Abstract:
The author analyzes the international experience in the sphere of formation and functioning of capital centers. Related risks and barriers have to do with the problems of financial and economical stability of Russia, lack of stability of its financial market, and state-managed economy. The author shows, that if the exporters’ capital “leaks” abroad, and Russia enters WTO, the state and regional budgets shall diminish.
