Abstract:
Lawful activities of the NGOs is impossible without the legal limits and the will of the state, which on one hand, allows their existence and establishes the legislative basis for their activities, on the other hand, throughout their activities it ensures a wide range of rights, supporting their participation in social and political life. Such a situation may be achieved by realization of specialized goal-oriented state programs, and introduction of tax relief for NGOs.

Abstract:
The article is devoted to the administrative legal means of fighting and preventing corruption in the sphere of social service, the author watches the genesis of development of the legal mechanism of fighting and prevention of corruption within the system of state service.
