Abstract:
In the work, the author examines problematic issues related to the study of the peculiarities of the organization and legal regulation of the use of a polygraph in public service. The article deals with various aspects of the use of a polygraph in the public sphere, including legal aspects, psychological and pedagogical features, physiological and ethical issues, as well as the protection of citizens' rights. In addition, it examines the experience of using a polygraph in various conditions when the procedure for obtaining, identifying, processing, storing and reliability of data is carried out, and as a result, it becomes necessary for competent public sector specialists to constantly pay special attention to the safety of storing and using confidential information received. In order to analyze the effectiveness of the use of a polygraph, the paper describes the tasks facing specialists, considers algorithms and techniques used to assess the reliability of the information received. The following methods were used in the preparation of the article : an analysis of literature, a system approach, comparative analysis and synthesis, induction and deduction, logical thinking techniques, classification. The main conclusions of the research conducted by the author are organizational aspects aimed at respecting the rights and freedoms of citizens who, for one reason or another, will have to undergo the testing procedure on a polygraph device. A prerequisite is the fact that the legal regulation of the use of a polygraph in the civil service requires clear formulation, transparency and objectivity of procedures, timely clarification of the upcoming nuances of the polygraph examination, related possible restrictions, but at the same time compliance with guarantees for employees who are being tested. This topic, in its content and meaning, is relevant, and therefore, today, the development of legal and methodological mechanisms for the use of a polygraph in the public sphere, based on scientific developments by leading scientists and practitioners in this field of knowledge, is in demand.

Abstract:
The authors in their study consider important aspects devoted to the issues of organizational and legal support for the organization of professional training of employees of the internal affairs bodies of the Russian Federation in the conditions of their education in the departmental system of the Ministry of Internal Affairs of Russia. In their work, the authors investigate the current state of affairs, give examples of the organization of the work of the educational and auxiliary units of the university to ensure high-quality training of students as part of their development of various educational programs for advanced training and professional retraining. Attention is drawn to the improvement of legal and organizational approaches to the educational process and increasing the level of competencies of the teaching staff engaged in educational activities within their authority. The tangible contribution of the authors of the presented work is the relevant topic touched upon, due to the fact that at present special importance is attached by the state to improving the level of education, legal culture, professional competence of police officers in the performance of their official duties provided for by federal legislation in this area. The researchers clearly concluded that proper control, planning, legal support of the organization of educational activities of the departmental university of the Ministry of Internal Affairs of Russia in the system of additional professional education, based on the requirements of regulatory legal acts in this area, will certainly allow to regulate the legal relations of all participants in the educational process in a natural way, will increase the level of personal legal responsibility for the implementation of the strategic tasks set by the Ministry of Internal Affairs of Russia.

Personnel Vulnerabilities of Organization Security

Abstract:
The problems of discovering and evaluating vulnerabilities of organization security provoke great interest of both Russian and foreign researchers. This is caused by the fact that market economy conditions create a great number of risks and threats, both for and from personnel, which predetermines high demands for morals and ethics of employee's personality, his or her professional and psychological dependability. In her article Kuznetsova analyzes approaches to evaluation and identification of personnel vulnerabilities of organization security and describes their kinds, personnel vulnerabilities and professionally important qualities of personnel as well as personnel vulnerability before external environment. The main research method used by the author of the article is the expert survey (questionnaires given to human resources departments and security departments of Irkutsk organisations). To evaluate personnel vulnerabilities of organization security, the author has suggested to use a safe employee profile which is an empirically constructed combination of qualitative features (the most important qualities, personality traits and behavioral patterns) that are typical for employees whose activity do not create threats for organization security. Using this method, the author has described requirements for employees in terms of secure business and has assessed their intensity. The author has also evaluated opportunities of using the aforesaid profile in managing personnel security officials and underlines that the profile can be used in practical management of human resources, in particular, at the stages of hiring employees and their promotion and career development.

Abstract:
The urgency of the study is determined by the growth of popularity of unmanned aerial vehicles (drones). Their use for military purposes causes certain problems, since one of the elements of the system of such an aircraft is a human-operator. The countries, which have been using such mechanisms for a long time, have significant experience of drones’ operators training, particular, the moral, ethical, and psychological problems they face. Therefore, it is necessary to consider this experience in relation to the growing role of UAVs and other remotely piloted aircrafts in Russia’s conditions. The research object is the materials of open foreign sources and special researches describing the conditions of work of officers-operators of UAVs of the United States Armed Forces. The research subject is the factors, which have negative impact on the work of operators and hamper the realization of their missions, and the possibility of use of the experience of the members of American Armed Forces and military psychologists in Russia for the improvement of the security of operators’ work. The author uses general scientific methods, particularly, the methods of theoretical research, the elements of the system-functional and structural-functional approaches, the elements of the comparative-historical method and general philosophical methods. The analysis of journalistic and scientific materials, considering this problem, shows that the growth of use of UAVs and RPAs, and the growth of the number of operators, similar problems can appear in the Armed Forces of the Russian Federation. Consequently, bearing in mind the foreign experience, it is necessary to be ready to solve similar problems in Russia. Training of operators should be aimed at their adaptation to unfavorable work conditions, and at the elimination of most unfavorable factors, which can lead to psycho-emotional disorders of operators, thus impairing the effectiveness and safety of their work.

Abstract:
The research subject is the procedure of airlines personnel training in the sphere of flight safety management according to the functional peculiarities and the form of participation in a particular flight safety provision system taking into consideration the interaction between the units of the airline and the departments of the sector, the achieved level of flight safety and the flight safety system development plan in the interest of safety culture development and the decrease of a negative impact of human error on flight safety. The research methodology combines the methods of the reliability theory, industrial psychology, flight pedagogics, system analysis, professional training and retraining management. The novelty of the study consists in the justification of a standard program of differentiated professional training which reflects the requirements and recommendations of regulatory documents, implements the main principles of the system approach to flight safety management, reflects the conceptual framework of the flight safety management system, and considers the achieved security level and the plans of its development.

On the corruption risks appearing pending the work of penal institutions’ officials

Abstract:
The subject of the research includes legal and organization problems of combating corruption in the system of public service of the Russian Federation. The author studies the mechanisms and the assessment of corruption risks which appear pending the work of penal institutions’ officials. The author notes that the majority of corruption crimes in the penal system are connected with giving or accepting a bribe. The author notes a high level of abuse of power or authority by the officials of the Federal Penitentiary Service and abuse of resources which aren’t in their possession by means of decision-making or rejection to make a decision. The author uses the general philosophical methods, the traditional legal methods (formal-logical), and the methods used in special sociological research (statistical methods, expert assessments, etc.). The article analyzes the notion of corruption, the normative-legal base of combating corruption, the recent condition of corruption in the penal system, statistical data, corruption risks classification, the main types of corruption crimes committed by the officials of the penal system. The author offers the ways of corruption prevention in the penal system.

Abstract:
Arrangement of protection of the state secret in the Russian Federation is closely connected with the question about granting access to the state secret to officials and citizens of the Russian Federation. Sometimes it is very difficult to define whether to grant access or not to persons who do not have special knowledge or skills. Based on the analysis of legally fixed decrees, the author of the article views the procedure for granting access and evaluates all changes in legislation as well as possible corrective actions. The author of the article also touches upon the question of granting access to the state secret to foreign citizens and non-residents as well as certain categories of Russian citizens.
