Abstract: The subject of the study is the economic relations of the regions of the Russian Federation within the framework of foreign trade relations with non-CIS countries. The regions of the Volga Federal District of Russia are the object of research. The authors consider in detail such aspects of the topic as structural parameters of supplies of goods from abroad to the regions of the Volga Federal District; justification of their critical level in the context of the studied commodity groups and country differentiation; development of proposals aimed at the formation of selective and adaptive measures for the implementation of the import substitution policy to regional peculiarities. Particular attention is paid to the issues of substantiating the doctrine of the need for a selective regional strategy for the implementation of import substitution policy under sanctions pressure, which provides for the need to abandon frontal measures of state support in the sphere of emerging perturbations of external inter-cooperative relations. The main conclusion of the study is the need to implement a selective strategy for adapting the national economy to the localization of imports of goods and services based on the identification of regional features of import dependence in the context of key commodity groups. A special contribution of the authors to the study of the topic is the identification of possible threats to the sustainable development of regional economic systems in the context of sanctions, taking into account the structural analysis of import supplies from unfriendly countries. Based on the review, systematization and analysis of data from the Federal Customs Service, the key parameters of critical imports for the regions of the Volga Federal District are identified and the concept of implementing an adaptive import substitution policy is proposed.

Abstract: Currently, the development of urban agglomerations is recognized as one of the key prerequisites for accelerating the economic growth of large-scale economic systems. The study is devoted to the conceptual foundations of this process. The author considers the logic of the organization and development of agglomerations; identifies the features of the functioning of agglomerations in modern conditions; studies the principles that should underlie their development. The work is based on the use of data from the Federal State Statistics Service, and its methodological base includes general scientific methods of theoretical and empirical cognition. It is shown that a significant aspect of the functioning of the agglomeration is the close relationship between its elements. The importance of this aspect is also proved by the results of the analysis of the functioning of the Yekaterinburg urban agglomeration, which is characterized by the redistribution of functionality between its constituent municipalities. The suburbs increase their importance as a place to live in and work, while the central parts of the agglomeration retain the role of a service center. As a result of the study methodological principles of agglomerations development are formulated: a differentiated approach to determining landmarks, mechanisms and institutions of transformation processes, institutionalization of the object, the systemic nature of space transformation, the absence of barriers of interaction between elements, the availability of a resource basis for development. The results obtained can be used in the activities of public authorities that determine and implement regional policy.

Abstract: The subject of the study is approaches to conducting a comparative assessment of the activities of senior officials and executive authorities of the subjects of the Russian Federation. The object of the study is the regions (subjects of the Russian Federation).
The author analyzes the main approaches to conducting such a comparative assessment, including those used in the Government Methodology for evaluating the activities of senior officials and executive authorities of the subjects of the Russian Federation. Based on the identified shortcomings of existing approaches, the author suggests a new approach to conducting a comparative assessment of the activities of senior officials and executive authorities of the subjects of the Russian Federation, based on the use of a minimum set of objective indicators characterizing the level and quality of life of the population of the subjects of the Russian Federation. The author's approach is based on the comparison of the level and quality of life of the population of the subjects of the Russian Federation as the main results of the activities of senior officials and executive authorities of the subjects of the Russian Federation. To assess the standard of living of the population of the region, it is proposed to use the indicator "the size of the real per capita income of the population", and to assess the quality of life of the population - the indicator "life expectancy at birth". For a visual comparison of regions in statics and dynamics, it is proposed to track the place and trajectory of the image of the region in the space of two coordinates corresponding to the level and quality of life of the population of the region. To differentiate regions in accordance with the results achieved, it is proposed to use a quantitative measure of the distance between the indifference curves in the specified coordinate space. Thus, the proposed approach has a number of advantages, and can be used both by the executive authorities of the subjects of the Russian Federation and by researchers to conduct a comparative assessment and choose ways to improve the level and quality of life of the population of the regions.

Abstract: The subject of the research is the theory and practice of assessing the level of transport accessibility of the territories of the northern regions. The existing generally accepted methods for assessing transport accessibility are considered, which do not fully take into account the features of the transport system available in the regions of the North - the widespread use of temporary roads (winter roads). The article proposes a methodological toolkit for assessing the level of transport accessibility for the northern regions, consisting of the calculation of three main indicators that affect the rise in the cost of transport costs for the delivery of goods to hard-to-reach areas. The proposed methodological tools take into account the complexity and multilink of deliveries, the seasonality of the functioning of transport systems and the possibility of changing transport schemes. The novelty of the study lies in the development of the author's methodology for assessing the transport accessibility of the territories of the northern regions, taking into account the system of indicators that reflect the features of the formation and functioning of transport systems. The developed methodology makes it possible to obtain a coefficient that is proposed to be used as the main indicator when planning financial measures to support local economic systems.The author proposes to apply this methodology in the distribution of regulatory measures, including: budget loans and regional subsidies aimed at covering transportation costs within the framework of the "northern delivery" of goods. When developing this methodology, the main condition was met, under which the price of delivery is not taken into account, which makes it possible to use the result of the assessment in planning the volume of financial support and not depend on fluctuations in prices for transport services.

Consumers faced heavy taxes on imported goods and services, as well as restrictions on movement between countries.
The article presents a detailed analysis of the consequences of Brexit for different parties of the negotiations, as well as illuminates the situation in 2021. As you know, everything has become even more complicated with the pandemic. In recent years, it has become increasingly difficult to reach a reasonable compromise on how to get out of this crisis: the UK economy is shaken by shortages of medical equipment, hospitals, and resources to save enterprises from COVID-19, while the introduction of new taxes on trade with the European Union is becoming more complicated due to Brexit.

Abstract: The subject of the research reflected in this article is climate change, which causes serious problems in the development of agriculture in the world. This is especially true in countries where the place and role of agriculture in the economy are decisive. Russia also belongs to them. Changes in solar activity combined with large-scale transformations of agricultural holdings lead to rapid changes in the sectoral structure of agricultural enterprises and agriculture at the national level. The article reveals the features and current state of the agro-industrial complex of Russia on the example of the southern regions, which are considered the most favorable for agriculture. The main conclusions of the study are the identified future trends in the development of agriculture in the southern regions of Russia, taking into account changes in climatic conditions, namely:
1) the beginning of a gradual change in the production focus of individual regions towards completely new crops for climate-altered natural conditions of agricultural lands;
2) the consequence of global warming for agriculture is a reduction in agricultural production due to a decrease in crop yields and livestock productivity, but this is not a negative factor, since the expansion of soil fertility (geography of favorable conditions for agriculture) will allow to optimize yields with a higher economic effect (to cultivate land where the early there was a climatic opportunity for this, to use the most fertile areas for growing new valuable crops).

Abstract: The search for the factors that launch the mechanisms of economic dynamics remain polemical and generate contradictions between various economic schools and directions. This is caused by the differences in fundamental approaches, as well as by conjunctural transformations that initiate new forms and instruments for activation of economic growth in modern reality. The debates and works dedicated to the contribution of nonmaterial factors to the dynamics of the key macroeconomic indicators of regional systems are particularly acute. In this regard, it is an essential methodological aspect in studying the regional development is the application of approaches that are based on the principles of reputation economics, which covers the reproduction processes through the prism of reputation capital. Considering the relevance of this problem, the author carries out comprehensive analysis of the impact of the reputation capital of the region (classified as intangible assets) upon the growth of business activity of the economic agents. Leaning on the methods of building the system of recursive equations, the key patterns of the impact of reputation upon activation of economic activity in the region are determined. Substantiation is given to the main vectors of implementation of government regional policy through the prism of the theory of reputation economy. The article offers an interpretation, which discloses the priorities and peculiarities of regional development in the era of the Fourth Industrial Revolution, as well as the specific features of strategic territorial management.

Abstract: The subject of this research is the economic relations concerning the development of the model of inclusive development of the region based on transformations implemented in the field of digitalization of economic relations. The object of this research is the regions of the Volga Federal District. The authors dwell on the aspects and peculiarities of formalized assessment of the inclusive model of economic growth in the regions, taking into consideration the built integral indexes of digitalization of their socioeconomic systems, as well as aim to build integral indexes that characterize the key vectors and development trends of the analyzed categories with subsequent construction of models that assess the degree of their interrelation. Special attention is given to questions of comparative analysis of the regions of the Volga Federal District in accordance with the determined parameters and peculiarities of the developed model of inclusive economic growth. The main conclusions lie in the provisions, according to which regions with the higher level of inclusive development demonstrate better indicators of socioeconomic development. The authors’ special contribution consists in the construction of time series that assess the quantitative and qualitative parameters of digital transformation of the regions and the degree of development of their models of inclusive growth, which allows acquiring new results that would reveal the peculiarities and prospects of regional development in the new economic conditions. The author not only determined the degree of impact of digital transformation processes upon the prospects for the transition of the regional socioeconomic systems to a new, inclusive type of development, but also to formed the basis for further expansion of the approaches used in economic theory for studying the economic dynamics.

Abstract: Economic zoning is an important instrument of regional policy; however, its impact upon solution of the territorial issues of macroregions that are built on other (noneconomic) grounds remains quite ambiguous. This research is dedicated to verification of the hypothesis on possibility of reducing the discrepancy between the parameters of territorial development as a result of their unification into a macroregion, which is formed primarily on the administrative principles. Research methodology leans on assessment of the parameter variations of interterritorial disparities in retrospect; methodological toolset includes the calculation of coefficients that characterize the degree of heterogeneity of cumulative data (coefficients of variation, asymmetry, and excess). The article uses the example of the Ural Federal District. The conducted analysis reveals that the scale of intraterritorial disparities typical for the district at the stage of its formation has not decreased over time; moreover, the difference between the parameters of the development of individual regions has increased. It is proven that the unification of territorial systems solely through administrative transformations does not mitigate the problems of excessive asymmetry of their development; and connectedness of the regions that proceeds from such transformations is often nominal. The acquired conclusions offer a critical insight into the instruments for managing socioeconomic processes in the territories of different levels, and can be taken into account in implementation of the regional policy.

Abstract: At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

Abstract: One of the key priorities of the modern Russian domestic policy lies in gaining competitive advantages in solution of the tasks of global scientific and technological frontiers as the basis for sustainable economic development. Russian economy is oriented towards seeking new growth drivers through technological changes in both traditional and new technology, products and services markets. A breakthrough in the sphere of innovations is possible in the conditions if the applied science would create the system of advanced scientific-technological platform, which is human centered and more resilient for the future. Thus, in the context of drastic technological and structural shifts in the global economic system, Russia’s task of transition towards the new stage of scientific revolution acquires particular relevance. The goal of this article consists in the analysis of scientific and innovation development of the Russian Federation and its regions under the new conditions. Analysis is conducted on the fundamental trends within the framework of transition to a new technological structure, scientometric indicators worldwide, Russia and the Republic of Tatarstan in the context of the prospects for the country’s accomplishment of the new objectives of global scientific and technological agenda. The author determines the central problems in building the integral domestic innovation system in the conditions of external factors; develops the original approach towards assessment of scientific capacity of the universities and academic institutions in the technological paradigms of the Industries 4.0 and 5.0.

Abstract: Differences between the territories in economic-geographical situation, socioeconomic development, and political conditions of economic activity, the accumulated knowledgebase and competences, generate nonuniformity of the innovation space, where each region is unique and has its own innovative trajectory of innovative development trajectory. The subject of this research is the the process of formation and development of the regional innovation system (RIS) of Primorsky Region. The hypothesis is advanced that the RIS of Primorsky Region has certain peculiarities substantiated by the impact of economic-geographical location, which are reflected in engraining the specificity of marine management in localized innovation processes. The object of this research is the Kaliningrad Oblast located on the coast of the Baltic Sea. The article covers the period from 1945 to 1990, which allowed determining the peculiarities of the three stages of the life cycle of RIS  (origin, development, and maturity), as well as assessing the influence of the factor of coastal location  upon them. The author examines the qualitative and statistical data that characterize the five components of RIS: human resources, infrastructure, research and development, innovation environment, and framework conditions. The novelty of this work lies in application of comprehensive approach towards studying life cycle of RIS in its structural complexity in different time periods, as well as in consideration of coastal specificity of the economy. It is demonstrated that the RIS of Kaliningrad Oblast of the Soviet period specialized in marine management, formed as a result of concerted efforts of the government.

Abstract: This article is dedicated to examination of the questions of interinfluence of digital and traditional economy in the regions of the Russian Federation. On the one hand, digital economy stimulates the development of traditional economy; while on the other hand, digitalization requires acquisition of equipment, digital communication services, software, and recruitment of qualified personnel. The interaction of digital and traditional economies differs in the regions with commodity sector, industrial regions, mixed economy regions, metropolitan areas, and territories with low population density. The growing importance of digital economy in the overall development of the regions and the country requires comprehensive examination of digitalization processes with regards to both, economy and society. The scientific novelty consists in the use of big data for tracing correlations between the available indicators of development of digital economy and various aspects of traditional economy established in the Russian region. Based on the database of the Unified Interdepartmental Information Statistical System, the author constructed scatter diagrams, calculated correlation coefficients and trend lines to determine the interdependence of these indicators. The article examined the link between the number of personal computers in the region, level of public access to the Internet, GRP, cost of labor, and users of satellite communication systems. The author determines the instances of positive and negative interinfluence, and discusses the probable causes their different vector.

Abstract: The subject of this research is determination of the peculiarities of assessing spatial characteristics of the development of socioeconomic systems of different scales. Special attention is given to the author’s approach towards assessment of economic space, which can become the basis for universal methodology suitable for comprehensive characteristics of spatial specificity of the economic phenomena and processes. The methodological framework of this research is comprised of the general scientific methods of theoretical and empirical cognition (scientific abstraction, analysis, and synthesis), as well as special methods of comparative analysis (Theil index and Hall-Tideman index). As a result of generalization, systematization and critical reevaluation of the methods of assessing the characteristics of economic space presented in the scientific literature, the author offers an original approach. It is based on the analysis of such spatial characteristics as asset security, homogeneity, and coherence. The peculiarity of this approach lies in consideration of the parameters of localization of objects, as well as the specificity of socioeconomic conditions established in the territory. Testing of the author’s approach allowed comparing the spatial characteristics of the development of foodservice industry in the regions of Middle Ural. It is revealed that Sverdlovsk Oblast outstrips Perm Krai in the level of foodservice industry (although its regional space is more heterogeneous), and the Perm Krai is characterized with a higher concentration of food services. It is proven that the proposed approach towards assessing the economic space can underlie the applied in practice methodological toolset; and thus, is promising for implementation in managing spatial transformations of the country and its separate territorial units.

Abstract: The object of this research is the spatial boundaries of innovation clusters in the Volga Region economic space. The subject of this research is modeling of the processes of innovation transformation and the zones of distribution of externalities of cluster development. Innovative clusters are viewed as an advanced form of territorial organization of production and the foundation of socioeconomic development of the region in the current context. The formation and development of innovation clusters in the Volga Region is analyzed within the framework of its impact upon transformation of the economic space. The key aspects of transformation of the economic space are determined. Special attention is turned to heterogeneity of the distribution of externalities of clusterization processes in the Volga Region. The conclusion is made on signigicant unevenness of the distribution of clusterization processes in the Volga region economic space. Volga Region has territories with one or several centers of clusterization of the economic space (the Republic of Tatarstan, Bashkortostan, Udmurtia, Ulyanovsk Oblast). The author reveals the territories that are influenced by clusterization of the neighboring regions. The main result of the conducted research lies in definition of spatial boundaries of the processes of clusterization of production in the Volga Region. The author's contribution consists in identification of spatial zones of innovation clusters, such as the core, the center of the cluster and its periphery, based on transport accessibility.

Abstract: The article considers the organization of strategic planning for the development of infrastructure systems in the economic space of the region. The subject of the study is the processes of strategic planning of infrastructure systems in the region. The purpose of the article is to study the features of strategic planning for the development of electric power infrastructure systems in the economic space of the region. The theoretical and methodological basis of the study was the theory of spatial development, strategic planning, infrastructure systems and methods for assessing their impact on the socio-economic development of territories. The properties of infrastructure systems as an object of strategic planning are determined. From the position of the institutional approach, the features of the formation of the strategy for the development of infrastructure systems in the region, the multilevel nature of the planning subjects are revealed. The authors analyzed the organization of strategic planning of spatial infrastructure systems in the management of regional development on the example of the electric power industry. The institutional environment for the development of electric power infrastructure in the Russian Federation is considered on the basis of an analysis of the timing and frequency of preparation of strategic documents, consistency of development goals. Strategic risks of not implementing strategic planning documents have been identified. On the example of the Sverdlovsk region, the balance of strategic investment and socio-economic planning for the development of territories and electric power infrastructure is analyzed. The actual tasks of strategic planning for the development of infrastructure systems are identified, which consist in ensuring connectivity, synchronicity of territorial development plans with infrastructure development, consistency of planning processes, implementation of regional and corporate sector development strategies.

Abstract: The object of this research is the potential of innovative development of Volga Region. The subject of this research is assessment of the processes of innovative transformation of economic systems of Volga Region. Special attention is given to the analysis of peculiarities of spatial distribution of the potential for the development of innovative economy in the context of cluster policy. The author examines the dynamics of cluster formation in the Russian Federation and Volga Federal District, as well as the level of institutional development of the clusters formed in the Volga Region. Based on the previous research, the geographical zones of Volga Region are classified by the author into macroregions, districts, and interregional clusters; on each level of the proposed multilevel model can be determined the leading region and lagging regions. For assessing the innovative transformation of economic systems of Volga Region, the author developed the methodology for comprehensive analysis of innovative development potential of the regions. The outcome Index of innovative development potential of the region (IRIDP) is formed on the basis of four subindexes: index of economic potential of innovative development (IEP-1); index of human resource potential of innovative development (IHRP-2); index of financial potential of innovative development (IFP-3); index of scientific and technological potential of innovative development (ISTP-4). In the course of analysis of the processes of clusterization of the economy of Volga Region, the author determined a significant differentiation of economic space from the perspective of institutionalization of clusters. Nonuniformity of distribution of the clusters by regions, as well as differences in the level of their development, are substantiated by the objective economic-geographical prerequisites and by the performance regional authorities within the framework of federal cluster development projects. The formulated conclusions can serve as the foundation for the formation of spatial contours and vectors of a new stage of clusterization of the economy of Volga Region; its implementation of should consider the complementary nature of innovative and cluster activity of the regions.

Abstract: The subject of this research is the theory and practice of assessing transport accessibility of the territories of northern regions, where the absence of all-season overland communications render impossible their comparison and analysis. The common type of communications in northern regions are winter/ice roads, which are not usually included in analysis of infrastructure and transportation accessibility of a territory. Inclusion of the variable of seasonal communications is substantiated by the absences of alternatives in northern regions. The tools for assessing transport accessibility of the territory are developed using the integral index method, which allows determining the differentiation of variables of weighted average time and monetary costs on freight transportation. Such method based on the cost and time assessment of the transportation-logistical expenses allows accounting for changes in the transport complex, related to development of transportation network in the region, reflected on all stages of the logistical process. The developed methodological toolset is based on the classic methods of assessment of regional transportation system, while at the same time presents novelty, as it includes the presence of seasonal types of transportation communications in northern regions of the country and their logistical component, allowing to fully assess the peculiarities of transportation systems in the northern regions. The conducted analysis of the variables of the territorial structure of transportation network of the Sakha Republic (Yakutia) revealed heterogeneity in transport accessibility of municipal regions of the Sakha Republic. Results of the analysis of the level of differentiation of transport accessibility of municipalities through methods demonstrated a heterogenic differentiation, influenced by the vastness of the territories, low density of population, as well as sparseness of settlements of the Artic regions among number of other factors.

Abstract: The subject of this research consists in elaboration of the formalized assessment methods of the impact of reputation capital of the region upon the quality of life of the population. The object of this research is the Republic of Tatarstan. The authors substantiate the need for examining the nontraditional productive factors that determine the impact of economic development of the territories in the conditions of globalization of reproduction processes. It is underlined that at the current stage of development, it is important in the models of economic growth to take into account reputation potential of the region as one of the crucial generators of socioeconomic development in the context of digitalization of economic relations. Particular attention is turned to the questions of assessment of cumulative indexes of reputation of the territories, which form the foundation for formation of econometric models. Based on the proposed methods and approaches, the authors develop a model that in a formalized way allows determining the degree of impact of reputation capital of the region upon the parameters and dynamics of the income per capita as a paramount indicator of the quality of life. Application of the proposed methodological tools allowed substantiating the prospects, reasonableness and relevance of using with regards to the models of regional economic growth the exogenous factors, which characterize the level of development of nonmaterial factors of production. The obtained results prove the substantial correlation between the analyzed statistical arrays. It is established that augmentation reputation capital of the territories is an important task in the era of digitalization and globalization.

Abstract: The goal of this research consists in the analysis of trends in a compositely structured index of the “quality of life”, and analysis of sensitivity of a complex indicator by separate factors and cross-section of population of Krasnodar Krai. Based on the acquired results, the author builds a mathematical economic model for the analysis and forecasting of changes in the quality of life of the population of Krasnodar Krai in the context of diverse clusters of municipal formations, as well as compares different functions of approximation. The subject of this research is the socioeconomic interaction within the regional system of Krasnodar Krai. The article carries out a retrospective analysis is conducted on the most important indexes characterizing the subject field, correlation-regression analysis of variables, and sensitivity analysis based on the coefficients of elasticity of private factors. The author’s main contribution into the research of this topic lies in building the regression models of the quality of life index of the population of Krasnodar Krai in the context of diverse social clusters, as wll as in determination of the degree of impact of separate social, demographic or economic factors upon complex indicator. Such models allow forecasting and carrying out experimental modeling in this area.

Abstract: The subject of this research is the internal and external boundaries of Volga Region as a macroregion applicable to the task of development economic clustering model of its regions. The object of this research is the correlation between administrative-territorial boundaries of Volga Region and its economic zoning. The author examines the historical and other prerequisites for emergence of the set of contradictions between economic zoning, defined by the economic-geographical factors, and administrative-territorial division. Special attention is paid to the theoretical concepts and practice of economic zoning in the territory of Volga Region, presenting the results of clarification of the categorical apparatus applicable to the topic of research. The main conclusions of the conducted study consists in presence of the basis for formation of economic space of the Volga Region, as well as Volga – Pre-Urals vector of economic integration. The article also determines the instability of spatial boundaries of Volga Region as a macroregion during the XX – XXI centuries and highlights the key contradictions. The author’s contribution into research of this topic consists in determining two main approaches towards spatial selection of interregional clusters of economic integration within Volga Region.

Abstract: The subject of this research is energy saving of the served thermal energy in thermal energy supply by the producers and in heating of the objects by the consumer. The goal of this work is to reveal the potential of energy saving of served thermal energy as a tangible target of economic policy of the region. The results of this research demonstrate the energy saving potential from served thermal energy of Russia’s northern region, as well as the potential for energy saving by the consumer of thermal energy. The results of this research can be applied in calculated targets of energy saving of served thermal energy in the Sakha Republic (Yakutia), as well as a method of calculation for other regions and consumers. The targets can in turn serve as encouraging motives for a more active crediting of thermal energy saving by commercial banks and/or venture funds created for these purposes. The author utilizes the method of marginal comparative analysis of actual expenses of a company in heating with normative and tax expenses. The scientific novelty consists in precise delineation of the zones of responsibility in the area of thermal energy saving between thermal supply of the producer and heating of the consumer, combination of various method in determining the potential of thermal energy saving in the region and separate objects of heating, as well as continuity in introduction of heat-saving measures in heating of objects.

Abstract: The subject of this research is the organizational-economic mechanism of managing regional property as a combination of means and methods of achieving goals of the managing system regarding the collectivity of managed objects and subjects, based on the objective economic laws and social processes in the set institutional conditions. The indicated mechanisms are studied from the perspective of their transformation and mutual influence. Special attention is given to such modern organizational-economic mechanism of managing regional property as distributed use of the elements of the regional property complex. It is substantiated that distributed use as a promising organization-economic mechanism of managing regional property allows achieving an economic effect by transition towards network forms of organization of the economic space. Assessment of the economic effect, which is based on imitation modeling of the change in net result of economic activity of the subjects from various regions, in increasing volume of production as a result of implementation of measures on stimulation of the internal demand by the regional authorities, demonstrates that application of distributed use as a mechanism of managing regional property ensures increase in net result of economic activity by an average of 4.4%, while expanding investments into the main capital with set parameters dilutes the net result by an average 0.9%. The regions can also gain additional economic effects from increase in revenue and economy on the costs of proprietors transferred into distributed use of production capacities.

Abstract: This article explores the problems of state support of the development of multi-cluster formations on the bases of mechanisms of production integration within the frameworks of joint projects of industrial clusters. The goal of this research consists in analysis of the dependence of the size of federal subsidy for implementation of joint cluster projects upon the achieved and planned indicators of cluster development within realization of the project, as well as determination of the correlation between cluster development factors. Analysis is conducted on 38 industrial clusters across regions of Russia. The work presents results of the study of interdependence of state subsidization of joint projects in terms of the Russian industrial clusters and indicators of cluster development. The author determines the innovation-technology vector of state support of joint projects of the participating industrial clusters; as well as underlines lack of strong link between the indicators of cluster development and the amount of federal subsidy for realization of joint projects, excluding the indicator of “quantity of conversions in the technological cluster chain”. The conclusion is made on the absence of strong link between the size of federal subsidy and the indicators of realization of joint projects within the framework of industrial clusters.

Abstract:  
The object of this research is the regional tourist flow. In this article it means tourist flows of various sizes, density and intensity, directed to the constituent entities of the Russian Federation, total number of which is 85. The subject field of this research consists in optimization of regional tourist flows. Special attention is dedicated to the realization of this task through economic and mathematical modeling for the processes of formation and development of tourist flows. It is assumed that these flows can be specifically optimized by increasing their size, redistribution of tourists between segments of a flow, creation of its new segments and restriction of the flow growth in emergence of such fairly new phenomenon as overtourism. The conducted research allowed concluding that the tourist flows in the constituent entities of the Russian Federation differ in size and structure. Most of them have formed without the due scientific and economic justification or optimal connection to the existing tourist-recreational resources. As a result, the regional targeted programs of tourism development are not being implemented to the fullest extent. The novelty of this research consists in substantiation of the need for optimization of the structure of regional tourist flow on the basis of complex approach, as well as suggestion of the economic-mathematical model for such optimization.

Abstract: This article presents the methodological approach towards improvement of the mechanism of state regulation of the local housing market. In the current conditions, the effectiveness of management is affected not only by the level of strategic substantiation of the policy, but also budget restrictions, which the territorial authorities can allocate for the development of housing market of the territories. Improvement of the mechanism of state regulation of the local market is possible by optimizing the mechanism’s structure through selection an optimal combination of instruments capable to ensure maximum effect from implementation. The author applies simplex approach for acquiring optimal structure of allocation of budget means in accordance with the factors of effective allocation, defined by the situation in the local housing market. This article presents the results of testing of such method on the example of the subject of the Russian Federation with budget constraints – the Republic of Buryatia. In accordance with the obtained result, the author makes recommendation on reallocation of budgetary funding of the regulatory instruments of the local housing market that allow improving the efficiency of housing policy.

Abstract: The subject of this research is the main scientific approaches and problems towards formation of economic clusters in Russia considering the regional specificity. The goal of this work consists in the need for scientific analysis on the basis of the conducted grant research of the practical peculiarities of creation and implementation of cluster method in the development of regional economy. The results are valuable for the financial and legal specialists involved in promotion of innovative approaches to the development of production areas. The highlighted in the work recommendations may be used as the framework for future federal and regional programs aimed at optimization of the development of core vectors of national economy. The project is oriented towards identification of the role of cluster method in the economy of the country. Using the data acquired as a result of determining the role of cluster method in economic spheres, the author reveals the development trends of the industrial and agricultural regions from the perspective of achieving financial goals of economic development. The need is substantiated for using the unified platform for interaction between the economic entities interested in the joint financially significant activity, which allow introducing incentives for entrepreneurial and business forms of cooperation aimed at solution of the important economic objectives. This would allow making adjustment for ensuring growth of the socially significant indexes that stimulate positive dynamics of the expansion of financial sectors of territorial development.

Abstract: The subject of this research is the development of the concept and methodological approaches towards formulation of the theory of reputation economy applicable to the regional economic systems. This suggests not only formulation and substantiation of theoretical foundations, but also securing theory with practical recommendations based not so much on the methods of qualitative analysis, as on the methods of quantitative modeling of the studied processes using a wide variety of mathematical models. The object of this research is the Republic of Tatarstan. Special attention is given to the formalized assessments of the impact of reputation capital of the theory upon the parameters of its investment activity. The developed methodological approaches form the foundation for its further improvement and may enhance a dialogue on the indicated problematic – assessment of the impact of the reputation of theory upon investment processes. The scientific novelty of this research consists in the formulated conceptual approach of quantitative assessment of reputation capital of the region, as well as towards the development of the theory of reputation economy applicable to the regional economic systems. The research results determine the quarterly values of integral indexes of reputation capital of the Republic of Tatarstan over the period from 2013 to 2017, which formed the basis for structuring the econometric models of its influence upon the parameters of investment activity of the territory.

Abstract: The Association of Southeast Asian Nations (ASEAN) is viewed as an important partner in the area of economic cooperation by such countries as Russia, United States, Japan, China, and the European Union. For India, this regions is extremely important for gaining access to new market channels, as well as establishment of geopolitical influence over neighboring countries. However, the association actively cooperates with China, which causes certain competition for leadership in the region and heightens India’s interests towards the countries of Southeast Asia. The subject of this research is the economic aspects of bilateral relations between India and ASEAN in the 1990’s. Studying the development of economic cooperation between India and ASEAN in the 1990’s is highly relevant, as the relationship between the countries is the key element of foreign policy and major vector of India’s Look East policy. The scientific interest is substantiated by the ability to analyze factor that influences the bilateral relations, as well as determine potential obstacles in their development. India’s approach to ASEAN is also motivated by the political interests. It is evident that due to the rich resource base alongside scientific and technological potential, the countries of Southeast Asia appear to be strategically important for India. Besides the resource objectives, the alignment with ASEAN opened an opportunity to access the new markets, namely East Asia and Pacific Rim.

Abstract: The subject of this research is the correlation between criteria of allocation of state subsidies to regional budgets and the dynamics of interregional inequality by budgetary capacity, measured on the basis of indicator proposed by the author. The object of this research is 83 constituents of the Russian Federation. The timeframe of the research includes the period from 2012 to 2014. Special attention is given to one of the key tasks of the state budgetary policy with regards to equalizing the constituents of the Russian Federation in budgetary capacity. As the means for solution of this task, the author considers the federal budget allocations to regional budgets for the corresponding purposes. The peculiarities of the technique of spatial allocation of state subsidies include: application of indicator proposed by the author that allows measuring budgetary capacity of the constituents of the Russian Federation; modification of the criteria of spatial allocation of state subsidies contained in methodology of allocation of funds for equalizing the constituents of the Russian Federation in budgetary capacity approved by the government of the Russian Federation. The scientific novelty consists in the development and testing of an alternative to official methodological approach towards allocation of federal subsidies for equalizing the Russian regions in budgetary capacity, which imposes fewer requirements on the size of the initial data sets, as well as features the more “transparent” and less complex algorithm of calculation procedures.

Abstract: This article is dedicated to the analysis of clusters as a new unique factor of increasing competitiveness in modern economy. The  author examines various approaches towards examination of the concept of clusters, determines their characteristic features and generated effects. The description is given to common and specific features of clusters. Particular attention is paid to the presence of synergetic effects in cluster due to its special structure. Based on the Triple Helix Model, the author reveals the mechanism for generating innovations as a result of interaction of the key economic agents within the framework of the cluster. The author presents an original definition of clusters. The conclusion is made that the characteristic features of clusters and the emerging within them synergetic effects increase competitiveness between the separate members of cluster and the cluster as a whole, as well as competitiveness of the region, in which the cluster is located, thereby leading to increased competitiveness of national economy.

Abstract: This article is dedicated to examination of the concept of universal basic income and its impact upon improvement of the indicators of human capital, inclusive growth and development, as well as its application in the Russian regions of the Russian Federation. The subject of this research is the implementation of basic income in Russia. The authors review the theoretical foundations of the universal basic income, as well as the history of establishment of scientific thought. The most significant experiments of implementation of universal basic income and their effectiveness are considered. The scientific novelty of the research consists in the following: 1) the acquired results allow determining the need for implementation of universal basic income within the framework of strategic development of the Russian Federation; 2) such approach has not been previously applied in the strategies of regional development of the Russian Federation, because the improvement of living standards in the conditions of automation and industrial revolution, is possible with consideration of greater amount of factors where government plays the leading role. An attempt is made to identify the link between human capital, inclusive development and introduction of experimental basic income. The authors review and generalize the most considerable experiments on implementation of universal basic income and its impact upon the establishment of human capital and inclusive processes; as well as substantiate the need for conducting experiments on implementation of universal basic income for solving socioeconomic issues.

Abstract: Analysis of the factors influencing the dynamics of the products delivered to a region (on the example Yakutia) is the priority objective of the government in the context of socioeconomic development of the territory. An attempt is made to determine the correlation of the region’s capacity of energy, road network, transport and communications infrastructure, agglomeration factors, labor and capital with the output in the Northern region. Due to the costliness of factors in the North, it is always a matter of choice between the development of social infrastructure and rotational system. In the course of the analysis, the author applies the indexes of labor, capital, agglomeration and infrastructure capacity, as well as the volume of shipped products in accordance with the regional statistical data over the period from 2006 to 2016, operational data of sectoral ministries, results of 2002 and 2010 national censuses. The author applies the method of indexes of the factors cited for comparability to the dimensionless numbers from 0 to 10. The scientific novelty lies in the original combination of the analysis techniques of the impact of factors upon the volumes of shipped products. The author attempts to consider the effect of fluctuation of the ruble’s exchange rate upon the regional turnover distributing products at world prices. A profound retrospective and comparable data set allowed acquiring the most realistic results.

Abstract: The isolated lifestyle of the indigenous monitories of the North along with the minimized outside interaction becomes a hampering factor in development of secluded territories within any country.  In majority of countries with historical presence of indigenous people have unresolved issues pertaining to preservation of ethnic peculiarities of the indigenous lifestyle, including problems in the area of financial and social support. In the life on the territory of the ancestral habitat and preservation of ethnic customs, peoples of the North possess certain sources of material aid. Financial aid is given to them in forms of subsidies, grants, and one-time payments. In the course of this research, the authors studied the legislative bills, articles and monographs of foreign and Russian researchers, and volumes of statistical data pertaining to the instrument of support of the indigenous peoples of Russia and other territories. The research allowed determining the fact that in the group of countries in question the mechanism for support and preservation of the cultural heritage of the indigenous peoples of the North are very relative and carry attributes of formalism, which testifies to lack of effort spent on tackling this issue. There is a need for global transformation of the existent instruments of social support for the indigenous minorities of the North, which should have been enhanced by the experience of other states in the area of support and stimulation of the life of the indigenous peoples. The scientific approach towards the study of the livelihood of the indigenous minorities of the North allowed formulating new and efficient instruments for social support.

Abstract: This research explores the factors contributing to losses in traditional nature management of the communities of indigenous minorities of the North. The object of this research is the territory of negative impact upon environment in designated activity of industrial companies and its impact upon natural habitat, traditional livelihood, as well as economy and industry of the indigenous minorities. The authors examine the methodical approaches towards assessment of losses in reindeer herding, economic parameters contributing to losses and decrease in revenue for the local communities due to industrial development of their territories. The research is based on the practice of conducting scientific research on assessment of negative impact upon natural habitat of the indigenous minorities of the North in the territory of the Sakha Republic (Yakutia). Advancement of the proposed approach towards assessment of losses in private reindeer herding is based on the working methodical approaches towards economic assessment of biodiversity and designated industry in the territories of traditional nature management of the indigenous minorities of the North, Siberia, and Far East of the Russian Federation. The advantage of this method consists in simplification of accounting of the gross revenue from the perspective of agriculture. The studied approaches towards accounting of losses in reindeer herding alongside the industrial companies in the territories of traditional nature management are based on the resource approach with indirect calculation of losses. The calculation of the gross revenue is done using accounting of the cost of animal husbandry product and formation of revenue in agricultural organizations.

Abstract: This article explores the concept of inclusive growth and regional development of the Russian Federation, as well as their key performance criteria. The object of this research is the inclusive growth and regional development of the Russian Federation. The subject is the key national performance criteria of inclusive development. The authors carefully examine the concept of inclusive development as the new economic model aimed at creation of the balanced socioeconomic system, with consideration of social equality, environmental factors and natural resources. Special attention is given to the methodology of assessment of inclusive development proposed by the experts of the World Economic Forum in 2017, the tailored version of which is applied in study of the Russian regions. The article conducts an assessment of the inclusive growth index of the Russian regions based on the comparative analysis of the national key performance criteria of inclusive development. The authors calculate the composite index of inclusive development of the Russian regions. The scientific novelty lies in advancement of the theory of regional economy based on the expansion of theoretical-methodological approaches to assessment of inclusive growth and development of the Russian regions. Practical importance lies in calculation of the inclusive development index, which can be applied in the process of elaboration and implementation of the federal and regional programs, as well as development strategies of the Russian regions.

Abstract: Globalization of the economy encourages the escalation of innovation activity; development of the interfirm collaboration and chain organizational structures; functional integration and cooperation within the firms alongside state and private laboratories, universities; as well as transformation of the business models. The authors examine the theoretical-conceptual basis of the regional innovation system under the conditions of the so-called “glocalization” of the economy. The evolution of network approach in the research of foreign authors is presented. The subject of hits work is the establishment and development of regional approach towards the examination of innovation processes. The article demonstrates the factors that substantiated the transition from the dominant over many years in theory and practice innovation activity of the concept of national innovation system to the concept of innovation systems of the regions. The network approach towards establishment of the innovation systems of the regions is rationalized. The authors form an original perspective of the premises of development of the theory of regional innovation systems, as well as substantiate the advantaged of examination of the innovation processes at the regional level.
