Abstract:
The public diplomacy is a complex of measures, which are aimed to study and to inform the foreign audience, and to form
contacts. The public diplomacy is the relations between the states, which do not include the traditional connections between
the governments. In other words, the public diplomacy presupposes open dialogue between the private persons and the
non-state structures of the states. Such an interpretation of public diplomacy does not coincide with the interpretation
of the offi cial American administration, which gave rise to the development of public diplomacy. In accordance with the
interpretation by the US Administration the public diplomacy regards mostly the infl uence on the public opinion in the
target states in order to infl uence their foreign policy, and it may be implemented at the state level.

Abstract:
The modern social and political situation in the Republic of Dagestan represents a sharp contrast between the superfi cial
stabilization of the situation in the region and the great social, economic, inter-ethnical, historical and political
contradictions, as well as with the fi ght for power, infl uence and economic resources among the clans. The inner fi ght
takes place outside the scope of public policy, while a number of confl ict factors remain in the background, and these
factors need all-inclusive political analysis. The theoretical analysis of peculiarity of state construction is very topical
due to the presence of the sources for the possible claims of the ethnical groups towards each other, or towards the state,
the non-compromising forms of confl ict among its participants, and inner contradictions in the social movements, which
used to enshrine unity and stability.

Abstract:
The XX century was rich in military political events. Two World Wars and the real threat of the beginning the new
nuclear war showed the importance of having the effective models of the collective security which would be based on
the international law. The models of the collective security guarantees in the XX century were mostly based on «block
models», through the opposition of the military-political unions like Triple Entente and the Triple Alliance, the North
Atlantic Treaty Organization (NATO) and the like. The dissolution of the Warsaw Treaty Organization in 1991 generated
the hopes that «block» opposition in Europe will leave in the past. Differently, many hoped that after dissolution of the
Warsaw Treaty Organization also will be followed the dissolution of the NATO. However, it did not happen. Moreover,
the West expanded the sphere of the military-political block NATO operation by including the new members. Russia was
forced to accept this situation as a harsh reality. In such conditions Russia initiated the development of the relations with
this military and political alliance on the basis of the Founding Act and formation of the Russia - NATO Council (RNC).
Thereby the Russian Federation came to the new level of interaction with the West in Europe. This article is devoted to
the current relations between the Russian Federation and the NATO.

Abstract:
The object of the studies in this article regards the social relations in the modern society and the infl uence of the mass
media on the legal conscience of the people. The goal of this article is to study various means of infl uence of the mass
media on criminal and anti-criminal conscience of people in the modern society. The use of results of this study may be
helpful for the mass media personnel for the formation of the educated policy in the sphere of information for the peole
in order to form an anti-criminal culture of behavior and to lay the legal ground for the growth of social self-conscience.
As a result of this study, the author comes to a conclusion that the maximum level of legal conscience in the society is
one of the most effi cient guarantees of the law-abiding behavior of the people for the state and the society. The author
also comes to a conclusion that solidarity of the people with the crime-prevention operations and with the protection of
victims is a positive condition for such activities. For example, in the opinion of many psychologists the more effi ciently
the mass media fulfi ll the requirements of the people, the more sustainable and broader becomes the connection among
them. However, the commission of many crimes takes place under the infl uence of the mass media, which spread the
information in order to improve the ratings of their TV programs or publications. The main value of this article is the
conclusion of the author, that in order to make the implementation of the criminal law policy more effi cient it is important
that the state would have certain information impact on the people, since self-regulation of the mass media and provision
of information on prevented and duly investigated crimes may have a positive impact on the formation of the general
criminal situation in our state.
