The factor of complex interaction in responding to telephone fraud

Abstract:
The subject of the study is to identify effective methods of legislative work to counteract the use by telephone fraudsters of such technical means as illegal substitution of SIM cards and Internet services for substitution of incoming call numbers. The general scientific methodology of dialectical (meaningful) logic and comparative analysis of practical problems and legislative activity of federal authorities are used. Fraud causes huge damage to society and incurs huge costs to the state. The global spread of the Internet has allowed scammers to export their activities to a fast-growing market and attract previously untapped consumers. The evolution of technologies and the spread of fraudulent approaches on the Internet have exacerbated the problems faced by victims. The results serve as evidence that when detecting and timely stopping attempts at telephone fraud (suspending suspicious transactions), legislative support and the formation of a subordinate regulatory framework are necessary for the interaction of financial organizations, telecommunications operators and law enforcement agencies. The development of smartphones and cellular networks increases the need for mobile advertising and targeted marketing. However, it also causes invisible security threats. We have found that phone fraud with fake phone numbers with a very short service life is becoming more and more popular and is being used to deceive users. The article is devoted to the consideration of the problem of legal regulation to ensure information security. As phone fraud becomes more common, it is extremely important to understand how to increase the effectiveness of prevention. Conclusions are drawn about the need to strengthen the centralization of countering intruders in order to increase the effectiveness of preventing telephone fraud, following the example of creating an interbank digital platform "Know your Customer".

Abstract:
The work is devoted to the study of information risks in the national security system. Today's challenges and risks in the information sphere force us to look for new relationships between industries to improve the quality of life and reduce information threats. The presented information threats require identification and leveling in the future if such external restrictions arise. The article reveals the role and place of information security in the national security system of the country. This paper discusses the basic concepts of information security in the system of ensuring the national security of Russia, as well as the types of threats to information security, methods and means of combating these threats. This article examines the problem of legal provision of information security. According to the results of the study, the author concludes that the information policy of the Russian Federation is the regulator of public and private legal relations, through which the strategic objectives of the state are realized. Information security, as a type of national security, by its regulatory influence permeates all the diversity of social relations arising in the process of human and state life. It follows from this that the legislator should improve not only the norms of a public-legal nature containing prescriptions and prohibitions, but also private-law norms, the construction of which is based on permissive (dispositive) regulation.

Effective classification of natural language texts and determination of speech tonality using selected machine learning methods

Abstract:
Currently, a huge number of texts are being generated, and there is an urgent need to organize them in a certain structure in order to perform classification and correctly define categories. The authors consider in detail such aspects of the topic as the classification of texts in natural language and the definition of the tonality of the text in the social network Twitter. The use of social networks, in addition to numerous advantages, also carries a negative character, namely, users face numerous cyber threats, such as personal data leakage, cyberbullying, spam, fake news. The main task of the analysis of the tonality of the text is to determine the emotional fullness and coloring, which will reveal the negatively colored tonality of speech. Emotional coloring or mood are purely individual traits and thus carry potential as identification tools. The main purpose of natural language text classification is to extract information from the text and use processes such as search, classification using machine learning methods. The authors separately selected and compared the following models: logistic regression, multilayer perceptron, random forest, naive Bayesian method, K-nearest neighbor method, decision tree and stochastic gradient descent. Then we tested and analyzed these methods with each other. The experimental conclusion shows that the use of TF-IDF scoring for text vectorization does not always improve the quality of the model, or it does it for individual metrics, as a result of which the indicator of the remaining metrics for a particular model decreases. The best method to accomplish the purpose of the work is Stochastic gradient descent.

Abstract:
Energy security is currently one of the key components of national security of any country. The object of this research is the basic documents of strategic planning of the European Union in sphere of ensuring energy security (Roadmap of the European Union “Final 10-year ETIP SNET R&I roadmap covering 2017-26”) in the context of comparative analysis of the existing approaches towards ensuring energy security of the Russian Federation (Energy Security Doctrine of the Russian Federation). The analysis is conducted from the perspective of comparison of two documents of strategic planning for the purpose of identification of threats and risks to the economic security. The subject of this research is the threats and risks to energy security of the countries, and thus, their national security. The scientific novelty consists in examination of the documents of strategic planning in the sphere of energy security using methodology of comparative analysis developed by the authors, which is based on the dynamic semantic network. In accordance with the aforementioned methodology, analysis is carried out on the structure of documents that encompasses the processes, the manifestation of which can be observed through objective and subjective methods of monitoring. The authors developed the expert analytical apparatus of comparative analysis, as well as the methodology for assessing the objectivity of comparative analysis. The developed methodology of comparative analysis is tested on the example of strategic planning documents in the sphere of energy security of the European Union and the Russian Federation. The conclusion is made on the need for further research of the methodological foundations of comparative analysis in order to detect the risks and threats to the economic security of the Russian Federation.

Abstract:
The state takes different steps towards solution of demographic problems, one of which is the implementation of State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement in the Russian Federation approved by the President of the Russian Federation on June 22, 2006. The goal of this program is encourage and arrange the process of voluntary resettlement of compatriots in the Russian Federation, promote socioeconomic development of the regions, and solve demographic problems, namely in the territories of priority settlement. Within the framework of this program in 2012-2013, the regions of the Far Eastern Federal District were included into the list of territories of priority settlement. However, there is yet no unified Far Eastern program of resettlement; the regional programs that have been approved by the government of the Russian Federation are being implemented. The subject of this research is the implementation of the program of resettlement in Zabaykalsky Krai. The relevance of this topic is substantiated by the strategic geopolitical location of the region. The author examines the normative legal framework and measures taken by the government aimed at implementation of State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement in the Russian Federation. The two vectors of the program are considered: assistance to the voluntary resettlement of compatriots, and cooperation with compatriots who do not intend to relocate to Russia. The main trends of resettlement are revealed. The need to intensity information support for this project is underlined. The authors believe that more active involvement of civil society in cooperation with the compatriots living abroad may become an additional motivation for improving effectiveness of the state program.

Abstract:
The subject of this research is national interests of the Russian Federation in the Arctic region. Russia's national interests in the Arctic are versatile and quite complex, representing an intersection of the spheres of national interests of Russia as a whole and such particular vectors as the World Ocean, economic sphere, border zone, etc. They are delineated with different degree of specification in a range of normative legal and other documents. Systematization of national interests, factors and threats in the Arctic zone, as well as understanding of their interrelation is an important step in ensuring national security of Russia in the Arctic Region. The analysis of normative legal acts allows systematizing the factors influencing the activity of federal executive branches in the Arctic, as well as outlining the threats to national security of Russia in the Arctic Region. The author analyzes correlation between the factors and threats to Russia's national interests and the vectors of activity of the federal executive branches on their neutralization. Such approach towards interdependence of factors, interests, and vectors of activity is of comprehensive, which discerns it from other existing approaches. The parallel is drawn between the indicated correlation and the dual layer neural network. The author assesses the feasibility of the proposed original approach for estimating the impact of activity of the federal executive branches on ensuring national interests, and offers relevant recommendations.

Abstract:
The subject of this research is the problematic related to ensuring space security. This phenomenon is a crucial prerequisite for military security, sovereignty and independence, as well as sustainable development of the country (factor of scientific, technological, and economic security). Space security is viewed from several perspectives: military, technogenic, environmental and astrophysical. Transition of the system of space norms into the law are accompanied by two parallel processes: nuclear race; and the process of transformation of force dominance of one hyperpower into military parity of the United States and the Soviet Union. The goal of this work consists in searching of ways for increasing the level of sustainability of space security and ensuring reliability of country’s security. The scientific novelty of the article alongside its results are defined by the original approach towards studying systemic linkages between space security and collateral phenomena. Dialectic interaction of these two determinants of secured space activity is the focus of attention. The establishment of space security is examines in parallel with the analysis of origin and evolution of space law. These processes are viewed in the context of transformation of technical norms into the system that increasingly obtains thee legal essence.

Abstract:
The object of this research is a set of legal relations ensuring legal security overall, and national legal security in particular. The subject of this research is the norms of labor and service legislation that establish the fundamental values of legal security in this area; scientific views on the national and legal security; as well as different viewpoints of scholars on the concept of legal security. The authors infer that legal security and legal security as an element of national security are not identical. The author determines the attributes of legal security as a part of national security, including in the sphere of labor relations. The scientific novelty consists in the conclusions on the scope and content of the concepts “legal security as an element of national security” and “legal security in the area of labor relations”; as well as in determination of the levels and vectors of ensuring legal security as a part of national security in the area of labor relations.

Abstract:
This paper investigates the determinants of change in modern conflicts in the transition from linear to non-linear models of war. The rationale of the research is caused by the growing tendency of modern warfare to the asymmetric strategies of indirect actions, based on a combination of military efforts with political, economic and informational methods of influence on the enemy for solving problems that were mostly resolved by military means. The methodology is based on a comparative analysis of the strategies of modern war as well as on the analysis of the genesis and evolution of contemporary conflicts. The scientific novelty of research is caused by the fact that work represents one of the first attempts to study the evolution of modern warfare with the involvement of categories of the determinants. The author analyzes two kinds of conflicts, hybrid war and a color revolution as the most prominent examples of the Genesis of war in the era of globalization and information technology revolution. The author gives the detailed analysis of the main components of a hybrid war: the military-political, socio-economic and information. It is shown that in the beginning of the XXI century, with special strength evident by a number of factors contributing to a radical transformation of the meaning and purpose of contemporary conflicts, due to a noticeable shift in the balance of military and non-military forms, means, methods, and technologies not in the power part of the spectrum. The indicated trend is an important factor leading to high-quality modification of indicators determining the conflicts of the new generation of hybrid war and a color revolution. Thus, the transition of contemporary conflicts from the classical linear paradigm to non-linear wars of a new type and the highest form of modern war is a war of civilizations, a war of meanings of their existence. The winner of the war of the senses wins not a space and not even the right to control the resources of the defeated States, but gaining the right to determine its future. This necessitates the development of new strategies to protect the state from a hybrid aggression, which needs to incorporate the non-linear configuration of strategic forces and capabilities.

Abstract:
The paper considers topical issues of strategic target-setting in the Russian Federation. The second part of the study contains the results of methodological analysis of the system of strategic lines in the sphere of socio-economic development of the Russian Federation. This approach helps easily define the appropriateness of the strategic target-setting system, since, knowing the methodology, one can regularly check the conclusions of others from the viewpoint of their method and rely on them as on methodologically correct. The analysis of the current documents shows that by the end of 2016, the has been no formalized long-term strategy of socio-economic development. Therefore, the author considers the content of the “2020 Strategy: the new growth model – the new social policy”, since many of its provisions have been implemented in budgetary and financial policy. The methodological analysis of this document shows that it doesn’t contain any socio-economic development model; it merely offers the set of separate measures, which can’t guarantee any result. The generalization of strategic planning helps the author to conclude that two approaches can be used for target-setting: a target-based and a scenario-based. In the author’s opinion, progressive development can be achieved if these two approaches are combined. The author also reveals some methodological positions connected with a possibility to formulate positive targets of social development in the context of the current condition of social and scientific thought. Targets should be formulated on the basis of values. Interrelation between targets and values is the basis for the assumption about the existence of some targets-values system, which determines the direction of socio-historic movement. The author concludes that the detection of a wide range of initial characteristics of the object of development is the essence of the task-oriented approach in strategic target-setting in socio-economic development.

Abstract:
The research object is strategic planning in the sphere of national security of the Russian Federation. The research subject is Russia’s national security threats in the long-term, specified with the help of the authors’ expert and analytical approach. The study lies within the scientific, research, and methodological tasks defined by the Provision of the scientific board under the Russian Federation Security Council. The authors describe the conditions of the results achievement, the criteria and the indexes of the comparative analysis’ results’ objectivity including the approaches to verification of the list of national security threats. The authors consider the peculiarities of development and the modern practice of strategic planning of foreign states; formulate the basic hypotheses of the choice of the scope of countries; describe the key provisions of expert and analytical tools for the comparative analysis of strategical planning documents in the sphere of national security. The tools, proposed by the authors, help build a model of the national security threats atlas of the Russian Federation for the long-term.

Abstract:
The paper considers the topical issues of strategic target-setting in the Russian Federation. The part one contains the results of methodological analysis of the national security provision strategies. To prove the importance of target-setting in public management, the author applies the hypothesis that ineffectiveness of measures, aimed at the development of the country, is caused by insufficient target-setting. Strategic target-setting in the sphere of national security provision is characterized by the fact that the key strategical guidelines of national security provision – national interests of the Russian Federation – include the issues of national security provision and the socio-economic development issues. The author explains such a mixture of development and security goals by the absence of a scientifically based vision of the hierarchy of development goals of the society and the provision of its safety. The author applies the methods of formal-logical and comparative analysis, modeling and analogy with the results of other sciences: activity theory, motivation theory, and synergetic. In the author’s opinion, the effectiveness of strategic target-setting can be ensured subject to the fundamental interrelation and interdependence of the national security strategy and the socio-economic development strategy of the Russian Federation. The author concludes that the recognition of threats to the safety of a person, the society, and the state forms the contents of task-oriented target-setting in the sphere of national security provision.

Abstract:
Since the late 20th century the views of the political leadership of France on the problems of defense and security have been formulated in the “White Papers” (Livre Blanc). There have been issued four White Papers on Defense and National Security (1972, 1994, 2008, 2013) and one White Paper on Domestic Security against Terrorism in 2006. The research subject includes the views of the political leadership of France on the key issues of the national security protection. The chronological framework of the study covers the period from 1972 till the present time. The research methodology is based on the dialectical method of cognition, the concrete historical approach, the system analysis, the formal-legal and comparative-legal methods. The scientific novelty of the study consists in the consistent exposition of the key provisions of the fundamental documents of the French Republic on the issues of the national security and defense, the analysis of the causes and consequences of their transformation and the formulation of the possible prospects of their development. The author concludes that the representatives of French political elite are under a serious influence of American political thought. This dependence manifests itself both in the closeness of the ideas, set forth in the fundamental documents, and in the use of the experience of organization and activities of intelligence agencies.

Abstract:
The article studies the problem of influence of criminal legislation on one of the fundamental factors of Russia’s economy – private sector. The authors consider the economic system as a matrix of the state and the society. Its safety is the basic premise of national and social security, regardless of its traditional form. The authors study the impact of criminal law enforcement practice on the economic system and reveal its destabilizing aspects. The article contains the results of the study of the Business Ombudsman Office and analyzes the topical issues of criminal legislation humanization in relation to economic agents. The authors apply the method of jurisprudence, statistical, sociological, historical, system and comparative methods to study the influence of criminal legislation and law enforcement practice on the economic system of the Russian Federation. The authors conclude about the overabundance of state interference in market relations, about the frequent cases of criminal prosecution of economic agents in the context of disputes under civil law, about the necessity of a further decriminalization of some economic crimes and the widening of the sphere of application of the civil and administrative law in business.

Abstract:
The research subject includes the main elements of strategic planning and the key priorities of the Russian Federation. The appearance of the new challenges and threats has caused the necessity to update the 2009 national security strategy of the Russian Federation till 2020. The authors analyze the new national security strategy and note that the tendency to increase and modernize offensive armament, to create and deploy its new kinds significantly weakens the global security system and the established system of treaties and agreements in the sphere of arms control, all the more so as the basic principles of equal and indivisible security are not observed nowadays both in the Eurasian and Asia-Pacific regions and in Euro-Atlantic region. Special attention is paid to the measures of foreign and domestic policy aimed at the national security strengthening and ensuring sustainable development of the country for the long run. The authors apply the multiple factor approach, comparative and express-analysis. Based on the results of the key indexes monitoring and the assessment of the structure of the key characteristics of the national security state, the authors outline the main features and peculiarities showing the domination of the positions of social and economic security and the role of government regulation of the economy as the basis of the national security and internal stability of the civil society. The authors note that in order to protect Russia’s national priorities, the updated national security strategy presupposes adopting an open, rational and pragmatic foreign policy which would exclude a money-losing confrontation and a new armaments drive. The authors emphasize the fact that it is planned to use military force only if all peace-building and diplomatic mechanisms run dry or prove ineffective.

Abstract:
The object of this study includes the strategic economic sectors as the most important elements of economic security. The article considers the issues of interrelation between the theory and the practice of reform of state regulation of economy, the interaction between the state and the largest corporations in the strategic sectors of economy, the influence of irrational factors on the choice of a new model of industrialization. The author indicates the general trend of the changing role of the state in determining the sectoral development priorities, regardless of the chosen model of economic development. Particular attention is paid to the analysis of the influence of rational and irrational factors on the formation of a system of industry regulation and the resolution of dilemma «market or nonmarket». On the base of the method of historical analogy and methodology of institutional analysis the author concludes about the necessity of modernization of strategic economic sectors as a basis for economic security. The proposed approach complements the system of assessment threshold values of economic security and creates a real opportunity to avoid a state of "institutional trap" of a new industrialization. For modern Russia it is fundamentally important to return the state to the real economy and to create certain points of economic growth, where the technological breakthrough is possible. The transition to the integrated forms of modernization of strategic economic sectors will allow specialization of national priorities of development in terms of institutionalizing of guarantees for their implementation.

The article contains analysis of the consequences of Russia joining the WTO, the authors refer to the expert opinions, including those of economists, heads of Russian agricultural companies, village residents. The object of studies is the Russian agricultural industry and the influence of globalization processes on it. The authors provide critical evaluation of the conclusions of economy experts, heads of large agricultural production companies. The latter note the negative consequences of Russia joining the WTO for the Russian agriculture and offer alternative economic projects. The modern development of Russian agricultural production is analyzed within the context of Russian rural reforms, which took place in the XX century in the sphere of rural economics. Based upon the historical analysis the authors draw a conclusion that the Russian village in the early XXI century did not manage to overcome the economic, social, and cultural crises, and Russia joining the WTO strengthens negative consequences in some aspects. The conclusions of the authors regarding the perspectives of the economic development of the Russian villages are supported by the statistics.

Abstract:
In the conditions of growing geopolitical status of the Arctic region there is a dangerous tendency of its militarization. Many states and the NATO strenghten their presence and activities in the Arctic region, the military forces, which are located in the Arctic region, as well as their infrastructures are being modernized, the military marine fleets are actively used for the protection of national economic interests, and there are also tendencies for the formation of the new military political associations and coalitions. Russia should follow a balanced position, when choosing its standing regarding remilitarization of the region. On one hand, it should not forget the measures for its defensive capacity in the Arctic region, and on the other hand Russia and other interested states and international organizations should search for mutually acceptable solutions in order to avoid further development of negative tendencies.The formation of a special regional regime for the control over weapons and development of mutual trust could become important priorities for the international cooperation in the Arctic region.

Abstract:
The article concerns a military element of the Arctic strategy of Russia. The author describes the key documents on the strategy and actions of Russia in the Arctic region. The author analyzes the statements of the Russian officials and experts regarding the military policy of the state in Arctic region, and he points out some differences between statements and acts of the Russian government in this region. In particular, it is noted that Russia was always stating that it was against militarizing the region, but the military presence of Russia in the region is ever-growing. At the same time, the general military presence in Arctic region is growing. The author comes to a conclusion that in order to stabilize the situation in the Arctic region, the states need to follow military parity and to solve appearing problems solely by diplomatic means. The article may be of interest to the researchers in the sphere of Russian policy in the Arctic region and geopolitical situation in the Arctic region as a while, as well as to those studying a military aspect of the Northern policy.

Abstract:
Sustainable development as a global strategy to resolution global socio-natural contradiction between the growing needs of humanity and the inability of the biosphere to provide these needs. This new type of development is as far out of the deepening global environmental crisis, and is operated as a globally systemically balanced socio-natural development without damaging the environment and ensuring the safety and survival of the human existence indefinitely. Shown that sustainable development is the most secure type of development in a broad sense, is the type of evolution not regressive which eliminates or reduces to an acceptable level any negative impact on the object in order to save it. In a socio-natural aspect of sustainable development is the most secure type of evolution, aimed at the preservation of civilization and the biosphere, their coexistence and co-evolution.Stress the need for extended treatment of this type of development, increasing its distribution to all areas of human activity, including the provision of national and global security. Security is a sustainable way of life of a particular object, the preservation of its nature in the context of internal and external impacts and changes. It is noted that the security of the international community and the national security of Russia in the long term can be achieved not so much protective equipment as efficient implementation of the sustainable development strategy, leading to the survival of civilization and the preservation of the biosphere. The basic principle of the National Security Strategy of the Russian Federation up to 2020 is the principle of security through sustainable development priorities. Reveals the history and content of this principle, written by the author of this article, proposed it back in 1995 and developed it in a number of monographs.

Abstract:
The author argues in favor of the need for criminologically conditioned public policy in the sphere of fighting crime. He sees this matter as being key to success in the fight against terrorism and its financing in Russia. The author analyzes peculiarities of the effect of external factors on terrorism-related crime, discusses the problems of identifying the sources and channels of terrorist financing based on scientific research, and he provides some examples.
