Abstract:
The article is devoted to the analysis of the systems of
management for the evolution of the state, as well as
their role in formation of national elite, as well as elite
of the global capital center. The fall of the liberal ideology
in Russia shows the need to change the liberal selfconscience
of the Russian elite. Economic and political
security of Russia are related to the modernization of its
management, formation of the system of state planning.
Engineers and scientists should become a new moving
force of Russia. The possibility of transfer to the sixth
technological stage in Russia requires a network of
intellectual enterprises, their competitiveness should be
based on the results of fundamental scientific studies.

Abstract:
The article is devoted to a set of methodological and
applied problems regarding efficiency of information
support of the state policy of the Russian Federation
in Arctic region. The authors analyze goals and priorities
of Russia in this region. Then they establish a system of key markers of efficiency of strategic projects
for the development of the Arctic sector. The article
also includes analysis of information threats to its
implementation, as well as technology of planning and

of immovable property for protection of positive

shortcoming of the system of cadastre of land plots, territorial
zones, specialized zones, which may negatively
influence the environment. Then she establishes the need
for ecological character of norms on land cadastre in
order to secure ecological security.

The gas crisis of 2009 caused discussions in some EU
