Abstract:
The author examines the aspect of one of the military strategies – the so-called “hybrid warfare”. Analysis is conducted on the key components of “hybrid” actions. Examination of historical allows concluding that these approaches have deep historical roots. This refers not to the classical mercenary, but namely to “hybrid” actions, when the contractor and purpose of mercenaries are hidden, and military actions are accompanied by economic confrontation and mass cyber-attacks. The author carries out component-wise analysis for understanding the nature of emergence and waging of “hybrid” warfare at different historical stages. Based on the experience of conducting warfare and armed conflicts, the conclusion is made that the threat of “hybrid” actions is extremely relevant currently and in the foreseeable future. Moreover, the author determines that other previously existing but modified with consideration of new factors of civilizational development “hybrid” approaches towards organization of inter-state confrontation may be implemented. The need to ensure readiness of the Russian Federation to parrying such threats is underlined.

Abstract:
The subject of this research is to develop an adequate framework of categories and concepts and modern methods of system research as well as to improve the management of the national security process in general and information-psychological and industrial-environmental spheres of national security in particular. The rationale of thsi research is caused both by the imperfection of the current paradigm of national security (mostly of humanitarian descriptive nature) and the growing issue of preservation of nations and strategic stability as a result of the intensified struggle for deficit natural resources. The methodology of national security management is an interdisciplinary instrument that is based on the energy-enthropic concept and classification of real dangers, and includes such contemporary research methods as systems analysis on the basis of categoric thinking and modelling and systems synthesis of measures necessary to improve the management-by-objective of the national security. The novelty of the research is caused by the following: the author gives a definition of national, information-psychological and industrial-environmental security, describes the subject matter and contents of relevant professional activities and chosen inderdisciplinary instrument to manage and improve the aforesaid spheres of security, and demonstrates reliability of these definitions. These definitions may be used in the university and post-graduate educational processes as well as professional activity of experts.

Abstract:
The article considers the questions regarding the status and improvement of military robotic systems on the basis of the analysis of the existing nomenclature of robotic systems in foreign countries. The authors of the article provide a brief overview of existing types of robotic systems for special purposes, and describe their characteristic features and major problems. They demonstrate that at the moment special purpose robotic systems solve a limited number of tactical tasks, however, not significantly affecting the forms and methods of armed struggle. At the same time, being formed over the past decade in fundamental and technological areas of science, these capacities allow to speak about readiness for transition to a fundamentally new level, robotization of the armed forces. The research involved statistical analysis of more than 700 samples of robotic systems designated for special purposes. The result of the research identified the main directions of research on the development of special purpose robotic systems: improving resource and intellectual autonomy; construction modularity and reconfiguration; design and technological standardization samples and their key functional components; noise immunity and secrecy of communication systems and management.

Abstract:
The object of studies includes: a) description and explanation of the patterns of development of crimes against the political system of the Russian Federation based upon the analysis of quality and quantity markers, which are interrelated and interdependent; b) mass media materials, informing about initiation of criminal cases and bringing persons to legal liability for the crimes against the political systems of the Russian Federation; c) the main provisions of the legislative acts regulating prevention of crimes against the political system of the Russian Federation. The main method of scientific studies was the comparative legal method for evaluation of crimes against the political system of the Russian Federation, as well as the general scientific methods (analysis and synthesis). The scientific novelty of the said studies is due to the fact that for the first time in the Russian legal science there was a criminological analysis of the crimes against the political system of the Russian Federation. The main conclusions are as follows: The criminological characteristics of the quality and quantity markers for the crimes against the political system of the Russian Federation shows that at the edge of XX and XXI centuries there are obvious tendencies for the growth of the registered crimes against the political system of Russia, such as public calls for the extremist activities, formation of extremist organizations and communities. The statistical data shows that in the Russian Federation in early XXI century the number of encroachments upon the political system is larger than in late XX century.

Abstract:
This article is dedicated to assessment of the climate changes of the Republic of Crimea over the last few decades. Throughout the analysis, the research utilized data on air temperature changes in the temperate latitudes of Europe by paleoclimatic data, as well as by changes in average temperature of surface waters in the Black Sea according coastal measurements. It is demonstrated that on the background of global warming there are natural manifestations of climatic fluctuations with periods of up to 20 years that relate to warm episodes such as El Niño and North-Atlantic fluctuation. The research methodology is based on the modern theory of global warming, which replaced the Milankovitch cycles concept used until the 1980’s. One of the main consequences of global warming for Russia lies in the significant increase in the frequency of reoccurrence of dangerous hydrometeorological phenomena. Examples of such phenomena include strong floods and heat waves. In a number of regions, the increase in temperature is also accompanied by spread of agents of dangerous diseases – ticks and marsh mosquitoes. However, the most notable damage caused by the climate change in Russia comes from drought.

Abstract:
The research object is the states’ activities aimed at registration of the population; the research subject is the practical mechanisms of granting unique digital personal identifiers. The paper describes the theory of universal two-factor genom-dactyloscopic identification. Within this method, each person is granted a unique digital identifier. This model serves as a basis for a practical method of international registration of population based on a calculated ID. The authors consider international legal principles of personal names, and give attention to the national, regional and religious peculiarities of naming, define the problem of unification of personal names in the context of globalization and the open borders policy. The authors use the comparative-legal, problem and activity methods, analysis, abstraction, modeling, and algorithmization of processes. The problem of personal identification, in the authors’ opinion, should be solved by introducing digital personal names into the international practice – his/her individual digital and calculated identifiers. The authors develop and reason a new model of digital personal identification, formulate the authors’ hypothesis (a verbal model) and an information technology (algorithm) of granting personal identifiers, and describe some practical areas of personal IDs application.

Abstract:
The paper considers the cluster policy concept in the Russian Federation. The authors describe the algorithm of its development: individual approach to clusters support, establishment of instruments and directions of support, development of the mechanism of interaction between authorities and business in clusters forming. The paper analyzes the regional cluster policy and its specificity in the regions of the Southern Federal District consisting in the competitive environment development, market institutions strengthening, cluster policy structuring according to the levels of management, and the optimal variants of production factors choosing. The authors apply the system and the complex approaches, and general and specific scientific methods. The authors offer the ways of regional cluster policy improvement in the Southern Federal District based on the existing experience of its implementation in the macro-region and the country in general, and the macro-region’s peculiarities: 1) competitive environment maintenance and development; 2) small businesses maintenance and development; 3) development of innovative production structure; 4) maintenance and development of scientific and educational environment; 5) detection of elements of cluster potential and development of cluster initiatives; 6) creation of mechanisms of interaction between the participants of the forming cluster; 7) clusters development stimulation and monitoring of their activities.

Abstract:
The object of this research is the concept of “hybrid warfare/threat”. Such choice is substantiated by two facts: modern authors impart different meanings and content to this concept, often far from the initial; this concept is tautological, since “hybrid” is the characteristics of virtually any war, or application of a combination of various tactics and methods (except weapon of mass destruction) by the opponents. Therefore, the author believe that determination of “hybridism” attributable for multiple wars as a special type of warfare is inappropriate. The concepts is examined for its initial meanings, as well as relevance of interpretation in describing the conduct of military operations in modern conditions. The research is structures on the comparative analysis of original source that first employed the concept of “hybrid warfare”, as well as methodological guidance of this source. The scientific novelty first and foremost consists in author’s attempt to undermine the scientific research representing one of the versions of the genesis of “hybrid warfare” concept, as well as verify methodological sources used for development and explanation of this concept. The author also calls into question the relevance of the definition of “hybrid warfare”. It is concluded that the concept of “hybrid warfare/threat” is not operational, but has a tinge of ideology.

Abstract:
The article concerns foodstuffs policy as one of the most important elements of the social function of the state. The author studies the foodstuffs security situation in the modern Russia. Based upon the scientific analysis of the legislative acts the author singles out the specific features of legislative guarantees of foodstuffs security in the modern Russia. The author analyzes national interests of the Russian Federation in the sphere of foodstuffs, as well as the main threats and risks regarding foodstuffs security guarantees. In the opinion of the author guarantees of national foodstuffs security concern overcoming the negative factors forming threats to foodstuffs security and leading to lowering of the amount, absence or worsened quality of food and energy values of the main types of foodstuffs. In order to discuss the problem in this article the author widely used the methods of analysis of normative legal acts regulating the foodstuffs security issues, comparative, historical and other methods of scientific studies. Having analyzed the current foodstuffs security situation in the Russian Federation the author came to a conclusion that currently there is a number of serious problems in this sphere, which require adequate solutions. In the opinion of the author the foodstuffs security problems in Russia include spread of genetically modified organisms, and smoking blends. The author makes a conclusion that foodstuffs security guarantees form an inalienable part of the social state policy.

Abstract:
This paper investigates the determinants of change in modern conflicts in the transition from linear to non-linear models of war. The rationale of the research is caused by the growing tendency of modern warfare to the asymmetric strategies of indirect actions, based on a combination of military efforts with political, economic and informational methods of influence on the enemy for solving problems that were mostly resolved by military means. The methodology is based on a comparative analysis of the strategies of modern war as well as on the analysis of the genesis and evolution of contemporary conflicts. The scientific novelty of research is caused by the fact that work represents one of the first attempts to study the evolution of modern warfare with the involvement of categories of the determinants. The author analyzes two kinds of conflicts, hybrid war and a color revolution as the most prominent examples of the Genesis of war in the era of globalization and information technology revolution. The author gives the detailed analysis of the main components of a hybrid war: the military-political, socio-economic and information. It is shown that in the beginning of the XXI century, with special strength evident by a number of factors contributing to a radical transformation of the meaning and purpose of contemporary conflicts, due to a noticeable shift in the balance of military and non-military forms, means, methods, and technologies not in the power part of the spectrum. The indicated trend is an important factor leading to high-quality modification of indicators determining the conflicts of the new generation of hybrid war and a color revolution. Thus, the transition of contemporary conflicts from the classical linear paradigm to non-linear wars of a new type and the highest form of modern war is a war of civilizations, a war of meanings of their existence. The winner of the war of the senses wins not a space and not even the right to control the resources of the defeated States, but gaining the right to determine its future. This necessitates the development of new strategies to protect the state from a hybrid aggression, which needs to incorporate the non-linear configuration of strategic forces and capabilities.

Abstract:
The subject of this research is the application of autonomous robots of various designation. The object of this research is the occurring legal and moral-ethical aspects. The work is conducted on the example of the use of robotics in military sphere. Analysis of peculiarities of the modern military actions demonstrated that one of the revolutionary aspects in military sphere lies in implementation of robotics in the battlefield. However, the implementation of this trend generates certain problems in the legal and humanitarian sphere. As with any weapon, use of battlefield robots can results in critical errors, divided by the experts in the errors of first and second type. In robotics, the primary cause of such errors consists in functionality of software of robotic systems. If for conventional armament the consequences of these errors are predictable and responsibility is established, then in the case of using battlefield robots, the situation requires a solution. Based on the general review of the legal and moral-ethical problems of using mobile robots, possible consequences and causes of occurrence of errors of first and second type, the article synthesizes articulation of the scientific task of solving the problem of allocation of responsibility between developers and users of such systems.

Abstract:
Intensive development of the environmental law starting from last 70's shows how important the environmental protection issues have grown. Back in XX century scientists, researchers and the society were mostl concerned about the protection of water and forest resources, animals and air pollution but today the threat spectrum has been changed. It does mean the aforesaid problems have been solved though. Unfortunately, there is still a long way to go, but at least solutions have been developed and associated measures have been discussed including legal measures too. Today's priorities include the climate protection, waste and hazardous substances treatment, fight against environmental crime, first of all, organized crime and corruption as well as development of the environmental policy that would comply with the conditions of the gobalising world.
Twenty years ago very little was spoken of the environmental policy and its trends in our country. The decisive point was when the Environmental Conference was held in Rio de Janeiro. However, noot all elements of the environmental policy have been modernized, developed or implemented. There are still gaps in the environmental law, too. This can be clearly seen when we analyze the environmental policy and laws in the sphere of waste treatment.
Therefore, it would make sense to view the contents and meaning of waste treatment, to evaluate how well its elements are developed and how topical its issue are and how efficient methods and measures are compared to the experience of foreign states.
The author of the article also analyzes the structure and definition of environmental policy from the point of comparative law in the European Union, EU member states and the Russian Federation. The author in detail describes the economic, envirommental and socio-psychological factors influencing the development and implementation of environmental policy.

Abstract:
The paper reveals the factors determining the existence and functioning of an integration association, which is considered as a political system. The research subject is the political system of an integration association. The author considers the issues of the integration theory and detects fundamental characteristics of such a type of international political objects as economic integration associations. The paper characterizes the research methodology and contains a brief description of functional elements of the political system of a state and the ways of their interaction. The author analyzes and systematizes the factors determining the existence of an integration association. The research methodology is based on the key provisions of the structural-functional analysis of Gabriel Almond, the elements of David Easton’s system theory, and the neo-functional approach to the study of integration processes. The scientific novelty of the study consists in the detection, description, and systematization of the factors determining the existence of an integration association from the position of probability of their transformation and the degree of impact on it. The author’s conclusions develop the methodology of integration studies and the comparative approach in the political science in general, help study the stability of supranational political objects, and can serve as a basis for political prognostication and such objects management.

Abstract:
The research object is soft power of the Republic of Poland. The research subject includes the peculiarities and the scope of Poland’s soft power, and its conceptual essence. The author considers the theoretical grounds of “soft” influence, and the main definitions and contradictions within this discourse. The author considers the projection of soft power in the light of the traditions of relations of Poland with its eastern neighbours. The author carries out the brief analysis of the current balance of power in this region and the concepts of mutual relations with the eastern neighbours. The author applies the general logical methods and the methods of the international relations science, such as the functional and the historical. The author analyzes the scope of soft power of the Republic of Poland, studies the censuses results in the countries in question, and defines the spheres where Warsaw had achieved significant success in the promotion of its image. The paper considers the issue about the necessity to carry out this type of policy as the sole approach to the implementation of the eastern vector of Poland’s foreign policy. The author concludes that in the recent 25 years the Republic of Poland has achieved significant results in “soft” policy application. The author proves that the “soft impact” of Warsaw is based on the policy of historical impact, and is considered in the context of Poland’s obligation to disseminate democratic values and European ideology. The author notes that the EU membership is an important vector defining the active policy of Poland aimed at its image promotion in the eastern direction.

Abstract:
The author considers the methods of network attacks on a computer system detecting and reveals their advantages and drawbacks. The development of new methods and means of protection of computing systems from network attacks is urgent. The author considers the possibility of using artificial neural networks for traffic analysis. The author offers the neural network model of the incoming traffic filtration. The research is aimed at the creation of an adaptive neural network system serving as a cyber-attacks detection complex helping to take the peculiarities of the network traffic into consideration. To design the artificial neural network the author applies the Neural Network Toolbox pack from MATLAB 8.6 (R2015b). The author develops and offers the method of analysis of incoming traffic on the base of a three-layered neural network. The results of its teaching and testing demonstrate the possibility of its successful application for network cyber-attacks detection. The best results can be acquired in computing systems using the limited software suite allowing forming the traits of normal behavior for attacks detection more effectively.

Abstract:
The article contains evaluation of the state policy in the sphere of foodstuffs security guarantees of Russia, including evaluation of the current situation in the agricultural sphere of Russia and the possible measures for improvement of its competitiveness. It is offered to use an adapted basic macro-economic model in order to choose the state regulation measures for the purpose of guaranteeing foodstuffs security. The author substantiates the fact that currently foodstuffs security of the state may only be guaranteed by consecutive implementation of measures at federal and regional levels by combining state measures and inner reserves of the branches of economy, enterprises and companies of the entire agricultural complex. The author shows the main methods of guaranteeing foodstuffs security thanks to provision of the own resources within the state, reasonable amounts of imported goods, level and tempo of development of the branches of agricultural complex. Within the framework of foodstuffs security the author defines the problems of economic and agricultural reforms, real tendencies in the development of agricultural and foodstuffs production, Russian market and the level of its dependency upon the global foodstuffs market. In addition, the author offers to amend and clarify the provisions of anti-monopoly legislation, development and adoption of a number of normative and legal acts, including a federal law on regulation of trade in Russia, and wider target-oriented approach towards regulation of agricultural production. At the same time the following instruments may be used for the state regulation of agricultural and foodstuffs market: tariff and non-tariff regulation of import of agricultural products, raw materials and foodstuffs, material and technical resources; anti-monopoly measures, technical regulations, certification and licensing, purchase and goods intervention, changes in their procedures, also loan operations, purchase of goods for state needs, support of crediting and leasing in order to form the lacking infrastructural elements for the agricultural and foodstuffs market.

Abstract:
The article examines the national, global and space security in the model of sustainable development. The concept of sustainable development is considered holistically, as a relationship between a component and a meta-component - security. The study discusses the formation of the noosphere and the space development as the stages, following the emergence of a safe and sustainable global civilization. Space security provision and the formation of the noosphere sustainable civilization is considered by the author as a final goal of historical development of the humanity (on the Earth), which will be followed by the development of the space.The methodological basis of the research comprises such scientific methods as abstraction, idealization, comparison, analysis, synthesis, etc., and the method of forecasting. The research task is achieved with the help of the provisions about the humanity as a globally interconnected and self-developing system (global evolutionism), and on the basis of the principle of the universal interconnection of phenomena, the principle of development, etc. The research problems are solved on the base of the statements and conclusions about the studied subjects, described in works of the modern Russian and foreign authors, researchers and philosophers. The current global security model aggravates the global problems.The author comes to the conclusion about the necessity to ensure the national security of the Russian Federation and the regional security of the Eurasian Union by means of sustainable development. The author demonstrates that the survival of the humanity is possible only under the condition of its orientation towards sustainable development.

Abstract:
This article carries out an in-depth scientific analysis of such legal concepts as “transport safety” and “safety of the transport system”, as well as sectoral concepts by type of transport “road-traffic safety”, “navigational safety” and “aviation safety”. The indicated types of safety are viewed based on such criteria and an object of protection, source of threat, as well as cross-system ties with other types of safety. The research demonstrates the vast differences between the objects of protection and sources of threats in these concepts. The methodology of this work consists in the method of formal logics, which allowed determining logical contradictions in the conceptual-categorical apparatus of transport safety, as well as systemic method for conducting systemic analysis of these types of safeties. The author makes a conclusion that the Federal Law “On Transport Safety” underlies anti-terrorism legislation, and is aimed only at combating acts of illegal intrusion into functionality of the transport system. Therefore, the legal definition of transport safety is also severely narrowed and includes one aspect from the multifaceted transport safety.

Abstract:
In the conditions of growing geopolitical status of the Arctic region there is a dangerous tendency of its militarization. Many states and the NATO strenghten their presence and activities in the Arctic region, the military forces, which are located in the Arctic region, as well as their infrastructures are being modernized, the military marine fleets are actively used for the protection of national economic interests, and there are also tendencies for the formation of the new military political associations and coalitions. Russia should follow a balanced position, when choosing its standing regarding remilitarization of the region. On one hand, it should not forget the measures for its defensive capacity in the Arctic region, and on the other hand Russia and other interested states and international organizations should search for mutually acceptable solutions in order to avoid further development of negative tendencies.The formation of a special regional regime for the control over weapons and development of mutual trust could become important priorities for the international cooperation in the Arctic region.

Abstract:
The subject of this research is the technogenic disasters occurred due to various factors and producing destructive influence on the state and society. The object of this research is the relations associated with solution of the questions pertaining to technogenic disasters. The author explores the peculiarities of technogenic disasters and problems related to their prevention and elimination of consequences. Special attention is paid to the stages and factors of the development of technogenic disasters, prerequisites for the emergence of situations leading to destructive consequences. Based on the analysis of the most complex events of technogenic type, the author concludes on the causality between the even occurrence and different factors, including human. The scientific novelty consists in comprehensive analysis of the topic, taking into account the existing empirical and theoretical material. The author conducted meticulous work on finding correlation between the prerequisites of technogenic disasters and the factors contributing to their occurrence. The conclusion is made on the need for revitalization of work on key directions in countering technogenic disasters, from legislative regulation and to practical aspects in the area of safety.

Abstract:
The object of the research is the problem of formation of the Common Information Space of the CIS in the light of the recent events in Ukraine and Moldova. Special attention is paid to the analysis of the main factors, impeding the creation of the current Common Information Space of the CIS and the use of the Russian language as the main integrative factor in solving the problem of creating a single information field. The author notes that the current level of integration in the information field of the post-Soviet space is still low and is not in line with the objectives of protecting national security of the newly independent states. Based on the results of the comparative and the content analysis, the author considers the mechanism of information influence, which combines three functional levels: external, internal and technological. The main conclusion of the study is the idea that the existing geopolitical situation in the world and in the post-Soviet space, connected with the transition from the global model with a single center of power to a decentralized global model, requires a revision of the outdated and not fully implemented Concept of forming the information space of the CIS.

Abstract:
The paper considers the problems of tactical situations recognition in the context of autonomous use of military robotic systems. In the opinion of most Russian and foreign experts, arming of troops with autonomous military robotic systems, equipped with reconnaissance assets and weapons, can significantly increase the effectiveness of conduct of operations and reduce depletion of ranks. The absence of an effective mechanism of tactical situations recognition in the context of the environment that is hard to formalize is one of the key deterrents to the creation of autonomous military systems. The authors suggest applying logical and linguistic methods and their neural network realizations, particularly, the multilayer perceptron, to solve the mentioned task. The modeling results demonstrate that the use of neural network realization of logical and linguistic methods of recognition, based on the multilayer perceptron, allows using such methods in the on-board computer intelligence of a military robotic system for the recognition of tactical situations. The use of the multilayer perceptron helps significantly speed up the process of the new knowledge processing, since in order to create the new system of tactical situations recognition it is necessary to merely correct the learning sample and retrain the multilayer perceptron; it takes less time than the formation of a new logical samples group by a group of experts.

Abstract:
The subject of the study is problematic issues of control systems for illicit trafficking of narcotic drugs and psychotropic substances. The author analyzes the control systems of the Russian Federation, as well as foreign states, analyzes the relationship of the control system for illicit trafficking in narcotic drugs and psychotropic substances with the national security system of the state. Particular attention is paid to the search and justification of common features and features of control systems for illicit trafficking in narcotic drugs and psychotropic substances in existing legal systems. The author examines in detail such aspects of the topic as the classification of control systems, the principles of functioning of control systems and the extension of the tools of existing control systems to new potentially dangerous psychoactive substances. The novelty of the research lies in a comprehensive analysis of existing legal norms aimed at suppressing illicit trafficking in narcotic drugs and psychotropic substances. The author introduces the term "control system for illicit trafficking of narcotic drugs and psychotropic substances", and classifies existing control systems. The main conclusions of the study are: 1) currently, there are individual, universal and mixed control systems for illicit trafficking in narcotic drugs and psychotropic substances; 2) the Russian control system is individual; 3) the universal control system is most consistent with the goals of ensuring national security. The results of the study are applicable in law-making, law enforcement and research activities.

Abstract:
The article is devoted to the framework of concepts and terms and tools of systems research as well as improvement of health and environment which is today well known as 'technogenic safety'. The subject matter of the research is a complicated system which the author called 'environmental manufacturing' and includes industrial facilities and transportation infrastructre, i.e. those man-machine systems that continuously exchange energy, substance and information with atmosphere, hydrosphere and lithosphere as well as peoples, animals and plants inhabiting them. To describe the foresaid aspects of health and environment, the author has followed the deductive axiomatical method and used energy-entropic concept and classification of real dangers. To describe the contents and basic terms, principles and the best methods of researching and ensuring health and environment, the author has used the systems approach and logical conslusion. Conceptual and methodological results of the research include the following: a) energy-entrophic concept and basic classification of real dangers; b)object, subject and basic principles of health and environment; c) the basic research methods of the systemic organization and improvement; d) the structure, target, goals and basic indicators of the system are not only original but also constructive because they correspond to the nature of things.

Abstract:
The authors base their study upon the existing economic distinction between normal and excessive inequality in incomes, when the incomes of the 10% of richest persons are no more than 6-8 times higher than incomes of the 10% of poorest persons. They establish that the negative influence of excessive inequality of incomes, which is typical for modern Russia, goes far beyond the economics, and it influences various spheres of social life, such as birth and death rate, health of population, murders and suicides, corruption, social and political processes, etc., thus posing a real threat to the national security of Russia. In the opinion of the authors the lowering the level of excessive inequality could have a multifaceted positive influence on the modern Russian society, it could improve its social structure, help to overcome poverty, ease the social tension, allow for the growth of the middle class. However, the measures towards lowering the inequality level are countered by the persons with super-incomes and their ideologists.

Abstract:
In their research the authors set a theoretical task to define components of food security. The authors analyze a set of factors that influence the food security of the country. They clarify a definition of this term in the light of the facts of the Russian history of the XXth century. This is why the authors analyze facts of emergency situations described by historians, such as crop failures and food shortage during the pre-revolutionary and Soviet eras of our history. The authors of the article use historical facts as illustrations necessary to reveal the contents of complex security components. The main research method used by the authors is the retrospective analysis of literary sources. The authors provide a review of publicistic and socio-historical researches of the XIXth - XXth centuries. The novelty of the research is caused by the fact that the authors have applied the historical comparative method that allows to compre the state of Russian village before and after the revolution of 1917. The authors also analyze the causes and consequences of hunger as an emergency situation with the most far-reaching consequences. The rationale of the research is defined by today's attention of both civil citizens and authorities of different levels to the issue of food safety.

Abstract:
The subject of this research is the analysis of possible implementation of the mechanisms of functionality of human immune system applicable to information security systems in automated data processing systems. The objects of this research are the human immune system, information security systems, and automated data processing systems. The research is conducted on the basis of achievements of systemic-conceptual approach towards information protection in automated data processing systems, developed within the framework of the project sponsored by the Russian Foundation for Basic Research No. 19-01-00383 on creation of intelligent information protection systems based on the neural network intrusion detection systems and the mechanisms of artificial immune systems. The article reviews similarity and difference between human immune system and information security systems. Special attention is given to identification of peculiarities of functionality of the mechanisms on detection of harmful intrusions into these systems respectively. Methodological research on the topic are carried out using the achievements in the area of creation of neural network intrusion detection system, built on the basis of artificial immune mechanisms that function similar to human immune system. The main result consists in the conclusion that adaptive information security systems containing the means and mechanisms of protection and built by analogy with the human immune system, may provide successful and effective protection of information in automated data processing systems. The specificity and importance of this conclusion is substantiated by the fact that it can be implemented despite the absence of full analogy between human immune system and information security system; moreover, multiple mechanism of protection implemented in human immune system are absent in the information security system, or the other way around.

Abstract:
Information psychological warfare gained a new meaning as a result of the downfall of the global colonial system. As a result the "Westernization" model was formed for the modernization of these states. The main facilitator of this model is the reception of the Western legal tradition, declaring and providing for the dependent position of the third states from the Western states. The author understand reception of law as borrowing and introduction of ideas, legal institutions, norms, terminology of foreign law for the purpose of modernization of the legal system, gaining international authority, or supporting political and economical dependency on other states. The methodological basis for the study was formed by the general scientific cognition methods (dialectics, analysis, synthesis, analogy, functional, systemic and structural approaches, abstraction and specification, linguistic analysis, as well as specific scientific and legal methods of studies: formal legal, comparative legal, technical legal methods, legal modeling, and special methods (sociological, psychological, anthropological, historical). The combined use of various methods of studies and the latest achievements in the sphere of social science allowed to reveal object and immediate object of studies within the general patterns of their existence and development, and facilitated achieving the goal and immediate targets of the studies. The theoretical and methodological basis for the studies was formed by the scientific works of Russian and foreign scientists in the spheres of jurisprudence, philosophy, political studies, geopolitics, history on general problems of nature and use of reception of law, its political and legal nature, general issues on legal reforms based upon the full-scale reception of law, specific problems regarding use of the borrowed legal ideas, principles, institutions, terminology. Its scientific novelty is due to the theoretical and methodological substantiation of the elements of information psychological warfare, substantiation of the existence of the independent process of legal reception within the area of the Russian system of law and legal conscience. The scientific novelty of the article in general is due to the analysis of the reception of law, its goals, functions and system of principles from the general theoretical standpoint, which was not done before. The author offers an original vision of the reception of the Western law within the Russian legal system, explicating its definition, specific features and prerequisites. The scientific novelty is also due to the development of the main directions for the optimization of the phenomenon of reception of the Western law and defining the perspectives for its use in various branches of Russian law.

Abstract:
Basic capital investment is the main catalyst of a dynamic economic growth. Due to the institutional changes in the sphere of property, the investment market becomes more dependent on the motivation of investors in the existing market conditions. The investment level depends on the socio-economic situation in the country and on the external challenges. The research is aimed at the assessment of the influence of investments on the dynamics of the GDP and of the possibilities of investments stimulation in a complicated situation on the finance market in the conditions of restrictions and anti-Russian sanctions. The authors use the methods of analysis, synthesis, generalization, comparison, and grouping. The empirical base contains the statistical data which allows analyzing structural shifts, tendencies and sources of financing of basic capital investments. The authors define the interactions between the investment dynamics and the GDP for the period from 1990 till 2014. The results of the research are presented in a graphical form. The authors substantiate the conclusions about the increase of influence of corporate structures on the activation of investment activities in certain sectors of the economy, and define the role of the government and the importance of foreign investments in the investment sphere. The authors reveal the logic of a more rapid growth of economy in relation to basic capital investments in terms of its renewal. The multiplier effect appears when modernizing basic capital.

Abstract:
The urgency of the topic is undoubtful due to the fast growth of terrorist activity in Russia and abroad in the recent years tending to become a global threat. The research subject is the bulk of scientific publications, normative acts and judicial practice reflecting the characteristics of terrorist crime on air transport and the measures of its prevention. The author attempts at characterizing the set of theoretical and practical problems connected with anti-terrorist measures implementation and improvement on air transport. The author uses the set of general scientific research methods including comparison, analysis, synthesis, along with the formal-logical, comparative-legal and other specific methods including historical and statistical. The main part of the research is devoted to the criminological characteristic of security provision in airports and the use of technical equipment. The author characterizes the public danger of terrorist crimes, reveals the legal framework of this phenomenon, studies the existing aviation security systems, and defines the range of problems of their use. The author concludes that aviation security doesn’t exist independently, it is fulfilled by means of particular measures. While most scholars pay special attention to the problem of passengers control, the author believes that any airport staff member has an opportunity to commit terrorist attack. The author concludes that at the present time, though with significant difficulties, the scientific ideas about terrorism prevention on air transport are being realized in law enforcement practice by means of control strengthening and the development of organizational anti-terrorist measures. The author analyzes airport security systems, detects their weak points and offers the ways to solve the problems using technical means. Practical importance of the study consists in the fact that the proposed recommendations can be used in information and analytical materials, in system organization and management work aimed at combating terrorism on air transport.

Abstract:
The subject of the research is cluster policy as a set of measures taken by the public authorities and aimed at the formation and development of clusters in Russian economics. The author shows that government regulation of the economy by means of the clusters approach is a logical result of development of the modern market economy and its regulation by the government. Special attention is paid to the revelation of the risks of cluster policy and their systematization according to their composition. The author shows the connection of risks with the cluster policy efficiency. The research is based on the dialectical approach, understanding the contradictions as a driving force of development. The author uses the methods of comparative, retrospective and systems analysis. The paper reveals the tendency of transformation of the phenomenon of market competition in modern conditions. The author shows that it is a combination of elements of competitive and cooperative relations, and clusters are one of the forms of institutionalization of such contradictory relations. Due to the fact that clusters serve as the poles of economic growth it is necessary to develop and realize the special government policy – the cluster policy. The author explains the thesis that cluster policy is based on the indirect instruments of regulation which is connected with the conflict of interests of its subjects and objects. The author offers the classification of the main risks of cluster policy. It is offered to differentiate three groups of risks - those connected with the external environment of a cluster functioning, with the activity of the cluster’s subjects, and with the work of public authorities.

Abstract:
The research subject is the legal grounds and the procedure of application of government coercive measures using armed forces for the purpose of the country’s territorial integrity provision, the case of the legislation of Ukraine and the Russian Federation. The author studies the constitutional and legal models of armed protection of the state territory from internal threats for the purpose of differentiating legal regulation of forms, means, and methods of activities of armed forces determined by the peculiarities of national legal systems taking into account the states’ obligations in the sphere of international humanitarian law. The author applies the following research methods: analysis, synthesis, the concrete historical, system-structural, formal-logical, theoretical and prognostic methods, and the legal provisions interpreting. The scientific novelty of the study is conditioned by its contribution to the development of the theory of law of armed conflicts and the science of constitutional law. The author concludes that the actions of the illegitimate Kyiv regime, whose actual authority applied only within the bounds of Kyiv, were aimed at the protection of the regime itself and its legitimization in the southeast regions of Ukraine via enforcement. Unlike the Ukrainian conflict, the actions of Russian authorities in the Russian territorial subject – the Chechen Republic – were aimed at the preservation of territorial integrity of the Russian state with due regard to the right to self-determination.

Abstract:
Creation of an effective model of modernization of national economy is one of the key prerequisites of the formation of modern guarantees of economic security provision. State regulation of the strategic sectors of economics becomes one of the terms of creation of an integrated model of modernization. The experience of reforms in Russia and China indicates the necessity of a distinct definition and realization of the national priorities of sectoral development. Thereby the modern challenges and threats to the national economic systems can be neutralized by the advance development of the key sectors of economics. Such actions destroy the unipolar model of the world economic relations and create the grounds for a new economic system of mutually beneficial cooperation. On the base of the general methodology of the institution analysis the author comes to the conclusion about a possibility of the transition from the catching-up model of modernization to the integrated one, which is based on the strategic sectors of economics as a “new industry”. The realization of this approach can be considered within the creation of intergovernmental economic alliances, promoting the development of the corresponding sectoral groupings. Grouping of the strategic sectors of economics can be variable and consisting of different combinations of sectors. So from the viewpoint of economic security provision and the national priorities of development realization, the cooperation between Russia and China in aircraft and infrastructural objects building can be one of the most important areas of this alliance development.

Abstract:
The object of this research is the concept of “hybrid forces”. Hybrid warfare is a war that employs hybrid force, which hybridity depends on whether they are composed of regular or irregular component. Initially, the irregular component involved partisans, who were later replaced by Special Forces Units, including Commando, which continued to perform a role of irregular units. Hybrid forces, in accordance with the Western doctrines, are most effective. Therefore, it appears relevant to conduct a historical overview and specify methodological approaches towards emergence, role, effectiveness, and potential usage of hybrid forces based on the data provided in foreign sources. The concept is examines its initial meaning, content and relevance of application in describing the conduct of military operations in the modern conditions. The scientific novelty of this work consists in the analysis of foreign source, which in the author’s opinion, underlies the concept of “hybrid warfare”. The historical retrospective, presented in the source, would help theoreticians of hybrid warfare to define this concept with more precision. The conclusion is made that the phenomenon recently dubbed as “hybrid warfare” and “hybrid forces” is not new and has analogues in human history.

Abstract:
The questions related to the interaction between China and other countries as part of foreign policy relations and, first of all, the USA, are considered. The author believes that China’s foreign-policy strategy is a complex and multi-level phenomenon which consists of the global, national and intra-national levels, on each of which certain typical of China determinants are in action. The authors acknowledges that China, while actively building up its aggregate national power, in its foreign-policy strategy is objectively starting to lean, to a greater extent, on the determinants of the global level seeking to transform the modern architecture of international relations to fit with its interests by making such architecture more multi-polar. The research methodology includes using the multi-tier approach within the theory of international relations, the works of neoclassical realism which focus on the determinants of the intra-national level during the development of the country’s foreign policy. Abstract:
Since the late 20th century the views of the political leadership of France on the problems of defense and security have been formulated in the “White Papers” (Livre Blanc). There have been issued four White Papers on Defense and National Security (1972, 1994, 2008, 2013) and one White Paper on Domestic Security against Terrorism in 2006.
The research subject includes the views of the political leadership of France on the key issues of the national security protection. The chronological framework of the study covers the period from 1972 till the present time. The research methodology is based on the dialectical method of cognition, the concrete historical approach, the system analysis, the formal-legal and comparative-legal methods. The scientific novelty of the study consists in the consistent exposition of the key provisions of the fundamental documents of the French Republic on the issues of the national security and defense, the analysis of the causes and consequences of their transformation and the formulation of the possible prospects of their development. The author concludes that the representatives of French political elite are under a serious influence of American political thought. This dependence manifests itself both in the closeness of the ideas, set forth in the fundamental documents, and in the use of the experience of organization and activities of intelligence agencies.

Abstract:
The research subject is the system of safety of innovative activities and products manufactured by small and medium enterprises in the Republic of Bashkortostan. Innovative activities of enterprises of this sector of the economy annually spread in new sectors of science and production. Thus, the topicality of the problem of the harm of innovations increases, and appears the necessity to solve the problem of the safety of innovative projects. The key aspects of the research are defined within the situation analysis characterized by the growing necessity to develop import substitution. The author applies the system approach to the analysis of development of innovations in the Republic of Bashkortostan; within this approach, the author applies the social method of evaluation of the impact of innovations on the main spheres of social life. The author carries out comparative analysis of the structure of small and medium enterprises in the Republic and specifies the terminology. The author offers the measures to improve the safety of innovative activities, particularly: imposition of additional responsibility on those involved in the development and introduction of innovative products and those using innovative products; creation of analytical and diagnostic centers for innovative products’ safety.

Abstract:
The authors in their study consider important aspects devoted to the issues of organizational and legal support for the organization of professional training of employees of the internal affairs bodies of the Russian Federation in the conditions of their education in the departmental system of the Ministry of Internal Affairs of Russia. In their work, the authors investigate the current state of affairs, give examples of the organization of the work of the educational and auxiliary units of the university to ensure high-quality training of students as part of their development of various educational programs for advanced training and professional retraining. Attention is drawn to the improvement of legal and organizational approaches to the educational process and increasing the level of competencies of the teaching staff engaged in educational activities within their authority. The tangible contribution of the authors of the presented work is the relevant topic touched upon, due to the fact that at present special importance is attached by the state to improving the level of education, legal culture, professional competence of police officers in the performance of their official duties provided for by federal legislation in this area. The researchers clearly concluded that proper control, planning, legal support of the organization of educational activities of the departmental university of the Ministry of Internal Affairs of Russia in the system of additional professional education, based on the requirements of regulatory legal acts in this area, will certainly allow to regulate the legal relations of all participants in the educational process in a natural way, will increase the level of personal legal responsibility for the implementation of the strategic tasks set by the Ministry of Internal Affairs of Russia.

Abstract:
Monitoring and assessment of the state of economic security are indented for control purposes over the achievement of goals and objectives established by the Economic Security Strategy of the Russian Federation. The government policy measures aimed at reduction of negative impact of the detected challenges and threats to economic security, prevention and minimization of risks and possible damage to national economy are formed based on the results of monitoring and assessment of the state of economic security. Identification of the problems of monitoring and assessment of the state of economic security of the Russian Federation and their resolution would improve the quality and effectiveness of administrative measures aimed at overcoming the crisis phenomena and ensuring economic growth in the country, which is a relevant scientific-applied task. The article presents the results of analysis of the information-analytical materials on assessment of the state of economic security, provided by the participants of the monitoring of state of economic security (over 30 bodies of state and corporate administration). Assessment is carried out on adaptation of information and analytical materials of the state of economic security to the usage as database for explication of simulation model and conduct of simulation modeling of the state of economic security in different economic sectors. The author identifies the mistakes made by the participants of the monitoring and assessment of economic security in the context of preparation of information, and analytical materials essential for the assessment of economic security in different economic sectors and drafting a report of the Government of the Russian Federation to the President of the Russian Federation. The measures for resolving the indicated problems are proposed.

Abstract:
The changes in economic and social institutions, political system and mindset of the people of Russia is accompanied by tensions at various levels of social organization. The combination of tensions of social, mental and social-psychological character, which are capable of causing conflicts in the society in some circumstances, can be jointly viewed as social conflictogenity of a soeciety. The social conflictogenity contains intertwined objective and subjective conflictogenic factors, and it is a meidum link between a sustainable social structure and developing social conflicts. In order to develop measures for lowering the social conflictogenit level, there is need to diagnose it, including social conflictogenic monitoring, and uncovering the causes of its level. The offered diagnostic method for establishing social conflictogenity allows to define dynamics of general markers, characterising the level of social conflictogenity in a state or a particular region, and to uncover the causes of growth of social tension in a society. This method was tested on materials from Russia.

Abstract:
The economic landscape of Russia is territorially variable, which is due to the difference in the potentials, as well as to differing value of regions in global economic connections. At the same time, some regions have economically favorable bordering position, which may be considered a benefit in the international cooperation, and a prerequisite of successful integration of such territories into global economy. Having studied the development of the Republic of Karelia, the authors come to a conclusion, that unlike many bordering regions, the Republic of Karelia does not fully use the positive effects of its geographic position in order to attract foreign investors. However, it is an important dimension of foreign economic relations, since it allows for greater innovative potential and competition advantages, and it strengthens the effects of participation in the international differentiation of labor. Participation of foreign investors is not obvious, therefore, Karelia is among the regions with low level of foreign investments. The authors come to a conclusion that the borderline factor is evened out by the peripheral position, and a number of other factors, including the small number of population. When placing their enterprises, the foreign investors are attracted by the regions with developed economic and transportation infrastructure and high customer potential. The theoretical bases of the Standort theories, the theories of production placement, and central position theories, allowing for best territorial position from the standpoint of less production costs and maximal profits of the owners, are being proven, and the retail zones of enterprises still have a defining role.

Abstract:
The article is devoted to one of the categories of crime in the Russian Empire of the post-reform period of the late 19th – the early 20th centuries – crimes against the state and public order, including a wide range of illegal deeds. The article considers the most widespread crimes against the religion, the state and the society, which had taken place in the provincial towns of Tambov region, namely, various official malfeasances, crimes against the public order and morality, coinage offence and crimes against the Orthodox faith and the church. The methodology of the research is based on the synthesis of the main modern history approaches (microhistorical analysis, local context, gender specificity), and is of a multidisciplinary character (sociology of deviant behavior, historical psychology). The author concludes that the level of dissemination of crimes against the state and public order was higher in towns than in villages; the legal culture and the legal conscience of citizens was influenced by the traditional law within the traditional behavioral guidelines.

Abstract:
The subject of this research is the main security concerns of Bulgaria and Romania. The author believes that the biggest threat for these countries presents the challenges of domestic security, turning particular attention to corruption and out-migration of population. The article examines the European policy called to improve the situation in Bulgaria and Romania, methods of counteracting the aforementioned issues on the national level, as well as analyzes the causes of failure of anticorruption policy in both countries. The authors lean not only on the reports of political institutions, but also analyzes the statistical data. The conclusion is made that the rapid implementation of laws alongside procedures and institutions of the European Union did not give rise to the establishment of an effective legal and institutional framework in the countries in question. Measures of pressuring and incentivizing used by the European Union also have not yielded significant results. In the area of security and justice, the European integration of both countries had a greater impact on the rates rather than the quality of transformation.

Abstract:
Using historical and legal analysis, the authors analyze sources and documents to study formation and development of legal regulation of Russia’s national security before revolution. The authors determine the key periods of formation and development of legal regulation of national security, demonstrate distinctive features and peculiarities of each of them. While studying the development of legal regulation of national security, the authors detect correlation between the result of formalization of the elements of national security provision and the recognition and systematization of national security threats by the state at a certain stage of its development. The authors use the set of genera scientific methods and techniques of logical cognition: analysis (including the historical-legal) and synthesis, abstraction, modeling, the system-structural, functional and formal-logical approaches. This study has both theoretical-conceptual and historical-legal nature. It is a complex interdisciplinary study aimed at establishing common approaches to the understanding of evolution of legal regulation of national security in general and the mechanisms of its provision in the Russian state during the pre-revolutionary period. The results of this study can be used for the solution of issues of legal coverage of national security in contemporary Russia.

Abstract:
The object of the study is to ensure the security of objects during the conduct of military conflicts of varying intensity. The subject of the study is to increase security by increasing secrecy. Historical analysis shows that secrecy is provided mainly due to the coloring of military uniforms and objects. At the early stages of combat operations, the colors of uniforms served, along with other elements of visual visualization of the situation, to visually distinguish their troops from enemy troops, the separation of troops by gender and purpose, and the issue of masking combat and rear facilities was not relevant. With the increase in the range, accuracy and rate of fire of weapons, the field military uniform gradually lost the function of identification and acquired the function of disguise. At first it was a one-color "khaki" color, then a camouflage coloring. With the appearance of military equipment on the battlefield, it also had to be painted, masking turned from a poorly formalized process into one of the forms of ensuring combat operations – engineering. Subsequently, with the advent of reconnaissance and combat aircraft, and other types of long-range weapons, it was necessary to ensure the secrecy of not only the objects of the battlefield, but also the objects of the rear. Separate sections of masking – reducing the optical visibility of objects in the air and at sea. The article examines the history of the development of methods for increasing the secrecy of personnel, weapons and objects through the use of protective coloring of uniforms, equipment and military equipment. Other aspects of the application of methods of increasing stealth in optical and other ranges, their development in recent history are briefly touched upon.

Abstract:
The author notes that the national idea should be focused on the future, not only to express the specifics of the Russian way of the third millennium, but the trend of the global deployment of future evolution of civilization. Discussed in the article proposed components of the national idea, having mostly of Russian origin tended to focus not only on the national interests and the survival of our country, but of all mankind. This can be seen especially evolutionary and historical mission of Russia in global development. One of the components of the national idea is connected with the problem of national security, reflecting the specifics of the Russian state and society. Another component to a greater extent due to the global orientation of global processes, planetary transition to sustainable development and may acquire formalized in the form of the predictive-normative document as a national strategy for sustainable development of the Russian Federation. It is emphasized that the modern concept of sustainable development is still not adequate enough, because basically allocates the environmental aspect and its relation to the economy and social sphere. Definitely want to do this, but this is not enough, it is important to expand the subject field of the study of the sustainable problem, make examines the concept of a system-integrated. The national idea of the problems of national security and sustainable development will be integrated into a single conceptual and ideological system noospheric orientation. Expressed and justified the assumption that the national idea can find their noosphere continued, and the proposed version of the construction of the national idea shows that it is the concept of the noosphere integrates all the ideas in question in the paper. The noosphere is characterized as a hypothetical future state of society and its interaction with nature, which is formed through the transition to the information society and sustainable development, and in which priority will be to play the mind in the form noosphere intelligence.

Abstract:
The research subject is the influence of the policy of double standards on the national security of the Russian Federation. The term “policy of double standards” is widely used in the modern political practice. The research purpose is the attempt to estimate the threat of the policy of double standards to the national security of Russia. The author formulates the following research tasks: 1) to ascertain the possibility of precise methodological definition of the “policy of double standards” concept; 2) to offer the author’s definition of the concept; 3) to estimate the role of the policy of double standards in civilizational confrontation; 4) to estimate the role of international law institutions in the implementation of such policy. The research methodology includes the dialectical, historical and logical and historical-comparative methods and the methods of political science (case study, event-analysis, expert assessment). The author finds out that the “double standards” concept can’t be precisely defined due to a wide range of assessments and subjective judgements attributed to this concept; 2) the author offers his own interpretation of the “policy of double standards” concept as an intentionally contradictory and exaggeratedly emotional estimation of one and the same phenomenon of objective reality. The practice of double standards is performed in the situations when the actions of some countries are supported and justified, and the actions of others are condemned and punished, while the essence of these actions is the same. Nowadays, the policy of double standards is the reality of the current civilizational confrontation between the Euro Atlantic and the Eurasian communities. It plays the role of an effective instrument of information, ideological and paradigmatic wars. In the modern epoch of civilizational confrontation, international legal assessment is deliberately subjective. International law becomes an instrument of the policy of double standards. The author concludes that the policy of double standards is an effective instrument of information war of the Western civilization against Russia as a stronghold of the Russian world. This policy is a real threat to Russia’s national security.

The article is devoted to certain issues that may arise in the process of operational search activity performed by internal affairs security departments of Russia's penitentiary system for detection, prevention, suprresion and disclosure of corruption as well as identification of persons involved. The rationale of the research is caused by the constructin of a constitutional democracy state and Russia's anticorruption policy at this stage of Russia's development. Corruption in state agencies including penitentiary agencies undermines their authority and compromises its public image and creates a threat for the national security of Russia in general. To write this research article, the author has used such methods as analysis and synthesis, deduction and induction, generalisation, observation, description, comparison, and classificatino of applicable operational search, criminal and penal laws and regulations of Russia and particular types of corruption crimes that can be met in the penitentiary system of Russia. Based on the analysis of corruption risks, the author describes types and categories of corruption crimes that are most frequently committed by the penitentiary system officers as well as operational search methods to detect and prevent them. The author also focuses on the issues of anti-corruption education and prevention, causes and conditions of corruption crimes in the penitentiary system. The author emphasizes the need to increase the level of the legal awareness of officers and workers of the department dealing with bribery. To achieve a positive result and increase the efficiency of suppression of corruption crimes, the author offers a list of measures to be undertaken by officers of the internal affairs security department of Russia's penitentiary system.

Abstract:
The object of this research is the legal relations that emerge in the context of implementation of measures for ensuring cybersecurity. Characteristic is given to the provisions of the normative legal acts of Thailand in the sphere of cybersecurity. The article author explores the peculiarities of such policy and regulatory documents as Thai National Cybersecurity Strategy for 2017–2021, Policy and Plan for National Security (2019–2022), Cyber Crime Act of 2007 (revised in 2017), Criminal Code of 1956 (revised in 2019), Personal Data Protection Act of 2017, and Cybersecurity Act of 2019. The author reveals the peculiarities of normative legal mechanism for ensuring cyberspace security in Thailand. In its policy documents, Thailand does not determine the major information threats in domestic and foreign spheres or the priorities in the development of cybersecurity system, but rather outlines the range of national interests and sets the tasks may propel it to the regional leadership. The laws are elaborated with consideration of the latest trends in the sphere of information technologies,, and include in the scope of regulation such questions as the protection of personal data, computer and information systems, and critical information infrastructure. The vertical framework of state administration and monitoring, as well as the range of powers of the competent bodies are established on the legislative level. In the sphere of protection of personal data, Thai legislation extensively duplicates the provisions of the General Data Protection Regulation of the European Union. A distinctive feature of the normative legal acts consists in legal substantiation of restriction of human rights and freedoms in the context of implementation of such provisions.

Abstract:
The subject of the study is the norms of the current criminal legislation establishing responsibility for the commission of murders, the specifics of the motivation of criminal encroachment by feelings of jealousy and revenge, the principles of distinguishing the subjective side of murders committed as a result of a quarrel or in the presence of personal hostility, and murders committed in a state of passion. On the basis of a combination of general scientific and private scientific methods, the author revealed the ratio of jealousy and revenge in the structure of motivation for murders, revealed the peculiarities of the emergence of affected intent. At the same time, the results of studying the materials of criminal cases were used, on the basis of which the conflicting rules of qualification of attacks on life were revealed. The scientific novelty of the conducted research consists in refuting the established stereotype regarding the exclusively provocative role of the victim in the formation of intent to murder, qualified under Article 107 of the Criminal Code of the Russian Federation. The author proves that not only the behavior of the victim, but also the emotional sphere, reflected in the consciousness of the guilty and characterized by the parameters of jealousy or revenge, forms an affected intent. The author's conclusions have scientific novelty in terms of distinguishing situations in which the motive of jealousy and the motive of revenge acquire a dominant meaning in the structure of intent, but it can be both spontaneous and premeditated.

Abstract:
Disproportionality of territorial development is one of the main social, economic and demographic problems in Russia. Concentration of production and finances within a rather small portion of the Russian regions facilitates the re-distribution of resources in their favor, leaving vast peripheric territory without any real chances for overcoming their disadvantages in the economic development. The object of studies involves the process of concentration of resources in the industrial and banking spheres from the standpoint of the individual and group resources, including the interests of the state. The author points out the positive elements of this process in the conditions of the globalization, as well as the negative consequences of the over-concentration, including differentiation of regional development, as well as environmental tension in the industrially developed regions. Based upon the comparative analysis the author singles out the regions of the foremost concentration of industrial and banking capital. The process of concentration is regarded by many scientists at the micro-level. The author attempts to evaluate the influence of concentration of capital upon the regional development. The study showed that the process of concentration of capital from the standpoint of the national interests is necessary for the sustainable economic development, while individual interests form the priority goal for for any economic subject. At the same time, the negative sides of over-concentration should be taken into account. Concentration of resources and polarization of territories are mutually determined temporally. There is need to develop the mechanisms for the more efficient distribution of resources, involving small and midle-range businesses into the sphere of interests of large economic subjects in order to even out the development of the territories.

Abstract:
The author describes certain specifics of the prosecutors’ work during the active phase of the counterterrorist operation in the Chechen Republic, cites the number of the dead and injured prosecutors (as of May 2005), talks about the interaction an coordination of actions with the military prosecution office, the command of the United Group Alignment in the Northern Caucasus region, gives a detailed description of the nature of the tasks performed by prosecutors and investigators makes conclusions about the necessity to declare the local prosecutors (at least 1,000) combat veterans. The author uses the comparative historical and statistical research methods which help to better identify the role and importance of the activities carried out by the regional prosecutor’s office of the Chechen Republic during the active phase of the counterterrorist operation. The role and importance of the activities carried out by the regional prosecutor’s office of the Chechen Republic during two armed conflicts of non-international nature is not sufficiently researched. However, the work of the prosecutors and investigators of the prosecutor’s office of the Chechen Republic was of great importance to the restoration of the constitutional order in the republic, holding the referendum on the Constitution of the republic and elections of the first President of the Chechen Republic, protection of the constitutional rights of the person and the citizen.

Abstract:
The paper is devoted to the methodological and practical problems of regional security management improvement in the context of globalization, intensification of contradictions between the Western countries and Russia, and the instability in the global economic system. The authors analyze the main external and internal threats to regional security; demonstrate the results of analysis of the main peculiarities of regional security management including those related to the Russian regions development disparity. The study considers the main principles of social stability monitoring organization, and the mechanisms of scenario analysis application in a region’s socio-economic development management, and provision of its protection from external and internal threats to social stability. The paper demonstrates the results of the scenario analysis of the developed multigraph model of regional security management and social stability provision in the context of globalization. Problems of regional security management are solved on the base of the methodology of regional security management effectiveness assessment based on the scenario approach and simulation modeling using the set of functional signed graphs. The analysis shows that the main peculiarity of regional security management in the context of globalization is the need for a coordinated solution of two basic sets of tasks: provision of sustainable socio-economic development of a region and its protection from external and internal threats to social stability. The scenario analysis use for regional security management helps detect the threats to social stability, ensure a complex assessment of their prospective danger, and assess the effectiveness of measures of threats prevention.

Abstract:
The research object is the characteristics and factors of development of societies and states. The research subject is the creation of the model and indexes of sovereign development of the key states. The article demonstrates the model that takes into account the following indexes: population size, territory size, and social technologies. Instead of the difficult-to-calculate and difficult-to-evaluate innovation index, the author offers the social technologies index consisting of three indicators: urbanization, GDP per capita, and population size growth rates. The author applies the natural-science approach and mathematical modeling. The author enumerates the key 20 countries in the descending order of the sovereign development index: China, the USA, India, Russia, Brazil, Canada, Indonesia, Mexico, Australia, DR Congo, Nigeria, Argentina, Iran, Pakistan, Algeria, Saudi Arabia, Ethiopia, Egypt, the Republic of South Africa, Turkey. The scientific novelty of the study consists in the application of publicly available statistical data for the calculation of the sovereign development indexes of countries covering long periods of time.

Abstract:
The research subject is the range of legal acts regulating social relations in the sphere of household or residence registration of Russian citizens, and scientific works in this field. The research object is social relations in the sphere of household or residence registration of Russian citizens. The author considers the reasons for release from administrative liability for breaching the legislation on registration of citizens of the Russian Federation. The research methodology includes the set of traditional methods of cognition, such as the dialectical and the system methods. The author formulates the proposals about the improvement of legislation in the sphere of registration of citizens. The author proposes amendments to the legislation, which can simplify the procedure of movement of Russian citizens in the territory of Russia. Abstract:
The work is devoted to the study of information risks in the national security system. Today's challenges and risks in the information sphere force us to look for new relationships between industries to improve the quality of life and reduce information threats. The presented information threats require identification and leveling in the future if such external restrictions arise. The article reveals the role and place of information security in the national security system of the country. This paper discusses the basic concepts of information security in the system of ensuring the national security of Russia, as well as the types of threats to information security, methods and means of combating these threats. This article examines the problem of legal provision of information security. According to the results of the study, the author concludes that the information policy of the Russian Federation is the regulator of public and private legal relations, through which the strategic objectives of the state are realized. Information security, as a type of national security, by its regulatory influence permeates all the diversity of social relations arising in the process of human and state life. It follows from this that the legislator should improve not only the norms of a public-legal nature containing prescriptions and prohibitions, but also private-law norms, the construction of which is based on permissive (dispositive) regulation.

Abstract:
The article examines the development of entreprises as an economic basis of national security and as a basic element of economic capacity which maintains the economic security in Russia's regions, satisfying the needs of the population. The subject of the study includes the administrative and economic relations between the authorities and small businesses and its influence on economic security on the regional level. The aim of the study is an assessment of the status and analysis of measures to support small businesses, as well as to identify the real problems of small business development in Russia's regions. The main idea of the study is that the development of small businesses on the regional level affects the economic security of the region as well as of the whole Russia. The research methodology is based on an interdisciplinary approach. The authors use the methods of statistical data processing, economic analysis, induction, comparative analysis, experiment. The article identifies of the system drawbacks of small business in the Russian Federation: the inconsistency of government support measures developed by different agencies; the lack of a single governing body responsible for small businesses; the absence of a common information base to assess the effectiveness of the state support; a limited amount of financial support; the lack of motivation of entrepreneurs to improve their skills. The main conclusion of the authors is that the biggest problem of the development of small business in Russia is the population unwilling to create and participate in the development of their own business.

Abstract:
The research subject includes the main elements of strategic planning and the key priorities of the Russian Federation. The appearance of the new challenges and threats has caused the necessity to update the 2009 national security strategy of the Russian Federation till 2020. The authors analyze the new national security strategy and note that the tendency to increase and modernize offensive armament, to create and deploy its new kinds significantly weakens the global security system and the established system of treaties and agreements in the sphere of arms control, all the more so as the basic principles of equal and indivisible security are not observed nowadays both in the Eurasian and Asia-Pacific regions and in Euro-Atlantic region. Special attention is paid to the measures of foreign and domestic policy aimed at the national security strengthening and ensuring sustainable development of the country for the long run. The authors apply the multiple factor approach, comparative and express-analysis. Based on the results of the key indexes monitoring and the assessment of the structure of the key characteristics of the national security state, the authors outline the main features and peculiarities showing the domination of the positions of social and economic security and the role of government regulation of the economy as the basis of the national security and internal stability of the civil society. The authors note that in order to protect Russia’s national priorities, the updated national security strategy presupposes adopting an open, rational and pragmatic foreign policy which would exclude a money-losing confrontation and a new armaments drive. The authors emphasize the fact that it is planned to use military force only if all peace-building and diplomatic mechanisms run dry or prove ineffective.

Abstract:
The research object is military and frontier activity in the Roman Empire. The research subject is frontier statistics. The Roman Empire left us classic examples of valour and courage in countering threats on the Empire frontiers about 20 000 km long. The article presents qualitative and quantitative analysis of the results of this activity. The author is the first to calculate the density of troops (legions) per a kilometer of a border in frontier provinces of the Roman Empire; substantiates the principles of distribution of legions on the boundaries of the Empire. Using historical and system approaches, with regard to the frontier security theory, the author reconstructs the frontier statistics of the Roman Empire. The scientific novelty of the study consists in the fact that though foreign and Russian scholars are interested in the methods of states borders protection, the issues of frontier statistics and its influence on state defense haven’t been studied in detail yet.

Abstract:
Insufficient economic growth rates, security problems, the expected exit of the UK from the EU prompt further research into the analysis of the processes of integration and disintegration of supra- and interstate entities. The paper presents a security model of the state, consisting of two components - development functions and conservation functions. The development function in the form of a three-factor power production function takes into account the population size of the country, its area, urbanization, gross domestic product per capita and natural population growth. The conservation function operates with variables such as: the share of the state-forming ethnos from the population of the country, the parameters of attraction and ethnic heterogeneity. The verification of the security model was carried out using the example of the EU countries. A model for the security of supra- and interstate political entities (unions) is developed, taking into account the degree of integration between individual countries (the share of state functions transferred to the Union). For the EU countries, an assessment of the heterogeneity parameter relative to the allied country, Germany, has been carried out. Shumov analyzes the network structure model that includes the geographic graph (combination of axes (states) and ridges (boundaries between states)) and sociopolitical graph (arcs are interpeted as the presence of sociopolitical connections). The author offers his definition of admissible coalitions and explains the rule of formation of socio-political network structures: political actors select coalition with the maximum security function. Shumov provides examples of formation of optimal coalitions. Using the network structure model, the author carries out an analysis of the processes of integration and disintegration in the European Union. As the European Union integration develops, disintegratoin processes are expected to reinforce in multinational states, or the states will have to leave the Union.

Abstract:
The object of the research is the process of inter-state confrontation based on the soft power methods. The subject of the research is the methods of modelling personal risks of socio-political process participants and forecasting consequences of the use of social technologies that destabilize society as well as relevant counter measures. This is a review article that is devoted to the analysis of destructive technologies used in the process of inter-state confrontation within the soft power methods. Tikhanychev analyzes the main factors and risks considered by each individual during decision making process including those within social processes. For quantitative substantiation of these methods, the author offers to use geometric interpretaiton of probability cost estimation risk model that is practically used in technology and economics as well as by each individual in his or her decision making process subconsciously. The author analyzes behavioral patterns of models as well as possibility to influence individual's behavior through modification of these patterns. The researcher concludes that such influence is possible and describes some variants thereof. At the end of the article the researcher sets a target to develop a risk assessment model that would evaluate methods of soft power technology counteraction.

Abstract:
The purpose of the study is to identify the main trends and patterns of crime development in Russia in order to develop effective public administration measures aimed at improving the criminogenic situation. The object of the study is crime in the Russian Federation by categories of crimes. The subject of the study is statistical data characterizing the state and dynamics of crime in Russia. The study was conducted using statistical methods such as the method of relative values, index analysis, time series analysis and forecasting methods, in particular, adaptive methods, correlation and variance analysis methods, as well as methods of visual data analysis. As a result of the study, an assessment of the state, structure and structural shifts in the distribution of crimes by crime categories over the past 10 years has been made, the influence of a regional factor on the variation in crime rates has been revealed, and the correlation between crime levels by crime categories and socio-economic factors such as unemployment, retail sale of alcoholic beverages per capita has been assessed, the coefficient of migration growth, the Gini coefficient, the coefficient of differentiation by income of the population. Based on the study of the behavior of time series levels of the number of registered crimes by crime categories, modeling and forecasting of indicators using adaptive methods until the end of 2023 were performed.

Abstract:
The research subject is the banks’ loan facilities for the population, which are the element of the social product of the country influencing the scale and dynamics of its economic growth. The study is aimed at specification of the system of rates which assess the influence of retail lending on the economic growth; detection of the content and the composition of factors determining this influence and the analysis of their development trends; elaboration of the directions of strengthening of retail lending positive impact on the scales and dynamics of the economic growth in Russia. To achieve the research task and guarantee the validity of the conclusions, the authors apply the abstract-logical, the subject-object, the analytical, and the comparative research methods. The authors assess the impact of retail lending on the economic growth in Russia based on the dynamics of consumer loans rates within the GDP for the period of 1998 – 2015, taking into account its growth rates and the character of the downturn in the development of Russian economy. The authors detect and systematically analyze the main factors of impact of consumer loans on the economic growth. The study substantiates the thesis that this impact is represented by the complex multifactor system in which the resultant feature is the size of GDP, the factors are the volume of loans, the level of loan arrears, the peculiarities of lending policy of banks, the macroeconomic situation, the monetary policy of the Central Bank, the loan consumers’ repayment ability, and the level of inflation. It is established that each factor is characterized by its own function and dynamics, and has multidirectional impact on the economic growth, which can both stimulate the economic growth, and restrain the production of social product. The authors describe the negative influence indicators. It is necessary to control these indicators and timely correct the reasons of negative tendencies in the impact of retail lending on social product, thus providing for the positive character of retail lending influence on the economic growth.

Abstract:
The author of the study considers theoretical and applicative aspects of preventing and fighting against corruption both in Russia and abroad. The research object is the system of relations between public authorities, business, and society in combating corruption. The research subject covers the processes of development and introduction of new instruments and mechanisms of preventing corruption. Special attention is paid to the experience of combating corruption in the BRICS countries, and to the issues of effective use of information and telecommunications technologies in this sphere. The research methodology is based on the analysis of international studies, and the ratings of organizations involved in the system researches of fight against corruption. The synthesis of practices of legal regulation in this sphere, and the detection of the basic corruption origins in foreign states, the detection of the negative socio-economic, political, and ethical consequences, endangering the state’s sustainable development capacities, are the basis for the development of recommendations about forming intolerant attitude towards corruption in the society. Bearing in mind that, being an integral part of social life, corruption adapts to its development and acquires new forms, the novelty of the paper lies in studying the problem of forming a complex understanding of this phenomenon in the society, and detecting the new directions, mechanisms, and instruments of combating corruption.

Abstract:
The research object is the correlation of concepts “customs control” and “safety”. Despite the fact that customs agencies are traditionally considered as government agencies, ensuring public and state security, the issues of correlation between customs control and safety provision haven’t been studied sufficiently enough. The author presents her own position on the definition of the correlation of security and effectiveness of customs control. The author pays attention to the fact that at present, the issues of personal safety, the safety of the society and the state in customs regulation are especially important, since they appeal to the constitutional rights and personal freedoms. The author applies general scientific (analysis, synthesis, systematization) and special (formal-legal and comparative-legal) research methods. The author comes to the conclusions about the correlation of customs control, its effectiveness and safety. Firstly, the author states that safety provision is the fundamental principle and the aim of customs control. Secondly, the effectiveness of customs control is considered by the author as a factor of safety provision. Consequently, the provision of the necessary level of safety is the most important criterion of the effectiveness of customs control.

Abstract:
The paper analyzes the main provisions of modern conceptions of national security of foreign states. The authors consider the reasons for their adoption, the approaches to the interpretation of national interests, the threats to national interests and the system of measures and methods of national security protection in different countries. Special attention is given to the role of Russia in the international legal space in the context of the national security conceptions of the USA and some other foreign states. The authors ascertain and systematize the peculiarities of foreign approaches to national security protection. The research is based on various general scientific methods of cognition: analysis and synthesis, abstraction, modeling, the system structural, functional and formal-logical approaches. The article can have both a theoretical and a branch application; it is an interdisciplinary study which is aimed at the establishment of conceptual approaches to understanding of national security and the mechanisms of its protection in different countries. The authors carry out the comparative analysis of the experience of strategic legal regulation of national security issues in foreign states, which is necessary in the context of new global challenges.

Abstract:
The paper considers topical issues of strategic target-setting in the Russian Federation. The second part of the study contains the results of methodological analysis of the system of strategic lines in the sphere of socio-economic development of the Russian Federation. This approach helps easily define the appropriateness of the strategic target-setting system, since, knowing the methodology, one can regularly check the conclusions of others from the viewpoint of their method and rely on them as on methodologically correct. The analysis of the current documents shows that by the end of 2016, the has been no formalized long-term strategy of socio-economic development. Therefore, the author considers the content of the “2020 Strategy: the new growth model – the new social policy”, since many of its provisions have been implemented in budgetary and financial policy. The methodological analysis of this document shows that it doesn’t contain any socio-economic development model; it merely offers the set of separate measures, which can’t guarantee any result. The generalization of strategic planning helps the author to conclude that two approaches can be used for target-setting: a target-based and a scenario-based. In the author’s opinion, progressive development can be achieved if these two approaches are combined. The author also reveals some methodological positions connected with a possibility to formulate positive targets of social development in the context of the current condition of social and scientific thought. Targets should be formulated on the basis of values. Interrelation between targets and values is the basis for the assumption about the existence of some targets-values system, which determines the direction of socio-historic movement. The author concludes that the detection of a wide range of initial characteristics of the object of development is the essence of the task-oriented approach in strategic target-setting in socio-economic development.

Abstract:
The insufficient economic growth, the security problems and the UK expected leaving of the EU incline to the continuation of the analysis of integration and disintegration processes in the European Union. The research subject is the assessment of the security level of the European Union. Through the dichotomy of the values of development and preservation, the author defines the function of the security of the state and the union of states. Based on the statistical data, the author assesses the security of the Union according to several scenarios. To analyze integration and disintegration processes in the EU, the author uses the system approach, historical and statistical data and mathematic modeling. On the base of the assessment of Russia’s security over the past 200 years, the author assumes that the decrease of the value of the preservation function below 0,5 – 0,6 creates the prerequisites for the possible dissolution or transformation of the state. The author formulates the formal tasks of the search for the optimal composition and structure of the European Union and gives the examples of the calculation of the rational composition of its member-states.

Abstract:
The research subject is the modern problems of management in the context of geopolitical and geo-economic uncertainty. The authors use contemporary philosophy and the conceptual world-view model of development and identity of nature and society in the form of the confluent spiral called the philosophy of the modern civilization. Based on the latest scientific and technical achievements, the authors outline its three most important features: dialectics of spasmodic changes; definite limitedness of the number of the spiral turns, and nonlinearity of development processes. The authors use the model based on the authors’ philosophy of information civilization as a methodology of the contemporary life, which reveals the driving forces and vast opportunities of information technologies. The proposed approaches animate most countries to overcome the crisis; that is very important, because people and society without any modern ideology or uniting ideas are not able to organize and embark further progressive development.

Abstract:
The subject of the research is the cyber security issues. The object of the research is the features of using cyber weapons that may impact the international and national cyber security. In this review article the author clarifies existing approaches to restraining the use of such weapons. The rapid development of information technologies has resulted in new forms of interstate warfare including that against cyber space attacks. Taking this factor into account, the author of the article provides a review of cyber space security issues and clarifies relevant state security issues. To analyze the aforesaid problems, the author has used the comparative method and systems approach as well as the category approach. To make conclusions, the author has applied the synthesis method. The author states that the problem of unauthorized use of cyber weapons is a systemic one and thus cannot be solved by a state independently and without cooperation with other actors. The author suggests that in order to resolve the issue, it is necessary to apply approaches similar to those that are currently used to restrain the use of military equipment and ultimate technologies.

Development of a maritime space surveillance system require from state authorities to make a reasonable choice of sources of information. The subject of this research is the surveillance system structure that allows to observe sea vessels. Providing that there is a great number of approaches to control over sea vessels that are based on both complex information systems and individual technical means, when selecting sources of information it is necessary to take into account functions that are to be performed by systems or means to observe and control over sea vessels. In particular, to select sources of information it is necessary to consider the performance of control functions by surveillance system elements. The research methodology is based on theoretical and empirical methods, in particular, structured fnctional approach, methods of analysis, synthesis, induction, comparison, literature analysis and performance analysis. In this research the author offers his own method of ranking information sources for maritime space surveillance. The method offered by the author has certain benefits compared to existing ones, in particular, the method allows to take into account not only technical parameters of information sources but also efficiency of control over maritime space of the Russian Federation. The method also allows to compare information sources with different structures and principles of operation as well as heterogenous incomparable technical features. The method also enables to consider the state of a surveillance system being used in which a ranked information source may be imbedded.

Abstract:
The object of this research is a set of legal relations ensuring legal security overall, and national legal security in particular. The subject of this research is the norms of labor and service legislation that establish the fundamental values of legal security in this area; scientific views on the national and legal security; as well as different viewpoints of scholars on the concept of legal security. The authors infer that legal security and legal security as an element of national security are not identical. The subject of this research is methods of application of terahertz (sub-terahertz) inspection systems for detecting concealed carry weapon, makeshift explosive devices made of nonstandard materials and other prohibited substances. The object of this research is the detection of concealed carry weapon, makeshift explosive devices made of nonstandard materials and other prohibited substances. The authors examine the application of terahertz (sub-terahertz) inspection systems of compact and portal (stationary) types in the integrated security systems. Special attention is given to the options of using these complexes for expanding the capabilities of the subsystems of video monitoring and detection of sabotage and terrorist means. The conclusion is made on the need to develop the tactics for application of the existing systems of personal security screening, the operation of which is based on radio camera imaging in terahertz (sub-terahertz) frequency range. The authors’ special contribution lies in formulation of recommendations that contain the options of using terahertz (sub-terahertz) inspection systems of various types for detecting concealed carry weapon, makeshift explosive devices made of nonstandard materials and other prohibited substances. The acquire results would help to improve the efficiency of organizing the onsite pass control. The scientific novelty consists in fact that the authors are first within the framework of development of the tactic of using terahertz (sub-terahertz) inspection system to develop proposals of implementation of such means as part of the integrated security systems for detecting concealed carry weapon, makeshift explosive devise made of nonstandard materials and other prohibited substances that differ in carrying out the inspection procedures.

Abstract:
A number of modern approaches and methods for assessing the efficiency of labor immigration regulations are considered. The efficiency of immigration policy we understand as the ability of regulatory mechanisms to ensure timely, differentiated, and orderly attraction of desirable migrants to the country's economy in such a way that this resource brings maximum benefit in solving current problems of socio-economic development and does not threaten national security.
Sources for research: an array of official documents of Russia, EU countries, the ILO in the field of migration regulation (strategies, reports, results of evaluation procedures, statistics), and relevant scientific literature. General scientific and comparative methods are used in the work.
Two polar approaches are distinguished in the international literature: "bureaucratic" (based on the principles of project management and associated with the development of procedures for external independent evaluation of specific measures (projects) of migration policy) and "academic" (search for common theoretical models and universal methods that allow on a single basis to compare the results of migration regulation in different countries). The Russian literature also identifies two clusters that differ in priority criteria for evaluating effectiveness: (1) assessment of the adequacy of migration policy to the economic interests of Russia (taking into account the demands of regional labor markets), (2) the ability to guarantee the interests of public safety and strengthening the unity of the multinational people of Russia. The combination of competing criteria can give a more comprehensive idea of the effectiveness of migration policy, but the practical implementation of the approach is still difficult.

The aim of the work is to develop a scientific and methodological apparatus for evaluating the effectiveness of systems for countering robotic complexes at important facilities in the direction of taking into account their structure, spatial configuration, as well as the synergetic effect of the joint use of heterogeneous technical means as part of the system. In order to achieve the research goal, the general logical-probabilistic modeling method and the tools of modern geoinformation systems are comprehensively applied in the work. The article proposes a new approach to evaluating the effectiveness of spatially distributed multi-bridge systems for countering robotic complexes. The results obtained can be used by interested organizations to evaluate the effectiveness of variants of such systems and identify their vulnerabilities. The scientific novelty consists in the development of an approach to assessing the effectiveness of spatially distributed multi-border systems for countering robotic complexes, taking into account their structure, spatial configuration, as well as the synergetic effect of the joint use of heterogeneous technical means of countering robotic complexes through the integrated use of new logical-probabilistic models and modern geoinformation technologies. The results obtained in the article indicate that the goal of the work has been achieved.

Abstract:
The European integration processes in the sphere of security and defense were always especially complicated, especially regarding uniting the resources and technology transfer. The general security and defense policy of the European Union lacks trust, and it cannot develop efficiently without further integration in the sphere of general standards for the military products, technology transfer and liberalization of the military industrial complex. The article is devoted to the European Defense Agency, which aims to become the main structural element for the formation of the common market for the military products in the EU. The article includes analysis of the prerequisites for the formation of the European Defense Agency, its main achievements and problems, forming obstacles in the way of its goals. The methodological and theoretical basis for this study was formed by the complex analysis and systemic approach towards the studies of primary sources and scientific works of the specialists in the sphere of European security. The scientific novelty of the study is due to the complex analysis of the EDA and its activities as an institution of the European Union, which was formed for coordination of the military industrial policy of the EU Member States. As a result of the study the following conclusions were made: 1) In 10 years of its existence the European Defense Agency has managed to achieve a small portion of its goals. Having implemented a number of pan-European projects, it did not manage to guarantee the transition to the united standards for the military products and formation of the new market. 2) Achieving the goals of the Common Defense and Securty Policy is possible only via the integration in the sphere of security and defense. Liberalization of the national military industrial complex markets is a necessary condition for achieving these goals. 3) Active cooperation between the NATO and the EU shall have a significant impact upon the Common Defense and Security Policy in general and on the activities of the European Defense Agency in particular.

Abstract:
The research object is the new elements of modern conflicts connected with globalization and the development of technologies. The research subject is the paradigm of modern conflicts, whose transformation is caused by the tendency connected with the transition from the linear warfare model to the non-linear one, which is based on indirect asymmetric actions.
The author considers the aspects of the topic connected with the intensive growth of the use of new strategies, based on the combination of military efforts with political, economic and information methods of influence on the opponent, which are used in the practice of modern conflicts to solve the problems, which have been previously solved mainly by military methods.
Based on the comparative analysis of hybrid warfare and color revolutions, the author studies the cascade mechanism of strengthening based on the synergetic impact of hybrid warfare and color revolutions on a state, which is subject to aggression within a uniform operative project.
Special attention is given to the peculiarities of hybrid warfare as a non-linear conflict model, based on the use of indirect asymmetric actions, and the impact of such peculiarities on the transformation of the paradigm. The research methodology is based on the system, structural-functional, comparative-political and military analysis, the methods of analysis, synthesis, induction and deduction. The author is one the first to attempt to reveal the impact of a non-linear character of hybrid warfare on the strategy and tactics of war, on prognostication and strategic planning.
The author studies the concepts of “friction of war” and “lubrication” in relation to hybrid warfare. The author is one of the first to attempt to demonstrate the importance of the concept of “friction of war” for the understanding of hybrid warfare as a sphere of indefinite and unreliable reflection of this phenomenon in the model of war.
The author is the first to build the hybrid warfare model reflecting the essential characteristics of a conflict, and to study the potential of combination of the strategies of hybrid warfare and color revolution within a single conflict strategy.
The author concludes about the existence of a serious danger for the national interests and security of the Russian Federation coming from the growth of intensity of use of new strategies, based on the combination of military efforts with political, economic and information methods of influence on the opponent, which are used in the practice of modern conflicts to solve the problems, which have been previously solved mainly by military methods.
In the context of the problem of Russia’s national security provision, the author demonstrates the necessity to develop a new strategical approach, which would be based on the wide use of adaptive political technologies in the socio-economic and cultural spheres; to improve the potential of military forces and other law enforcement agencies with account for the peculiarities of such conflicts, the appropriate transformation of the national and international normative framework. The author formulates the proposals about the provision of Russia’s national interests and national security in the context of transformation of the modern conflicts paradigm.

This article attempts to broaden the modern representations on criminal environment existing in the conditions of globalization and digitalization of virtually all spheres of human and social life. Special attention is paid to the reference frame of current criminal activities. The authors examine the conditions and factors associated with extensive development and proliferation of information technologies and accompanying the emergence, advancement and self-organization of criminality. Positive foreign experience in the area of counteracting cyber threats and criminalization of cyberspace is reviewed. The authors lean on the achievements of Soviet criminology and scientific representations of the criminal environment. Systematization and generalization of the traditional criminological perceptions on criminal activities in light of the current trends in the area of total informatization of the society allow describing and getting deeper understanding of the essence and structure of modern criminality on the new methodological level. Abstract:
The article contains a sociological research analysis of data regarding problems of reproduction of such social risks as nationalism, extremism and xenophobia. Conclusion that extremist practices are present in all spheres of social life and have universal non-specific character was made basing on data from the six regions of Russian Federation. It is revealed that the contents of such indexes as attitudes towards representatives of other nations, fear to be a victim of national hostility and sense of national hostility has regional specific features. It is possible to mark a disposition of respondents towards estimating high probability of terrorist acts in their place of residence without any connection with the rational security estimation.. The fear of terrorist act and evaluating its possiblity are the interconnected variables. Generally, the perception of possibility of a terrorist act is determined by psychological causes.

Abstract:
In the current conditions of economic sanctions, it is important to search for the opportunities of the national economy growth, which would promote import substitution, and of progressive structural changes stimulation. The authors emphasize the importance of development of economic sectors, which can become the propulsive force of the economic growth, rather than those providing the domestic demand. The authors attempt an identification of the most significant economic sectors, using the comparison of the outlined types of sectors, classified according to the features, defining the character of the dynamics of their development. The authors apply the methods of time series, grouping, comparative analysis, and graphical analysis. The authors classify economic sectors with different growth trends, from the decelerating development dynamics to the rapidly growing one. The study specifies the term “propulsive industrial sectors”. On the base of the research, the authors conclude that it is necessary to change the industrial policy, which should be oriented at the stimulation of propulsive sectors development, which have a significant importance for the technological breakthrough, and at giving impetus to the development of industrial sectors, ensuring not only import substitution, but also the national security.

Abstract:
The urgency of the study is determined by the growth of popularity of unmanned aerial vehicles (drones). Their use for military purposes causes certain problems, since one of the elements of the system of such an aircraft is a human-operator. The countries, which have been using such mechanisms for a long time, have significant experience of drones’ operators training, particular, the moral, ethical, and psychological problems they face. Therefore, it is necessary to consider this experience in relation to the growing role of UAVs and other remotely piloted aircrafts in Russia’s conditions. The research object is the materials of open foreign sources and special researches describing the conditions of work of officers-operators of UAVs of the United States Armed Forces. The research subject is the factors, which have negative impact on the work of operators and hamper the realization of their missions, and the possibility of use of the experience of the members of American Armed Forces and military psychologists in Russia for the improvement of the security of operators’ work. The author uses general scientific methods, particularly, the methods of theoretical research, the elements of the system-functional and structural-functional approaches, the elements of the comparative-historical method and general philosophical methods. The analysis of journalistic and scientific materials, considering this problem, shows that the growth of use of UAVs and RPAs, and the growth of the number of operators, similar problems can appear in the Armed Forces of the Russian Federation. Consequently, bearing in mind the foreign experience, it is necessary to be ready to solve similar problems in Russia. Training of operators should be aimed at their adaptation to unfavorable work conditions, and at the elimination of most unfavorable factors, which can lead to psycho-emotional disorders of operators, thus impairing the effectiveness and safety of their work.

Abstract:
The subject of the research is the opportunity to increase food safety by reducing the concentration of the anti-alimentary factor, phytic acid and its salts. The author salso touch upon the question about providing enough protein in food products consumed by the popularion as well as the current deficiency of food protein and the fact that the situation is most likely to get even worse in the future as a result of the population growth. In many developing countries the deficiency of protein refers not only to the overall problem of undernutrition but also unbalanced diet when the share of plant protein containing unhealthy anti-alimentary components prevails. The most commonly used anti-alimentary components are protease, alkoloids, oligasugar, and phytates. Phytates lower the bioavailability of micronutrients and thus increases the deficiency of these life-important elements in food. The scope of the research covers such issues as the provision of population with enough protein sources and possible influence of such anti-alimentary compositions as phytates on digestibility and bioavailability of food components. The author used the method of comparative anlaysis to evaluate the technology of reducing the concentration of phytates. To define the concentration of phytates, the author has applied the method of indirect qualitative analysis that is based on the spectophotometery and anion-exchange chromatography. The novelty of the research is caused by the fact that the authors have used the method of induced autolysis to decreate the concentration of anti-alimentary components in plant protein. The authors have suggested to use the modified method of indirect qualitative analysis of phytates in bean cultures. They have received the following conclusions: the processing method offered by the authors allow to decrease the concentration of phytates in the initial vegetable feed by over 25%. The method of indirect qualitative analysis has proved to be plain but valid.

Abstract:
This article examines the energy capacity of the municipal solid waste landfill in the town of Partizansk, Primorsky Krai. The landfill was launched in 1975. The landfill has a monsoon-type climate with warm, humid summers and cold winters with little amount of snow. The services are provided to 45,646 people. The morphological composition of municipal solid waste (MSW) stored on the landfill consist of recyclable paper, glass, polymers, textiles, ferrous and nonferrous metal, food waste, etc. The authors provide a brief characteristics to the landfill; examine biogas yield, component composition of landfill gas, and average composition of biogas; determine specific density of biogas per year. The article calculates the maximum single and gross emissions of pollutants, average specific values of harmful emissions, annual and maximum single amount of landfill gas. Assessment is given to the theoretical energy value of municipal solid waste landfill. The energy capacity of municipal solid waste landfill and its economic efficiency are indicated. In the course of technical calculations, the number of nonrenewable energy resources (coal, oil, natural gas), which can be saved if replace energy carriers with landfill gas is determined. The analysis of using MSW as the renewable secondary energy resources demonstrates the growing role of this source in energy saving and capacity for reducing environmental pollution due to collection and disposal of biogas.

Abstract:
The article concerns new social mobilities within the framework of information security guarantees as practices. A social subject guaranteeing information security, is the subject, who on one hand provides protection of information and protection from information, and on the other hand he develops orientation in the outer information environment, since his resources should be renewed in the conditions of mobile social environment. At the same time renewing information resources of a subject takes place with growing intensity according to the growth of intensity of information streams, which, in turns leads to more and more outdated information. In such a condition mobility practices may be interpreted as security practices. Theoretical and methodological basis for the studies includes social, philosophical and sociological theories. In particular, the ideas of mobility sociology by John Urry, the theory of object-centered sociality of Karin Knorr Cetina. The new mobility practices, which now form network and stream morphology of the social world are viewed by the author as general practices of information security guarantees. The idea of their organization is partially revealed through the term of channels, tunnels and streams (J. Urry). The author notes that the new mobilities need to be understood and used as practices of information security guarantees for national forces in the condition of growth of streams and networks. The substantial aspect of the new mobilities is high intensity of communications, as expressed by the speed and variety of interactions. It is noted that a characteristic features of new mobilities is objectivation of relations or the appearance of the object-centered sociality (K. Knorr Cetina).

Abstract:
In this article Malitsky analyzes approaches of various organizations and structures to the research of social, economic and other spheres of social life by defining their indexes and dynamic patterns that are sometimes used by state authorities in the decision making process. The author analyzes activities performed by survey centres, and indexes and indicators used by them as well as their approach to development of such indicators. The author also touches upon the data accumulated and annually published by the Russian Federal State Statistics Service on development of regions security indexes. As a result of his analysis of the methods and grounds of the state authorities' decision making process in the spheres of social and economic development as well as evaluation of the socio-political situation in the Russian Federation constituents, the author makes a conclusion about existing problems in the sphere of systemic study of the social tension in the country's regions. The author of the article focuses on the process of visualiztion of Russia's regions indicators and whether it is possible to create a special software that would operate on the basis of a selectable platform of geo information systems and certain criteria. In his research Malitsky provides the results of his calculations based on one security model and software prototype.

Abstract:
The object of the research is the process of collection information about important events and phenomena through indirect methods. The subject of the research is the methods of collecting information about objects in cyber space. In his review article Tikhanychev states that ensurance of secrecy has always been an important principle of military. However, while earlier secrecy was maintained mostly in physical space, later it was transferred to radioelectronic and other spheres. With the beginning of post-industrial era and network-centered wars, new methods of collecting information on the Internet were created which made intelligence agencies to develop relevant countermeasures. To describe such measures the author of the article has used the method of technology analysis used by intelligence Internet communities to collect information. Based on the analysis, the researcher offers countermeasures. The main conclusion of the research is that post-industrial era has brought more opportunities for government and non-government structures to collect information through open sources such as social networks, based on indirect signs of electronic devices' functioning, and others. According to the researcher, in order to counter these methods, it is necessary to switch from passive measures of data protection, processing and exchange to active principles of information protection. The researcher offers a number of short-term and long-term organizational and technical measures to ensure this principle.

Abstract:
The object of the study is the relations in the field of ethical regulation of the use of artificial intelligence technologies in the financial and banking sector. The subject of the study is represented by China's regulatory documents that establish requirements for the deployment and application of artificial intelligence technologies. The features of the Chinese approach to the regulation of relations in this area are determined. General and special ethical requirements for artificial intelligence technologies are characterized. The article examines the activities of the financial regulator – the People's Bank of China in regulating relations in the field of ethics of artificial intelligence and fintech companies, identifies key aspects of security in respect of which ethical requirements are especially necessary. China systematically implements the state policy on the legal regulation of the digital economy through the regulatory inclusion of ethical requirements for artificial intelligence technologies legal mechanisms. Ethical regulations cover all aspects of relations and focus on the security of personal data, freedom of competition and responsibility of subjects. We especially note the emphasis of the Chinese authorities on the principle of non-discrimination of individual social groups and administrative-territorial entities, which will reduce and level the gap in the use of digital technologies on a national scale, and will also contribute to the unity of the nation. The financial regulator keeps the issue of ethics of artificial intelligence under control, developing appropriate regulatory acts for financial institutions. The People's Bank of China pays special attention to the "weak" aspects of the financial and banking sector in legal regulation: personal data protection and unfair competition.

Abstract:
The thermal regime of underground cryolithozone structures for various purposes, both related and not related to mining production, is an important factor determining their reliable and safe operation. In this regard, the forecast of the thermal regime in mine workings is a mandatory and important element in the justification of design solutions for the construction and reconstruction of underground structures in the areas of distribution of continuous and island permafrost. One of the main sources of heat generation in the workings is the work of diesel equipment, which is widely used, both in the development of mineral deposits by the underground method, and to ensure technological processes in underground structures of non-mining profile. The purpose of the research was to quantitatively assess the effect of diesel installations on the thermal regime in the underground structures of the cryolithozone. The results of numerical calculations are presented in the form of 2D and 3D graphs, which allow you to visually assess the effect of diesel equipment on the increment of air temperature in the underground structure, depending on the time of year and the efficiency of the diesel installation. It is shown, in particular, that in the most probable range of changes in the efficiency of a diesel installation, the air temperature can vary from 3.2 to 6.3 °C, depending on the standard values of the ventilation air flow. It is established that the temperature increment does not depend on the number of simultaneously operating diesel units and is determined only by the specific standard air flow (m3 / s per 1 kW of installation power).

Abstract:
The article concerns topical issues of global informatization of the social sphere and intensifying terrorist threats. The author provides grounds for the classification, generalizes the approaches towards defining and understanding the nature of the modern terrorism. The author discusses the issues on the role of the mass communications and information resources in the social construing of the terrorism phenomenon, analyzing means of information-related and psychological influence, which are organized by the extremists in order to popularize radical ideology, to form "extremist mind" and active involvement of the youth in the terrorist activities. Due to this the author discusses specific means and methods of development of social rhetoric, organization of convincing influences and formation of loyalty towards radical social and political ideals and destructive means of achieving them. The author analyzes social and psychological specificities of propaganda in the Internet, which is aimed at forming loyal attitudes towards extremist ideas and moral legitimation of violence. The author studies the technologies of the virtual virus marketing, which is based on the phenomenon of the psychological contamination, and which is aimed at the development of the social fashion, sanctioning certain types of behavior. The author points out the need for the further studies of the terrorism phenomenon within the context of the ongoing processes of informatization and globalization of threats. Special attention is paid to the need for the efficient use of information resources in order to optimize anti-terrorist influences and development of the system of information - psychological counteraction against the terrorist and extremist ideologies.

Abstract:
The article analyzes the development of immigration legislation of Russia in the sphere of foreign labor force regulation in the post-Soviet period. The authors conclude that for foreign nationals from the countries with a visa entry system the order of a work permit acquisition hasn’t significantly changed; while the procedure of execution of work documents for foreign nationals from the countries with a visa-free regime has been a chaotic process. The result of almost 25 years of attempts to find the most appropriate models of migrant workers job placement is rather disputable. Among the key achievements of a modern legislation are: 1) possibility of legal employment of foreign nationals from the countries with visa-free regime at physical and legal persons under equal conditions; 2) abolition of a quota system of employment of foreign nationals from visa-free countries. As the main shortcoming of it the authors note the orientation at migrant workers from visa-free countries while the migration from “visa countries” also has a big potential. For scientific explanation of the existing quota system low efficiency the authors offer the methodology of assessment of Russian labor market need for a foreign labor force which corresponds with labor force shortage and is defined as a current demand for labor force after deduction of its supply with the division into professional groups. On the base of the proposed methodology the authors analyze the labor force shortage discharge in Russia with foreign labor force in 2012 which allows concluding that the existing work permits for foreign nationals did not comply with the real need of Russian labor market. Consequently, the methodology of the need for foreign labor and the quota system assessment established by the existing migration legislation (since 2015 – only for the foreign nationals of visa-free countries), doesn’t reflect a real need for foreign labor for labor force discharge in Russia. In the conditions of a limited information and statistical provision it is suggested to use the proposed methodology as a base for work permits quotas formation for the foreign nationals from visa countries. In order to realize a positive potential of labor migration, to solve economical tasks of innovative development and to moderate the imbalances on regional labor markets the authors offer to introduce a new differentiated approach to the attraction and use of foreign labor force both from the visa-free and visa countries. The authors offer a catalogue of the most wanted specialities as an instrument of selection of the most wanted labor migrants.

Abstract:
The main barrier hindering efficient interaction of innovation activity actors is the high level of transaction costs of innovation activity. The growth of interaction between innovation system actors is the mechanism of the development of innovation activity at different stages of the innovation process, from the moment when the idea appears till the moment when innovation is commercialized. The subject of the research is the organisation of secure interaction between innovation activity actors in economic regional systems. The article also covers the issues of creating the mechanism of safe and reliable interaction of regional innovation system actors on the basis of smart contracts created in teh blockchain system. The research methods include scientific inquiry, axiomatization, analysis, blockchain, object-oriented approach, algorithmization, planning and construction of hypotheses. The technology developed by the authors allows to reduce the probability of deception from the side of dishonest participants as well as to eliminate the need in the third party by transferring functions of the third party to the smart contract. This is important for ensuring trustworthy and clear relationship between innovation project participants and concerned actors of socio-economic activity in the region. Smart contracts are created using the blockchain platform Ethereum. Based on that platform, the authors develop transaction components to be used during conclusion of treaties, creation and implementation of innovations, cession of intellectual property rights, use of rights and licences for innovation activity, etc. The main component of the system is the distributed registry of transactions with digital copies of innovation objects.

Abstract:
The subject of this research is the researches of Russian scientists, statutory regulations of the Russian Federation law on corruption counteraction and other legal acts. Damm analyzes the issues of conceptual and categorical framework of corruption counteraction. There is a common belief that the criminal science does not have an agreement regarding the terms that describe the combination of measures and responses to crime. However, there is a certain consistency in such legal definitions as 'counteraction', 'prevention', and 'fight against', at the same time the correlation between terms 'prevention' and 'preventive measures' is rather unclear. In his research Damm has applied the dialectical method, structured system and formal law research methods. Based on the analysis of approaches to the definition and correlation of aforesaid terms in criminology and legislation, the author concludes that criminology mostly uses the term 'prevention' as the general term. Criminology uses both terms, prevention and counteraction, to describe corruption, while legal researches mostly use the term 'counteraction'. In its turn, the use of the term 'corruption counteraction' as a general term, as well as its definition, are good findings of the law.

Abstract:
This article conducts a comprehensive analysis of the phenomenon of global terrorism threats, as well as provides scientific definition of its key elements that pose challenges to the modern systems of state and national security. The goal of this research is to examine the various aspects of manifestations of terrorism as a threat to international security, and discuss ways of countering terrorism. Relying on numerous empirical research, the author employs innovative approaches towards formulating the definitions of terrorism as a global phenomenon. The article considers the socioeconomic, regional, historical-legal, and customs aspects of modern international terrorism are considered; as well as provides research provisions on the methods for detecting terrorist threats. The article uses various approaches towards definition of the concept of terrorism, and identifies the problems of terminology. The author touches upon the question of correlation between different types of criminal activity for the organization and execution of terrorist acts; describes the trends of modern terrorism; reveals the essence, prerequisites and objectives of terrorism as a global threat. The empirical part of research is based on the secondary data. The author summarizes the results of sociological surveys; examines the characteristics and evolution of personality of a terrorist; defines the criteria for comparison of the world’s countries by the level of terrorist activity. The average index of terrorist activity for macrogeographic regions and member-states of the Eurasian Economic Union is calculated. Special attention is given to the relevant questions of financing of terrorism, classification of the sources of funds received by the terrorist organizations and allocation of these funds. The article determines the role of customs in counteracting the manifestations of terrorism, and the key measures for observance of the UN resolution. The author substantiates the use of comprehensive approach towards the methods and means of counteracting the manifestations of terrorism; and formulates recommendations on the development of concerted strategies for countering terrorism in the EAEU member-states.

The subject of the article is methodological aspects of the application of neurotechnologies in management, economics and geopolitics in the conditions of the 9th technological order; the object of the work is neurotechnologies in the conditions of the 9th technological order; the purpose of the article is to reduce the geopolitical risk in international relations during the development of the 9th technological order. The relevance of the article is determined by the development of the global crisis and the possibility of using neurotechnologies in the process of geopolitical competition, the aggravation of the geopolitical crisis, the development of the methodology of hybrid wars gives additional relevance to the article; neurotechnologies can act as a structural element of hybrid wars; neurotechnologies can influence the psycho-physical state of the population and decision makers. The scientific novelty of the work is determined by the synthesis of management methodology geopolitical risks in the context of the global crisis, based on the development and practical application of neurotechnologies in the period of the 9th technological order. To achieve this goal, the following tasks are solved: the concept and features of geopolitical risk are introduced; the influence of geopolitical risk on the sustainability of the development of the 9th technological order is investigated; methodological provisions of neurogeopolitics are formed, changes in world orders in their connection with technological patterns (orders) are studied; the evolution of military methods in geopolitics in the process of changing technological patterns is described; the concept of managing the geopolitical risk of the state is formed. Abstract:
The subject of this research is the application of autonomous robotic systems of various designation. The object of this research is the algorithmic problems emerging in this area, namely the problem of control over security of algorithms. The study is carried out on the basis of implementation of robotics in military sphere. The analysis of peculiarities of the modern military operations demonstrates that one of the aspects of revolution in military science is the battlefield robotics. However, its realization generates certain issues in legal sphere, related to algorithmic support of the autonomous system. The manifestations of such problem consist in critical use errors, divided by the experts into the errors of first and second grade. The main cause of these errors is the software functionality of the autonomous robotic system. If the consequences for conventional armament are predictable, and the responsibility for their results is determined, the situation in case of implementation of military robots requires solution. Application of the general scientific methods of analysis and synthesis allow examining the main aspects of current state and prospects of the problem of algorithmization with regards to implementation of autonomous systems. The article synthesizes articulation of the scientific tasks aimed at solution of the problem of division of responsibility between the developers and users of similar system in terms of development and testing of the algorithms of their implementation.

Abstract:
The growing interest to the phenomenon of security makes the researchers face the fundamental problem of searching for the bases of the security, uncovering its nature for the humanity and other material systems. It leads to deeper understanding of nature of the problem and the general concept of security may be formed in the nearest future. The article concerns general scientific methodology of security problem from the standpoint of synergy approach. The author discusses the possibilities for using synergy as a general scientific approach to security research, being primarily informative for social systems , if the information is to be treated as a universal property of matter. The security associated with the preservation of a cybernetic system in conditions of negative internal and external factors and influences. It is shown that the most efficient way to guarantee security is via self-organization, greater complexity and the increase the information content of the social system, and not through its protection and insulation.

In this article "The state migration policy concept of Russia: basis for the migration security of the state" V.A. Volokh, PhD, and V.A. Suvorova note that for a long time there was no holistic system of views on contents and key directions of state strategic course implementation in the sphere of migration processes. The Concept of State Migration Policy of the Russian Federation till 2025 approved by President V.V. Putin establishes the principles and key activity directions for the Russian Federation in the sphere of migration. The concept defines goals, principles, aims, key directions and mechanisms for the implementation of state migration policy of the Russian Federation. The Government of the Russian Federation has approved a detailed action plan for the first stage (2012-2015) of the State Migration Policy Concept. In the opinion of the authors implementation of state migration policy shall facilitate social, economic and demographic advancement, guarantee national security and support stability in the society.

Abstract:
This article is devoted to the research into the currently effective version of the legislative regulation of the legal protection provided for banking operations taking into consideration the amendments made to laws and regulations which have come into force. In this article, the author considers in detail the functions of lending institutions a relates to performing banking operations, lists the limitations and restrictions effective when carrying out trading operations, exemptions from the general rule, the author also describes the penalties imposed for the violation of the above prohibitions. The article describes in detail the specific features of the administrative and criminal responsibility of the officers working in such lending institutions and committing violations of the banking law. Methodologically, the article is based on the combination of the general scientific and special methods of research of the objective social and legal reality in the area being studied: the methods of analysis, synthesis, systematization and generalization, as well as the formal logic method. The article examines and analyses the most important aspects of using the dispositions of the legal rules on responsibility in banking. During this research, the author provided the lit of violations of banking discipline resulting in criminal or administrative responsibility. The conclusion made in this article may be useful for the law enforcement agencies when investigating cases of the relevant category, judges, undergraduate and graduate students, and all those interested in jurisprudence.

Abstract:
The article considers the problem of the irregular structure of Russian export, describes the possible threats to economic safety and proposes taxation measures, favouring the transformation of the resource-based economy into an innovative and a high-tech one. The subject of the study is the role of taxation instruments in export regulation. The authors consider the range of obstacles in the structuring of Russian export be means of taxation instruments, including the problems of harmonization of tax systems of the Customs Union member-states and the implementation of a tax maneuver by the Russian government. Special attention is paid to the necessity to orient the tax policy of the state to the stimulation of import substitution. The authors analyze and compare the dynamics of particular foreign-trade statistical figures for the period of 2001 – 2015. In the result of the study the authors come to the conclusion about the intensification of the crisis, conditioned by the dependence of the Russian economy on energy resources. The authors substantiate the need for export diversification by means of creation of an effective taxation mechanism which would regulate all the branches of the economy with the aim to develop innovative import substitution as a precondition of a new model of economic development. The novelty of the research lies in the proposals of use of the existing, but requiring modernization, taxation instruments affecting export relations.

Abstract:
The notion of “hybrid war / threat” is used quite frequently nowadays, but different authors use it in different senses and meanings. We consider this concept as unstable and not amenable to detailed classification, but it is theoretically attractive because it can contain a large number of meanings. In the context of a significant degree of regulation of the military science in the USA, such an abstract concept is some kind of a “lifeline” for authors wishing to avoid detailed classification. We should say that the concept of “hybrid war / threat” is yet another “intellectual virus” (term of Gadi Eizenkot, Chief of General Staff of the Israel Defense Forces), elaborated on the basis of the military experience of the Second Lebanon war (Israel – Hezbollah war of 2006). This statement can also be confirmed by the curious use of this concept by some authors, who are far from a military theoretical thought. We think it is necessary to draw our attention to the authors who don't not use the misleading terms like the notorious “hybrid war”. We also think that all possible combinations of all modern methods of warfare and confrontation could be described without such a new-fashioned and vague term.

Abstract:
The article studies the problem of influence of criminal legislation on one of the fundamental factors of Russia’s economy – private sector. The authors consider the economic system as a matrix of the state and the society. Its safety is the basic premise of national and social security, regardless of its traditional form. The authors study the impact of criminal law enforcement practice on the economic system and reveal its destabilizing aspects. The article contains the results of the study of the Business Ombudsman Office and analyzes the topical issues of criminal legislation humanization in relation to economic agents. The authors apply the method of jurisprudence, statistical, sociological, historical, system and comparative methods to study the influence of criminal legislation and law enforcement practice on the economic system of the Russian Federation. The authors conclude about the overabundance of state interference in market relations, about the frequent cases of criminal prosecution of economic agents in the context of disputes under civil law, about the necessity of a further decriminalization of some economic crimes and the widening of the sphere of application of the civil and administrative law in business.

Abstract:
The subject of the research is information and communication technology that can be used by today's international terrorist organizations for their purposes. The author of the article focuses on the main means that are used by today's terrorist organizations on the Internet: propaganda (including radicalization, recruiting and terrorist instigation), financing (crowdfunding and others) and computer attacks. The authors also analyze the main documents (conventions and resolutions) of the Council of Europe and United Nations Security Council. To analyze the problem, the author has used the systems approach and comparative methods as well as analysis of international law documents. To make conclusions, the author has used the method of synthesis. The scientifiñ novelty of the research is caused by the importance of fight against international terrorist organizations for many states and countries. This problem cannot be solved by each country individually, without cooperation and mutual efforts. To solve the problem, the author suggests to create legal mechanisms and sign an international treaty that would contribute to fighting against terrorist organizations in the cyber space.

Abstract:
Based on the systematization of the preexisting approaches to the problem, the article attempts to modernize the concept and the essence of ecological safety as a form of the national security. The author sets forth the existing general theoretical and branch approaches of jurisprudence to the definition of the concepts “security”, “national security” and “ecological safety”, which help develop the concept of ecological safety, conforming to both the new social realia and the recently adopted strategical legal documents of the Russian Federation, determining the state policy in different spheres of social relations. Abstract:
The object of this research is the religious terrorism. The subject is the factors contributing to this process. Based on the results of systemic analysis of the causes that incite a person towards religious terrorism, the author attempts to determine those that play a fundamental role in this asocial process and conduct their classification. The methodological framework is comprised of retrospective analysis of the scientific and publicistic texts that reveal the essence and content of religious terrorism, socio-psychological characteristics of the extremists. The systemic comprehensive approach allows revealing and substantiating the leading factors in the process of radicalization of an individual, classifying them into three groups, as well as creating a set of key factors encourage a modern person to take the path of becoming a member of the religious terrorist organization. Mathematical model that describes the functionality of such complex is built in accordance with the method of mathematical modelling. The novelty of this work and acquired results are defined by the original approach towards determining the key factors of religious terrorism of the XXI century. The author examines the correlation between these factors within a single structure, which allows to continuously replenish the ranks of religious terrorists. The developed mathematical model reveals interdependence between the process of joining a religious terrorist organization and the key factors contributing to this action. The acquired results are valuable for the development of anti-terrorist activity in modern world, as well as creating a system of parrying the existential threats to an individual, adequate to the religious terrorism of the XXI century.

Abstract:
The author analyzes the current state of extremist and terrorist crime, as well as the main trends in the commission of individual crimes in 2022 and 2023. The choice of this time period is due to the increased threats to the national security of the Russian Federation. Attention is drawn to the indicators of crimes provided for in Articles 205, 205.2, 281, 357 of the Criminal Code of the Russian Federation. Based on the evaluation of statistical data, information about the current criminogenic situation was obtained. There was a slowdown in the growth rate of the number of public calls for extremist activity (Article 280 of the Criminal Code of the Russian Federation) and the facts of incitement to hatred or enmity (Article 282 of the Criminal Code of the Russian Federation). The intensification of terrorist and sabotage activities is stated. The materials of separate foreign studies concerning destructive activity in the information sphere are analyzed. Conclusions are drawn about the need to consider extremist and terrorist activities in the context of information warfare and the use of information weapons. With this in mind, it is proposed to take a number of measures in the field of information security. As a measure to counteract new threats to national security, the urgent need to systematize and publish information that became known during the investigation of criminal cases initiated on the facts of the genocide of the Russian-speaking population in the period from 2014 and the Soviet people during the Great Patriotic War is called. It is proposed to consider the issue of securing in Russian legislation the powers of the Security Council of the Russian Federation to declare a State carrying out terrorist activities as a sponsor of terrorism.

Abstract:
The subject of the paper is the range of social relations in the sphere of criminal-legal assessment of hypnosis. The author considers the issues of influence of hypnotism on the state of the victim within the criminal law, and criminal hypnotism as a specific method of crime, paying particular attention to the definition of the condition of helplessness of the victim and the need for changes in the existing legislation for the purpose of full and correct qualification of crimes and formation of the judicial practice. The author uses the following methods: historical, legal, sociological and the method of comparative law. The novelty of this research lies in the definition of a common understanding of the essence of hypnosis which does not require other interpretations in the context of other fields of science. The main conclusions of the research are: 1) Hypnotism should be understood as a procedure, a method of immersing a person in a special psycho-physiological state, distinct from wakefulness and sleep, characterized by a temporary restriction of consciousness and inhibition of certain sections of the brain, which maintains the rapport of a hypnotized and a hypnotist. 2) To solve the mentioned problems it is appropriate to amend the Federal law "On the bases of health protection of citizens of the Russian Federation": to include the proposed understanding of hypnotism in the article 2, to include the prohibition of hypnotism except for the medical or scientific purposes in the chapter 5. 3) It is necessary to amend the resolution of the Plenum of the Supreme Court of Russia "On the court practice in murder cases (art. 105 of the Criminal Code) and "On the judicial practice in cases on crimes against sexual inviolability and sexual freedom of the person", namely to refer in their text on hypnosis as an example of the state of helplessness of the victim.

Abstract:
The subject of this research is the problematic related to ensuring space security. This phenomenon is a crucial prerequisite for military security, sovereignty and independence, as well as sustainable development of the country (factor of scientific, technological, and economic security). Space security is viewed from several perspectives: military, technogenic, environmental and astrophysical. Transition of the system of space norms into the law are accompanied by two parallel processes: nuclear race; and the process of transformation of force dominance of one hyperpower into military parity of the United States and the Soviet Union. The goal of this work consists in searching of ways for increasing the level of sustainability of space security and ensuring reliability of country’s security. The scientific novelty of the article alongside its results are defined by the original approach towards studying systemic linkages between space security and collateral phenomena. Dialectic interaction of these two determinants of secured space activity is the focus of attention. The establishment of space security is examines in parallel with the analysis of origin and evolution of space law. These processes are viewed in the context of transformation of technical norms into the system that increasingly obtains thee legal essence.

Abstract:
The article substantiates the topicality of the problem of studying crime in rural areas, which is defined, on one hand, by complicated character of criminal situation in villages, and topicality of problems of organizing countermeasures against crime and its prevention, and on the other hand, by the lack of studies of the criminological issues in the sphere of rural crime. The number of cases involving death or grievous harm to health of village people by criminal attacks is especially alarming to one studying rural crime. The number of deaths of people due to crime in rural areas in Russia remains the same in last three years, and it is over two times larger than the same criterion for the city crime, and one and a half times larger for causing grievous harm to health of people. The authors of the article point out the complicated character of criminal situation in the villages. The tendency for the lesser registered crimes in the rural areas in 2009 to 2012 does not reflect the real situation, since it is artificially formed in last several years by lowering statistical data. In this article the authors analyze the situation and tendencies in rural crime. The methods employed include following from abstract to specific, systemic structural and comparative analysis, historic method, dynamic and statistical methods, as well as specific sociological methods for the evaluation of rural crime. The scientific novelty is due to establishing the fact that the level of rural crime is higher than city crime. Additionally, the crimes in rural area become especially troublesome due to the scale and amount of deaths of village people and causing grievous harm to their health. The number of deaths of people due to crime in rural areas in Russia remains the same in last three years, and it is over two times larger than the same criterion for the city crime, and one and a half times larger for causing grievous harm to health of people.

Abstract:
The author analyzes the legal and political aspects of creation of the Federal service of National Guard Troops of the Russian Federation as a factor of counteraction to hybrid threats to Russia’s security. Special attention is paid to the non-classical methods and ways of influence on Russia’s national security. The author analyzes the genesis of G. Sharp’s concept of non-violent political struggle and its role in the contemporary political crises – “color revolutions”. The author studies the structure of “color revolutions”, the peculiarities of using “soft power” in the attempts to destabilize the competitive political regimes. The paper studies the Russian conceptual methods of hybrid wars prevention. The research methodology is based on the multidisciplinary approach combining the analysis of legal and political aspects of the research subject. The author applies general scientific and specific research methods. The novelty of the study consists in the multidisciplinary approach combining the legal and political analysis of the topic in question helping to avoid the cognitive scantiness of a narrow specialization. The proposed analysis is one of the first attempts at understanding the creation of National Guard in Russia. The author concludes that the main purpose of its creation is the state’s will to counteract hybrid attacks on the political system of Russia, including the so-called “color revolutions”.

Abstract:
The research object is the “philosophy of security”, which has recently shifted from a merely theoretical discourse to a more practical sphere. The author considers the neoconservatism ideology in the context of the modern geopolitics and the challenges of international terrorism. At the present time this ideology is espoused in the U.S. by both the Democrats and the Republicans. The author notes that the unprecedented growth of terrorist threat in the world has raised the significance of the discussion about the correlation and symmetry of such categories as “personal freedom”, “state”, “private rights” and “security”. The study is based on the comparative analysis of the political and philosophical ideology of the “global mission” of neocons, using the example of the homeland security protection in the U.S. and the New Left in France. The author notes that the frequency of terrorist acts in Europe and the apparent unpreparedness of European special services to counteract them prove the fact that it is impossible to reverse this terrible trend without the revision of the fundamental social guidelines and ideologies of the ruling elites, the more so because the situation in the world is developing in such a way that “security” becomes a determinant concept, thus making the delegation of powers to the abstract supranational structures undesirable for the population of most countries-members of various international associations.

Abstract:
The research object is the peculiarities of the modern Turkey’s foreign policy in its historical development from Osmanism to Kemalism and Pan-Turkism, and its influence on relations with Russia. The main ideologies of the Republic of Turkey have been mixing and synthesizing for the last 20-30 years. Often it’s hard to define where Kemalism ends and Neo-Osmanism or Islamism starts, and it is the reflection of the objective process of interpenetration of the two main political elites and the establishment of a certain form of a compromise between them. The author applies the methods of political-historical and comparative analysis to define the place and role of Russia-Turkey relations on the geopolitical map of Middle East and Central Asia. The author concludes that the modern Turkey’s foreign policy can be characterized as a policy of turbulent pragmatism or as a policy of national interests as they are understood by the political leaders of the country in the particular moment and the particular political situation, when political decisions are made on the base of short-term and medium-term benefits. Despite the current crisis in bilateral Russia-Turkey relations, the fundamental parameters and strategical goals of sectoral cooperation between the countries remain.

Abstract:
The research object is strategic planning in the sphere of national security of the Russian Federation. The research subject is Russia’s national security threats in the long-term, specified with the help of the authors’ expert and analytical approach. The study lies within the scientific, research, and methodological tasks defined by the Provision of the scientific board under the Russian Federation Security Council. The authors describe the conditions of the results achievement, the criteria and the indexes of the comparative analysis’ results’ objectivity including the approaches to verification of the list of national security threats. The authors consider the peculiarities of development and the modern practice of strategic planning of foreign states; formulate the basic hypotheses of the choice of the scope of countries; describe the key provisions of expert and analytical tools for the comparative analysis of strategical planning documents in the sphere of national security. The tools, proposed by the authors, help build a model of the national security threats atlas of the Russian Federation for the long-term.

Abstract:
The object of the study is the current state of the information space, the subject of the study is human security in the conditions of modern media space. The author examines in detail such aspects of the topic as the impact of media products on society, manipulative and viral technologies in the media sphere, the theory of setting the agenda, the problem of fake content in mass communications. Particular attention is paid to finding ways to identify fakes in the information field of the Internet and, in particular, social networks to ensure the media security of the user. The authors consider the dynamics of the development of the phenomenon of "post-truth" against the background of pandemic reality, analyze the differences between true news and fake, and provide a set of measures to expose false data in the media environment. The main conclusion of the study is the judgment that the mass audience invariably faces the need to filter content and recognize fakes, especially in the online environment of social networks, which requires certain procedures for monitoring and analyzing information. A special contribution of the author to the research of the topic is the conduct of a sociological study and processing of the results, which allowed us to form a model for evaluating news content in social networks to identify fake posts. The scientific novelty of the study consists in considering the previously unexplored features of the media security of the modern media audience in the information space on the example of social media resources.
