Abstract:
This article focuses on the acceptance and approval of the Concept of the State Migration Policy of the Russian Federation until 2025 («Concept»). In this connection, there appeared a strategic document in the migration sphere.The research considers a comprehensive phased action plan for implementation in the 2012-2015 years of the Concept as a tool of the implementation of the Concept. In particular, the authors examined the specific activities associated with the economic effects of the implementation of this Concept, namely, to attract a permanent place of residence of our compatriots living in and abroad, as well as highly qualified and promising youth

Abstract:
The author of the article analyzes the effective legislation and draft laws aimed at improving the national system of combating money laundering and financing of terrorism and weapons of mass destruction. The author shares his suggestions on how to change and amend the existing laws. The author also describes results of researches on combating terrorism financing in Russia and gives recommendations on how to imporove it.

Abstract:
Economic development of the regions within the framework of developing a new model for the economic growth in Russia is defined by its main tendencies and the modernization results in the social sphere as the basis for the formation of the society, which shall live and support the position of Russia in the conditions of globalization of the world territorial development. The Russian regions differ greatly in the level of their economic and social potential, and the potential for the use of innovations. Most of the Russian regions announced their innovative development, however, most of the regions possess low potential, and there is need for specialized research in order to evaluate the possibilities for the transfer of their economy into the innovative type of development. A defining prerequisite for all of the regions is presence of industrial, educational, scientific and technological potential, regular and innovative infrastructure, investment and innovative activities of the enterprises. The educational potential of the region is an important element of innovative development, since the level of education of the population characterizes the human capital of the region, and efficiency of development of the regional education system. The level of education predefines the quality of specialists of the regional labor market. In this sense formation of the educational potential of the region should take place before the formation of its economic potential. And in this sense education is a factor for the development of science and science-intensive innovative economy. In this aspect the educational potential plays a defining role.

Abstract:
The author of the article analyzes the existing legal practice of involving road councils in public roads administration. The author studies the purpose, functions and legal base of road councils in foreign states. The author suggests provisions that would be acceptable for the Russian legislation and could ensure efficieny of road councils. At the end of the article the author makes a conclusion that it is possible to use the beneficial experience of foreign states in the Russian Federation.

Abstract:
The present article is devoted to studying the principle of centralism and decentralization in organization and activity by state authorities in the Russian Federation. The author of the article analyzes the role of this principle in the system of principes forming the basis of establishment and functioning of state apparatus in the country. The author studies the degree of reinforcement of the principle of centralism and decentralization in organization and activity of certain branches of state power. The author of the artilcle also describes a number of problems preventing from efficient implementation of the principle of centralism and decentralization in the process of formation and functioning of the Russian Federation state apparatus as well as develops and validates suggestions and recommendations on how to eliminate these problems.
