Abstract: The article presents the main milestones of the UN's 25-year effort to create an international information security system (IISS). The subject of the study includes the activities of both universal and specialized UN platforms, where discussions on IISS issues take place, as well as an analysis of the key agreements reached in this area, including those related to the «triad» of the most prominent security threats associated with ICT. Special attention is given to the diplomatic efforts of the Russian Federation to promote «equal, open, and peaceful» interaction among international law subjects in the information space. Additionally, the article examines the disagreements between Russia and the United States regarding IISS issues. The study uses a dialectical approach to the analysis of international relations. It employs a number of general scientific methods such as induction and deduction, analysis, and generalization. It also utilizes branch methods of humanitarian research, including the study of global processes, such as formal legal analysis, situational analysis, content analysis. Conclusions: 1) It is possible to minimize the threats associated with the negative impact of ICT on the national information space and the world as a whole by consolidating the efforts of all participants in information exchange, with the leading role played by states and national governments. The United Nations is one of the most suitable platforms for this purpose, although it is not the only one. 2) Relations arising in the field of safe use of ICT are only partially regulated by current principles and norms of international law at the level of general prohibitions. 3) The main obstacle to developing uniform standards in the area of information security is the inability to reach consensus on issues such as prohibition of military and political use of ICT, attribution of cyberattacks, interpretation of information security terms.

Abstract: The article discusses the features of the implementation of the state program "Zemsky Uchitel" in certain subjects of the Russian Federation – in Kursk, Voronezh, Lipetsk, Saratov, Kaliningrad regions, in Primorsky Krai. The subject of the study included: the procedure and conditions for the implementation of the Program provided for by the resolutions of the Government of the Russian Federation; data on the quotas of vacancies provided for by the Program and their financing; regulatory legal acts ensuring the implementation of the Program in the subjects of the Russian Federation. The prerequisites and historical aspects of the appearance of the program "Zemsky teacher", the etymology of the terms "Zemsky teacher" and "Zemsky school" are also considered. The main research methods are comparative, formal-legal, design and theoretical construction. The novelty of the research consists: firstly, in a comparative analysis of data on the completion of the first year of the Program; secondly, in identifying the weaknesses and strengths of the Program and the level of its demand in various regions of Russia; thirdly, in developing a set of measures aimed at eliminating the "weaknesses" of the Zemsky Uchitel program". Main conclusions: 1) the regulatory framework of the Program requires further improvement, including at the level of regional legislation within the framework of the opportunities provided to the subjects of the Russian Federation to expand the list of benefits for the winners of the competitive selection; 2) it is shown that the suspension of the project in the future will mean the return of the problem of understaffing rural schools with teaching staff to their original positions.

Abstract: The object of this research is the processes of transformation of economy influenced by the advancement of digital technologies and its corresponding forms of education system management. The subject of this research is the changes in approach towards education of lawyers in the conditions of the advancement of digital technologies. The authors substantiate the relevance of developing a complex innovative model of education management and retraining of lawyers within digital economy; give brief characteristic to the degree of research of the problem of transformation of the legal education in modern Russia; present factors of transformation of legal practice and legal education in the context of digital economy. A conclusion is made, according to which the current transformation of legal education suggests the following: development of new conceptual and organizational-management approaches towards formation of legal education system; development of forms and vectors of legal education that correspond to the digital reality; update to the content component of legal education. The scientific novelty of the proposed approach towards reform of the legal education within advancement of the digital economy consists in its systematicity, comprehensive character and demonstrativeness, proposing consideration of the experience of legal training in other countries with advanced digital infrastructure, as well as Russian realities.
