Abstract:
The growing interest to the phenomenon of security makes the researchers face the fundamental problem of searching for the bases of the security, uncovering its nature for the humanity and other material systems. It leads to deeper understanding of nature of the problem and the general concept of security may be formed in the nearest future. The article concerns general scientific methodology of security problem from the standpoint of synergy approach. The author discusses the possibilities for using synergy as a general scientific approach to security research, being primarily informative for social systems , if the information is to be treated as a universal property of matter. The security associated with the preservation of a cybernetic system in conditions of negative internal and external factors and influences. It is shown that the most efficient way to guarantee security is via self-organization, greater complexity and the increase the information content of the social system, and not through its protection and insulation.

Abstract:
Intensive development of the environmental law starting from last 70's shows how important the environmental protection issues have grown. Back in XX century scientists, researchers and the society were mostl concerned about the protection of water and forest resources, animals and air pollution but today the threat spectrum has been changed. It does mean the aforesaid problems have been solved though. Unfortunately, there is still a long way to go, but at least solutions have been developed and associated measures have been discussed including legal measures too. Today's priorities include the climate protection, waste and hazardous substances treatment, fight against environmental crime, first of all, organized crime and corruption as well as development of the environmental policy that would comply with the conditions of the gobalising world. Twenty years ago very little was spoken of the environmental policy and its trends in our country. The decisive point was when the Environmental Conference was held in Rio de Janeiro. However, noot all elements of the environmental policy have been modernized, developed or implemented. There are still gaps in the environmental law, too. This can be clearly seen when we analyze the environmental policy and laws in the sphere of waste treatment. Therefore, it would make sense to view the contents and meaning of waste treatment, to evaluate how well its elements are developed and how topical its issue are and how efficient methods and measures are compared to the experience of foreign states. The author of the article also analyzes the structure and definition of environmental policy from the point of comparative law in the European Union, EU member states and the Russian Federation. The author in detail describes the economic, envirommental and socio-psychological factors influencing the development and implementation of environmental policy.

Abstract:
Arrangement of protection of the state secret in the Russian Federation is closely connected with the question about granting access to the state secret to officials and citizens of the Russian Federation. Sometimes it is very difficult to define whether to grant access or not to persons who do not have special knowledge or skills. Based on the analysis of legally fixed decrees, the author of the article views the procedure for granting access and evaluates all changes in legislation as well as possible corrective actions. The author of the article also touches upon the question of granting access to the state secret to foreign citizens and non-residents as well as certain categories of Russian citizens.

Abstract:
The author of the article studies the development of the idea of military security in Russian politico military thinking during the post-Soviet period. The author provides the critics of the logic and contents of this definition provided in doctrine documents of the Russian Federation. The author concludes that, despute the fact that the process of development of the conceptual framework of politics in the sphere of national and military security has been completed, the terminology used in this sphere is still far from being perfect and needs further development It has been only the first step towards global changes and Russia's need in a new system of national and military security. In the future, the author plans on clarifying associated definitions and terms and even changing their contents for a more reasonable one at the doctrine and operational levels.

Abstract:
Based on the supposition that the starting point of military propaganda was the national socialists' coming to power in Germany, the authors of the article studied provincial print media, scenarios of parades, demonstrations and different festive activities. Patriotism and deliberate creation of the 'image of enemy' are viewed as the main goals of the policy aimed at increasing the defensive capacity of the country. Based on the author, Soviet military propaganda for the purposes of increasing the country's defensive capacity was quite successful.

Abstract:
The author of the article puts forward arguments for basing state anti-crime policy on criminological findings. To the author's opinion, this is the key to success of the Russian federal security service and the fight against terrorism and terrorism financing. The author describes special feautures of the influence of the external factor on terroristic crime and focuses on the problems of detecting the sources and channels of terrorism financing based on the results of criminological researches.
