Abstract: The subject of this research revolves around capabilities of modern marketing in the research of the tourism market. It demonstrates the importance of development of easy to access and simple to apply marketing tools for the tourism market that would be capable of tackling the research tasks. It is established that the widely used market research methods in the tourism sphere include analysis of documents, consumer polls, expert assessments and experimental approaches. Special attention is given to the assessment of the representation of poll results and determination of the necessary sample size. A brief overview is made on the approaches towards segmentation of tourism market by various criteria. The scientific novelty pertains to development of an original approach towards proper positioning of tourism services in the domestic market. This article presents the results of marketing research of the demand in the tourism market of Kazan on the basis of consumer polling. The work highlights five segments of consumers, and draws conclusions on structural shifts in their demand at the brink of the 2017 season. There is evidence of increased interest towards domestic and foreign tourism, as well as key positions of leisure and recreation being taken by tourism. For efficient positioning, travel agencies are offered three criteria of segmentation: scale of business, seasonality, and consumer mentality. For the purposes of segmentation, the authors conduct expert interviews among Kazan’s travel agencies, and highlight the most efficient segments from the commercial point of view.

Abstract: The subject of this research is the social design (project management) as the activity of managing changes at the macro level embedded into the system of public administration. Project management is viewed in the context of the three stages of management cycle, each of which reveals the content of its inherent functions. Particular attention is dedicated to the specificity of managerial relations between the subject and object of project management. At all stages of management cycles, the author underlines the axiological aspect of social macro management. Relevant problems regarding the implementation of functions of project management in Russia are examined. The novelty of this work consists in substantiation of the original approach towards consideration of social design not as a separate function of public administration, but as a particular type of management. The author proposes a model of state project management, consisting of the management cycle that contains three main stages characteristic to each stage of the function. Based on the theoretical model, the article describes the functions of project management, as well as demonstrates the difficulties of its implementation in the modern Russian conditions. The conclusion is substantiated on the need for overcoming chaotization of public consciousness in modern Russian leaning on the ideas and values that reflect the country’s national identity. This conclusion is of practical relevance for realization of the project that qualify as national.

Abstract: The subject of this research is the specificity of management of the social relations and processes. For the modern theory of management, the question of comprehending the nature of social management (its object, structure, area of implementation, etc.) remains open. The article demonstrates that the objective foundation of the complex paradigm of social management lies in the systemic character of the object of management, represented by the society in unity of the constituent elements – subsystems. It is substantiated that the complex approach towards management does not limit the social management by exceptionally social sphere, however, namely within the social sphere, forms its fundamental characteristic – the axiological orientation towards human. Social management extends beyond the social sphere, as well as captures with the management influence the social aspects of all spheres of the society. It is proven that the major role in the complex implementation of target function of the social management is called to be played by the state. Special attention is turned to the institutional environment in the context of ensuring management, place of trust within the institutional environment, and dual role of trust in social management. In studying the problem of trusts as indicator of efficiency of the social management, the work applies the statistical methods of processing the results of sociological surveys. The scientific novelty consists in formulation of the theoretical grounds of complex paradigm of social management, which methodologically ensures the structural and functional reliability of the management. The place of social management in economic, political, social, and cultural subsystems of the society is determined. The authors suggest an original model of the system of state social management, define its parameters, as well as formulate the target function of social management that lies in the support of integrity of the society, its sustainable development considering the human interests. A conclusion is made about the importance of trust, on one hand – as indicator of efficiency of the social management, while on the other – as a social resource, relied upon by the administration in order to produce results.

Abstract: This article conducts a philosophical analysis of the sociocultural aspect of administration, focusing attention on its axiological component. The authors substantiate the importance of axiology of administration on both, the government level, as well as the level of a separate organization. Specificity of the administrative influence through the organizational culture is being revealed. The work substantiates the necessity of taking into account within the work activity the traditions of national culture, its ideals, and values. The authors examine the importance of axiology of administration in solution the tasks of innovative development of the Russian society, when there is a need to motivate people for creativity, initiative, and risk. The scientific novelty consists in overcoming the gap between the culture and sociality within the administrative process, as well as in determination of peculiarities of mechanism that regulates creativity and innovative activity through the values; the latter are considered an essential element of sociocultural administration. The conclusion is made about the advantages of such regulation of creative work, as a challenge, which derives from the ideal nature of values.

Abstract: The subject of the research is the peculiarities of functioning of innovative megaprojects in the scientific sphere of Russia. The objective is to determine the shape of the state scientific and technical policy through the establishment and support of major research projects. Special attention is paid to the problems of financing and evaluation of the effectiveness of Russian science, that emerged during the crisis of 2014. The mechanisms of state participation in such projects as Skolkovo and National research universities are critically considered. The characteristics of the special economic zones of innovation type as an important tool for encouraging innovation activity are presented. The article used such methods as scientific analysis and synthesis, induction and deduction. For the analysis of data on indicators of innovative activity in science and technology the method of statistical grouping is used. In the article it is proved, that the term “megaproject” can not only be used for major investment projects, but also for science and public policy in science and technology. The criteria for the megaproject are identified and the applicability of these criteria for innovative projects in the field of science is showed. The comparative analysis of the two editions of the state program of the Russian Federation “The development of science and technology” in the 2013-2020 periods is presented for the first time. The decrease in public funding for the program, correcting its target indicators, as well as the reduced requirements to some parameters of research and innovation is identified. The special contribution of the author to the study is the description of the role of three megaprojects (Skolkovo, Innovation Zones, National research universities) in innovative development of the country. It is concluded that despite the economic difficulties, Russia is seeking to reaffirm its status as the world scientific power with a high degree of international cooperation.

Abstract: The subject of the research is the aspects of determining the threats to economic security in the area of tourism. The author attempts to develop a way to assess the threats to economic security of the tourism industry at the macro and micro levels. Macroeconomic level is represented by a system of indicators, which have a high elasticity in relation to the macroeconomic situation in the tourism sector and are interrelated. Special attention is given to the calculation of indicators of economic security of the tourism industry of Russia and their threshold values. For the analysis of microeconomic indicators the author proposes an approach based on the definition of the list of threats to the personal security and possible ways of evaluating them. As a result, the author has developed a system of indicators of tourism security based not on the statistics, but on the expert assessments of the nature and scope of threats to a safe recreation.
The article demonstrates that the multiplier effect of tourism is associated not only with a number of economic and socio-cultural benefits, but with an entire system of threats and dangers arising from external and internal negative factors. The article also presents the mechanism of the multiplier of the tourism industry threats, as well as the system of indicators of economic security of tourism, which includes 9 macroeconomic indicators. The author shows how to calculate these indicators and identifies the critical values, and makes a conclusion about unstable operation of the tourism sector of the economy of Russia based on the carried out calculation. In modern terms this problem poses a threat to national security. The special contribution of the author in the study is that a list of threats for individual tourist trips is presented. It is proved that in contrast to macroeconomic indicators of economic security of micro-level indicators should be formed on the basis of the opinion polls. The author proposes a system of indicators consisting of three blocks: organizational and economic, political and socio-cultural, and natural threats to the safety of tourist trips.
