Abstract:
In the conditions of growing geopolitical status of the Arctic region there is a dangerous tendency of its militarization. Many states and the NATO strenghten their presence and activities in the Arctic region, the military forces, which are located in the Arctic region, as well as their infrastructures are being modernized, the military marine fleets are actively used for the protection of national economic interests, and there are also tendencies for the formation of the new military political associations and coalitions. Russia should follow a balanced position, when choosing its standing regarding remilitarization of the region. On one hand, it should not forget the measures for its defensive capacity in the Arctic region, and on the other hand Russia and other interested states and international organizations should search for mutually acceptable solutions in order to avoid further development of negative tendencies.The formation of a special regional regime for the control over weapons and development of mutual trust could become important priorities for the international cooperation in the Arctic region.

Abstract:
The European integration processes in the sphere of security and defense were always especially complicated, especially regarding uniting the resources and technology transfer. The general security and defense policy of the European Union lacks trust, and it cannot develop efficiently without further integration in the sphere of general standards for the military products, technology transfer and liberalization of the military industrial complex. The article is devoted to the European Defense Agency, which aims to become the main structural element for the formation of the common market for the military products in the EU. The article includes analysis of the prerequisites for the formation of the European Defense Agency, its main achievements and problems, forming obstacles in the way of its goals. The methodological and theoretical basis for this study was formed by the complex analysis and systemic approach towards the studies of primary sources and scientific works of the specialists in the sphere of European security. The scientific novelty of the study is due to the complex analysis of the EDA and its activities as an institution of the European Union, which was formed for coordination of the military industrial policy of the EU Member States. As a result of the study the following conclusions were made: 1) In 10 years of its existence the European Defense Agency has managed to achieve a small portion of its goals. Having implemented a number of pan-European projects, it did not manage to guarantee the transition to the united standards for the military products and formation of the new market. 2) Achieving the goals of the Common Defense and Securty Policy is possible only via the integration in the sphere of security and defense. Liberalization of the national military industrial complex markets is a necessary condition for achieving these goals. 3) Active cooperation between the NATO and the EU shall have a significant impact upon the Common Defense and Security Policy in general and on the activities of the European Defense Agency in particular.

Abstract:
In this article the author analyzes the directions of fight with the organized resistance of members of the criminal formations at hte stage of of pre-trial proeedings in the counter-terrorist operation period (on the materials of the Chechen Republic). The author provides some results of his scientific studies in the sphere of fighting against terrorism financing. The author also makes specific proposals on optimization of guarantees of security of the investigators of the Investigation Departments of the Investigation Committee of Russia.

Abstract:
The article contains the criterion for the frontier security - prevented harm to public good minus the costs of frontier activities. The criterion allows to account for the efficiency of frontier measures and frontier constrainment. Efficiency of frontier measures is evaluated with the use of frontier productive function, efficiency of constrainment is evaluated with the logit model. The definition of security has value-oriented subjective character, and it is determined by the historical experience of the people. In order to take into account subjective factors, the article contains definition of the view (perception) function and evaluation of adequacy of formal dependencies. With the use of systemic historical approach the author provides analysis of frontier security of the state in the XX century. Development of the frontier system is regarded as an adaptation. The author reveals adaptation mechanism, showing dependencies between the contents of various stages of the recent frontier history and the dominant perception of value of security among the elites and in the society. The evaluation of these approaches to frontier security facilitates the formation of an "intellectual" frontier in order to improve security of the state and society from the transborder challenges.

Abstract:
The article contains evaluation of the definition of piracy and the attempt to analyze the current wording of the article of the Criminal Code of the Russian Federation, establishing responsibility for piracy. The author provides analysis of objective and subjective elements of the crime of piracy, providing an evaluation of the norm of criminal law on piracy in the Russian legislation, pointing out its defects, and making propositions on its possible improvement, offering a new wording of the Art. 227 of the Criminal Code of the Russian Federation.

Abstract:
The article substantiates the topicality of the problem of studying crime in rural areas, which is defined, on one hand, by complicated character of criminal situation in villages, and topicality of problems of organizing countermeasures against crime and its prevention, and on the other hand, by the lack of studies of the criminological issues in the sphere of rural crime. The number of cases involving death or grievous harm to health of village people by criminal attacks is especially alarming to one studying rural crime. The number of deaths of people due to crime in rural areas in Russia remains the same in last three years, and it is over two times larger than the same criterion for the city crime, and one and a half times larger for causing grievous harm to health of people. The authors of the article point out the complicated character of criminal situation in the villages. The tendency for the lesser registered crimes in the rural areas in 2009 to 2012 does not reflect the real situation, since it is artificially formed in last several years by lowering statistical data. In this article the authors analyze the situation and tendencies in rural crime. The methods employed include following from abstract to specific, systemic structural and comparative analysis, historic method, dynamic and statistical methods, as well as specific sociological methods for the evaluation of rural crime. The scientific novelty is due to establishing the fact that the level of rural crime is higher than city crime. Additionally, the crimes in rural area become especially troublesome due to the scale and amount of deaths of village people and causing grievous harm to their health. The number of deaths of people due to crime in rural areas in Russia remains the same in last three years, and it is over two times larger than the same criterion for the city crime, and one and a half times larger for causing grievous harm to health of people.
