstract:
The cultural heritage of the state is a multi-faceted
matter, which should be evaluated not only as an
element of national riches and well-being of the society,
but also as the means for the accumulation of spiritual
and creative immaterial assets of the state. The problem
of preservation and rational use of cultural heritage objects
has became especially topical in the modern Russia.
That is why insurance becomes one of the most
important and efficient financial means of protection of
interests of the society as a while and owners of the historically
valuable objects in particular. Joining insurance
policy allows one to minimize the losses and risks in the
process of holding and turnover of art objects. The article
includes brief analysis of the existing tendencies in
the insurance market for the art objects, and the analysis
of the specific features of insurance of public and private
objects of art in Russia. The author provides the basis for
the great social value of the segment of insurance for the
art objects, as well as for the need to further develop this
type of insurance.
