Abstract:
This article is dedicated to designing of the transport and logistics systems with built-in resistance to structural failures. The sustainability indicators reflect the impact of the failure of one or several hubs (communication channels) upon working capacity of the already functioning system. In the process of designing the system, the sustainability indicators also provide opportunities for optimizing its structure from the perspective of set reliability expectations. The authors give attention to the modeling of the transportation and logistics system on the basis of theoretical-graph toolset, as well as propose sustainability indicators and articulation of optimization task. The structure of transportation and logistics system is described using the instruments of graph theory, definition of the task is presented using the criteria of optimization theory, and limitations are the feasible solutions on graphs are established in the matrix form. The authors suggest a theoretical-graph description of the structure of the transportation and logistics systems, propose multiobjective goal setting, and introduce the concept of structural stability based on the indexes and their threshold values. Proposal is made on the approach towards designing the transport and logistics systems with set parameters of structural stability and tried it on test data.

Abstract:
The object of this research is the commercial block of the food industry. The subject of this research is the process of interconnection between sales and marketing of food companies. The goal consists in the analysis of the main schemes of interaction between sales and marketing. The author carefully examines the existing interaction schemes, describing their advantages and disadvantages. Particular attention is paid to the integration of marketing into the system of sales management, where marketing is not fully integrated into sales, rather marketing functionality is separate from sales and integrated into other divisions or is fully stand-alone. The method of partial integration of marketing into sales is based on the search for optimal solutions in pricing of the assortment, development of new products, as well as formation of incentive system for employee of the departments of sales and marketing. The results of this research solve an important task for the companies – to properly coordinate the interaction between sales and marketing, eliminate conflicts on various levels, as well as create a clear structure of operation for both departments to improve the bottom line. The scientific novelty of this research lies in systematization and generalization of the methods of interaction between sales and marketing.

Abstract:
The subject of this research is the model of business development that describes the dependence of ongoing volume of production from previous investments and intensity of wear of production capacities. The investment process is characterized by a delay between the moment of investment, actual return and its continuation, gradual decrease in the level of return, and discreetness of investments. In the process of modeling, discrete investment were replaced by an integral, which leads to integral-differential equation, and in terms of facile assumption to the linear standard differential equation of second order or their system, solved by the disharmonious fluctuations on the background of an aperiodic trend. As the method of analysis of correspondence of the model data with the actual dynamics of business development, the research utilizes computational solution of the emerging differential equations. Comparison of the model data with the known statistics reveals their adequacy to the current economic processes. Statistical data contains noise component, which consists of various economic and political factors and principally limits the precision of forecasting. Differences in the length of fluctuation periods by industries impedes analysis of the economic behavior as a whole. At the same time, forecast of crisis phenomena that emerge in superposition of the phases of industry fluctuations can be executed with sufficient level of precision.

Abstract:
The subject of this research is energy saving of the served thermal energy in thermal energy supply by the producers and in heating of the objects by the consumer. The goal of this work is to reveal the potential of energy saving of served thermal energy as a tangible target of economic policy of the region. The results of this research demonstrate the energy saving potential from served thermal energy of Russia’s northern region, as well as the potential for energy saving by the consumer of thermal energy. The results of this research can be applied in calculated targets of energy saving of served thermal energy in the Sakha Republic (Yakutia), as well as a method of calculation for other regions and consumers. The targets can in turn serve as encouraging motives for a more active crediting of thermal energy saving by commercial banks and/or venture funds created for these purposes. The author utilizes the method of marginal comparative analysis of actual expenses of a company in heating with normative and tax expenses. The scientific novelty consists in precise delineation of the zones of responsibility in the area of thermal energy saving between thermal supply of the producer and heating of the consumer, combination of various method in determining the potential of thermal energy saving in the region and separate objects of heating, as well as continuity in introduction of heat-saving measures in heating of objects.

Abstract:
The subject of this research is the organizational-economic mechanism of managing regional property as a combination of means and methods of achieving goals of the managing system regarding the collectivity of managed objects and subjects, based on the objective economic laws and social processes in the set institutional conditions. The indicated mechanisms are studied from the perspective of their transformation and mutual influence. Special attention is given to such modern organizational-economic mechanism of managing regional property as distributed use of the elements of the regional property complex. It is substantiated that distributed use as a promising organization-economic mechanism of managing regional property allows achieving an economic effect by transition towards network forms of organization of the economic space. Assessment of the economic effect, which is based on imitation modeling of the change in net result of economic activity of the subjects from various regions, in increasing volume of production as a result of implementation of measures on stimulation of the internal demand by the regional authorities, demonstrates that application of distributed use as a mechanism of managing regional property ensures increase in net result of economic activity by an average of 4.4%, while expanding investments into the main capital with set parameters dilutes the net result by an average 0.9%. The regions can also gain additional economic effects from increase in revenue and economy on the costs of proprietors transferred into distributed use of production capacities.

Abstract:
The demographic trends in social development have a basic foundation with regards to any other trends. Therefore, the management solutions aimed at rising birth rate, increasing longevity of life, and optimization of migration flows become an integral part of the federal and regional development strategies. Growing depopulation of the country actualizes studying of the problem of demographic development. The goal consists in substantiation and determination of the problematic aspects in the priority vectors of demographic development and tools of their implementation included into the Strategy of Socioeconomic Development of Lipetsk Region for the period until 2024. Analysis is conducted on the dynamics of demographic processes in Lipetsk Region for the period from 01.01.2017 to 01.01.2019. The author assesses the possibility of achieving target indicators of the regional development strategy by natural decline in population and size of population of Lipetsk Region of working age. The conclusion is substantiated on the inaccurate determination of regional demographic trends by the authorities in the current cycle; weak response to the regional demographic situation by making management decisions. The author proposes to modify the formulation of the goal of development strategy of Lipetsk Oblasts in demographic sphere.

Abstract:
The subject of this research is determination of the network interaction on the background of growth of entrepreneurial activity in the area of beekeeping in Primorsky Krai during late XIX – early XX centuries, as well as the interconnection between expansion of economic impact in entrepreneurship and functionality of social networks. The tasks of this study include identification and description of network structures, determination of the type of proximity on which they are based, and clarification of the specificity of the impact of network interaction upon development of beekeeping of Primorsky Krai of the late XIX – early XX centuries. Identification and description of network structures in this research is done using the tools of economic cartography, surveying, diachronic analysis, with reliance upon archival materials on inspection of peasant farms of Primorsky Krai in 1912. The scientific novelty of this research consists in revelation of the functionality of social networks in proliferation of new knowledge, economic practices and technologies. The work highlights two types of network structures, which depend on the type of proximity that underlies the interaction of economic agents. It is established that the development of beekeeping practice and entrepreneurship based on production of honey relates to the functionality of the network structures.

Abstract:
The deficit of subnational budgets and deceleration capital investments in multiple Russian regions increase the relevance of research aimed at improvement of tax incentivizing practice of the regional investment process. The studies focused on determination of the impact of socioeconomic and institutional factors upon the efficiency of investment tax expenses obtained wide circulation within the foreign scientific literature. The subject of this article is the assessment of sensitivity of the efficiency of regional tax expanses towards investment attractiveness of the types of economic activity carried out by the residents of territories of advanced socioeconomic development, created in the subjects of Far Easter Federal District. The scientific novelty and practical values of this research consists in substantiation of the reasonableness of assessment of investment attractiveness of the types of economic activity that are stimulated by tax incentives. Methodology for assessing investment attractiveness is proposed and tested. The conclusion is made that in case of low investment attractiveness of the type of economic activity, which was planned to support by tax incentives, it is required to conduct and additional analysis to avoid unjustified tax expanses.

Abstract:
The object of this research is the methods of multi-criteria selection. The subject of this research is the problems of application of hierarchical method of randomized composite indicators in solving the problems of multi-criteria selection. It is noted that in gradual synthesis of composite indicators of the highest hierarchical level, it is impossible to obtain the exact values or assessment of probabilities of dominance of the compared objects. Structuring the exhaustive set of values of weight vector of hierarchy allows obtaining these probabilities, but such approach is applicable only in case of small number of characteristics of the compared objects. For solving this task, the author employs Monte Carlo method, consisting in formation of random sample from exhaustive set of weigh vector of hierarchy and sequential assessment of essential characteristics. The article suggests the procedure for assessing probability characteristics of randomized composite indicators. The author develops and presents the software written on the R platform for realization of this procedure. An example of comparison of the investment projects, when selection is based on the probability of dominance, rather than the composite indicators, is demonstrated.
