Abstract: The article is devoted to the analysis of intergenerational features of the transformation of the migrants’ family memory in the context of global trends in five Russian regions. Using transnational and praxeological approaches, the authors examined the migrants’ family memory as a configuration of narratives and practices, including the memory of both the country of origin and the commemorative practices of the host society. Based on the biographical method of Fritz Schütze, the authors identified and analyzed the curves of family narratives of the first, 1.5 and second generations of migrants.
The article concluded that family commemorations continue to play an important role in constructing the identity of migrant communities in the Russian provinces. The main difference between the Russian case and global trends in the transformation of migrants’ family memory is the dominance of first-generation migrants influencing family commemorations. It was concluded that “parallel” communities of memory between migrants and the host society are preserved. With regard to migrants, this was expressed in their openness only to the Russian language, while their attitude towards Russian traditions and festive culture was neutral. Turning to the generational features of the transmission and reproduction of family memory revealed an increase in differences between the first and second generations. Based on the three most common ways of relating to the family past in the second generation (reluctance to adopt, uncritical perception of traditions, co-production of common meaning), potential conflict zones were identified in intergenerational relationships regarding shared family memories.

Abstract: This article is dedicated to elaboration and testing of a methodology for assessing the effectiveness of state information policy in the field of increasing the level of public trust in financial institutions at the regional level. Based on the practice-oriented concept of state information policy in the field of increasing public confidence in financial institutions, the main theoretical principles and criteria were analyzed. A system of indicators to assess the effectiveness of this state information policy at the regional level was also presented. The conducted cluster and correlation analysis of the regions of the Central Federal District made it possible to rank them according to the level of socio-economic well-being, which allowed us to identify the Lipetsk, Ryazan and Moscow regions as objects for further testing of the elaborated methodology. In the proposed methodology, effectiveness assessment indicators were grouped into four blocks: 1) strategic planning and programming; 2) methodological and personnel support; 3) implementation of information policy; 4) effectiveness of government programs. The application of a methodology for assessing the effectiveness of state information policy measures in the field of increasing public confidence in financial institutions in the regions showed its average level in all three regions we selected. It was concluded that regions should more flexibly and effectively distribute their activities across all components and stages of the implementation of information policy, from planning (including long-term planning) for the implementation of these functions, to organizing monitoring of the effectiveness of ongoing activities.

Abstract: This paper is focused on the ways of expressing trust and distrust in financial institutions represented in the language and speech culture of the population of the Lipetsk region. Based on 55 semi-structured interviews of three generations (centennials, millennials, elder generations) living in rural and urban settlements, issues of understanding and interpretation of financial institutions, features of trust, positive and negative experiences of interaction with various financial institutions were analyzed. The use of the constructivism made it possible to interpret trust as an internal component of the practices of an agent involved in the current financial situation. The study showed that in regions with an average standard of living, an average level of financial culture and the dominance of a conservative model of financial behaviour, the difference between generations is less noticeable against the backdrop of a significant difference between residents of rural and urban settlements. The analysis of interviews with three generations of residents of the region showed that the conservative model of financial behaviour continues to be reproduced in the speech culture of the informants, where banks and insurance organizations remain the most trustworthy. The images of financial institutions, represented in the language of the interviews, revealed a high level of resentment associated with the experience of past events (the collapse of the USSR, privatization). The content analysis revealed the image of the state as a “collector of payments”, and to a lesser extent, a “helper” supporting a person in his relationship with financial institutions.

Abstract: The article is devoted to the study of local theological discourses of the Russian Orthodox Church in the context of the specifics of the "young regions" of Russia. The application of the methodological ideas of P. Bourdieu, B. Latour and S. Jäger allowed to analyze the specifics of the interaction of the main actors of symbolic politics in the Lipetsk region, as well as to identify the place and role of the Lipetsk Metropolis with each of them. It was revealed that the Lipetsk Metropolis is striving not so much for competition and dominance in the symbolic space of the region, as it is trying to strengthen the religious dimension and interpretation of the history of the region, developing interaction with each of the actors of the politics of memory. This makes it possible to further strengthen the potential of the Metropolis in the rapid mobilization of resources to promote its own memorial projects, which in the region are primarily associated with the restoration of churches and monasteries. The study revealed five main discursive strategies of the Metropolis as an actor in the politics of memory, associated with the desire to present the history of the region as the history of the formation of Orthodoxy, to present the Lipetsk land as the defender of Russia, with active participation in military commemorations, the desire to interpret the important role of the era of Peter I in the development of Russian Orthodoxy, as well as selective criticism of the Soviet historical experience.

Abstract: The article is based on the results of questioning and interviewing representatives of the first, one and a half and second generations of migrants in the Lipetsk region. On the basis of praxeological and transnational approaches, the family memory of migrants was considered as a configuration of relevant narratives and practices that simultaneously take into account the historical cultures of the country of origin and the host society. Family commemorations play an important role in the construction of the identity of migrant communities in the Russian provinces. The study revealed the persistence of the factor of family and compatriot relations as the main reason for choosing the place of resettlement. Analysis of the results of the survey and interviewing indicates a high level of openness of the first, one and a half and second generations of migrants in relation to the Russian language and secular holidays in Russia. At the same time, migrants continue to consider the religious holidays of the country of origin and belonging to the diaspora as markers of their identity. The study showed that migrants continue to actively oppose the images of the host society and the country of origin, which indicates the coexistence of communities of memory of local residents and migrants as "parallel" to each other. Significant differences between the generations of migrants in assessing the change in lifestyle after migration, in the level of involvement in the religious traditions of the country of origin, in the subject of nostalgia were revealed.

Abstract: This article is devoted to the analysis of the mythology of the future and its modalities in the series "Black Mirror" as a tool of cultural orientation in the modern temporal situation. Based on the works of J. Urry, B. Bevernage, H. Lübbe, the article reveals the specifics of the modern temporal situation and current strategies for forming the image of the future. Based on the methodology of critical discourse analysis, the author analyzes three selected episodes, showing the specifics of the mythology of the future and its modalities (the upcoming future, the future of the present and the future materialized), as strategies of cultural orientation in the modern temporal situation. It was shown that the «Black Mirror» series refers to the mythology of the future, which simultaneously problematizes the future, making it the subject of satire and irony (postmodernist discourse), but at the same time normalizes images of an unstable and contigent future (metamodernist discourse). The main method of representing the future is the extrapolation of the present. The analysis of discursive strands shows that the series reproduces the idea of the future as a fragmentary, asynchronous progress of individual technologies that change interpersonal relations and the social order to varying degrees. Doing this, the series reinforces the already comprehensive sense of the contingency of what is happening, pointing not to the person’s need to choose his future actively, but to the possibility of consuming various modalities of the future, depending on the current social agenda and personal preferences.

Abstract: . The purpose of this article is to analyze the specifics of the mythologizing of time in the historical period dramas "Downton Abbey" and "The Crown" in the context of the transition from the postmodern paradigm to a new metamodern sensibility. The article summarizes the experience of domestic and foreign studies of the metamodern tendencies of the modern TV series and analyzes the theoretical issues of the mythological temporality of TV series production. On the basis of the theoretical concept of retrotopia by Z. Bauman, the concept of layers of cinematic temporality by N.E. Marievskaya and the critical discourse analysis of S. Jäger, the features of the mythologization of horizontal, vertical time, as well as the biographical time of characters in selected period dramas have been analyzed. The scientific novelty of the article lies in the problematization and analysis of the discursive environment of the deployment of the temporal mythology of the modern period drama. The modern historical period drama demonstrates the specifics of turning to retrotopia, as it seeks to represent the current problems of the present through an imaginary past. In the case of the “Downton Abbey”, this happens through the harmonization in the viewer's mind of nostalgia for an imaginary English aristocratic past and an unstable future. In the case of the “The Crown”, the presentation of the private life of the British royal family against the backdrop of historical events contributes to the formation of a more multidimensional image of the present and responds to the demands of the mass audience in the emotional representation of historical events. The result of this representation is a kind of mythology of time, which arises between the cultural demand for retrotopia and the development of modern technologies for the production of cinematographic products, which makes it possible to fully realize the intention of modern metamodernist discourse to achieve a “new sensibility”. This allows us to consider the modern historical period drama not only as a "commercial project", but also as a tool for the development of historical culture, an instrument of cultural orientation in social space and time.

Abstract: This article is devoted to the discourse analysis of the comments of regional news sites and public publications about the commemorations of the Great Patriotic War of 1941-1945. Based on the application of the methodology of Siegfried Yeager's critical discourse analysis, the peculiarities of the perception of official memorials dedicated to the memory of the Great Patriotic War in the Internet space of the Tula and Tomsk regions were analyzed. The sources for the analysis were comments from users of social networks, Internet blogs and news sites of the two regions in the period 2015-2021, dedicated to Victory Day (May 9), the Immortal Regiment campaign, topical regional commemorations of the Great Patriotic War, as well as mentions of individual pages of family memory and events of war heroes. Despite the fact that sociological surveys of recent years show the preservation of the memory of the Great Patriotic War of 1941-1945 as the most important historical event and ideological reference point in the mass historical consciousness, the study of the perception of war memorials on the Internet shows a further increase in the devaluation of historical meanings of the Russian memorial culture and the departure to particular versions of historical memory (family, local social group). The tendency of fragmentation and transformation of perception of the past in the regional Internet space was revealed. The analysis of a sample set of comments indicates the persistence of the trend of sacralization of war heroes, veterans and family memory of them in the mass consciousness, as well as attempts to contrast family commemorations of Victory Day and official events and actions of the authorities. In both areas, the fact of using the discussion of the May 9 commemorations and the "Immortal Regiment" campaign as a symbolic framework for criticizing the domestic and foreign policies of the current government was recorded. At the same time, most of the critical comments are situational in nature and are related to topical regional socio-economic problems.

Application of the methodology of content analysis allows analyzing the dynamics of domestic publications, as well as revealing the most relevant vectors of psychological, economic and social research. The most cited publications that outline the key trends in the transformation of public trust in modern Russia are determined. The author observes not only the shift in focus of study of the problem of trust from political to socioeconomic and informational contexts, but also significant differentiation in examination of various aspects of public trust. The novelty of this research lies in detection and classification of the relevant trends in the transformation of public trust in Russia. Public trust alongside public distrust in the government manifest as the basic factor in relation to other socioeconomic and cultural institutions. At the same time, there author observes low differentiation between the images of trust and distrust among Russian population, low level of both interpersonal and institutional trust, as well as tendency towards using the images of the Soviet past as the markers of trust or distrust in the existing social institutions. A disposition towards increase of the role of social networks in the development of the images of trust or distrust is revealed.

Abstract: The subject of this research is the position of Belarus in the memory wars of Russia and Eastern European countries of the two recent decades. Based on P. Bourdieu’s theory of symbolic power, as well as comparative analysis of the key stages of the historical politics of Russia and Belarus as the members of the Union State, the author explores the causes and peculiarities of electoral neutrality of Belarus in the memory wars of Russia and Eastern European countries. Analysis is conducted on the theoretical-methodological aspects of the concept of “memory wars”. Content analysis of the relevant research reveals the specificity of the Belarusian case with regards to correlation between domestic and foreign historical politics. The specificity of the forms of post-Communism that have established in Russia and Belarus, the difference in the pace of historical politics of the last three decades, as well as the evolution of the political regime of Alexander Lukashenko contributed to the formation of peculiar position of the Republic of Belarus in the memory confrontation between Russia and its Eastern European neighbors. The internal manifestation of such position was the desire to displace the conflicts between memory communities in the republic, the movement of memory to the periphery of cultural-information space, while the external manifestation was strive for electoral neutrality (memory isolationism) in the memory wars in Eastern Europe. Such position is aimed not so much at supporting Russia’s memory initiatives, but at solving the relevant political and economic challenges, using historical politics as the instrument for promoting the own interests.

Abstract: This article is dedicated to elaboration of the conceptual model and methodology for assessing the efficiency of language policy as the institutional framework of economic policy in the conditions of monolingual region of the Russian Federation. Application of the constructivist approach allowed determining the important role of symbolic space as an environment of the influence of language policy on economic development. The article substantiates the idea of transformation of the basic symbolic metaphor of language, which consists in transition from the metaphor of language as a “mirror"” to the metaphor of language as a “dialogue”. It is underlined that such transformation reorients language policy towards the perception of language as the active means for constructing social reality and socioeconomic relations, as well as forces to constantly clarify and revise its functional role in the economic culture. The novelty of this work consists in elaboration of the conceptual model and methodology for assessing the efficiency of language policy as the institutional framework of economic policy in the conditions of monolingual region. It is proven that there is a dependence, as well as immediate vicarious link between the language policy and the level of economic development of the region. The author establishes that namely the economic literacy is the resulting relevant criterion for assessing efficiency of the impact of language policy upon economic development of the region. It demonstrated that comprehensive assessment of efficiency of the impact of language policy upon economic development of the region is feasible within the framework of administrative, academic, educational, information and cultural management tools.

Abstract: The goal of this article is the socio-philosophical conceptualization of memory conflicts in the migration society, as well as comparative analysis of the Russian and foreign contexts. Foreign experience was examined within the framework of the policy of assimilation and multiculturalism, as well as politics aimed at formation of transnational identities. The analysis of Russian context was conducted on the basis of determination and classification of conflictogenic factors, main parties of the conflicts, settlement strategies, and types of conflicts in the condition of internal and external migration challenges. The author leans on the constructivist approach, which suggests that perception of the past is predetermined and formed by sociocultural contexts and practices of memory and obscurity. In comparison with the foreign, Russian context demonstrates the prevalence of latent forms of conflict. Russia marks the formation of “parallel” memory communities, when the migrants and accepting society maintain a forced neutrality. If the foreign research indicate mostly status conflicts, in the Russian conditions, the migrants are oriented towards defensive type of memory conflicts. The oversea conflicts of memory mark the clash of modernism and traditionalism, while Russia demonstrated the clash of different versions of traditionalism.

The novelty of this study lies in the socio-philosophical analysis of the role of moral-historical discourse as a factor of achieving social harmony. It is determined that the moral-historical discourse is an important condition in the process of achieving social harmony and is not reduced only to the ethical questions of historical science. In this case, social harmony manifests as a product of symbolic politics implemented by various actors within the framework of social discourses.

Abstract: The subject of this research is the modern philosophical conceptualization of the notions of “historical guilt”, “historical responsibility” and “historical forgiveness”. On the works of Paul Ricœur, Aleida Assmann, Hans Jonas the authors analyze the logical content and volume of these notions, as well as their correlation with such notions as “historical memory”, “historical consciousness” and “nation”. The article is based on the comparison of the Russian and German contexts of rethinking the historical experience. Analysis is conducted on the key aspects of the problematic of historical forgiveness. Results of the use of comparative method of research are applied to allow juxtaposing various interpretations of the notions of “historical guilt” and “historical responsibility”, as well as determining their logical content and volume. The novelty of this research consists in substantiation of the need for further philosophical interpretation of the problem of historical forgiveness. It was discovered that the content and volume of the notions of “historical guilt” and “historical responsibility” demonstrate a vivid trend towards expansion, which is related not only with reevaluation of modern philosophy of such notions as fear, desecration and repentance, but also refers to the notions of “nation” and “historical memory”. The concept of “nation” cannot serve as a reliable foundation for the historical memory, as well as historical reflection. The past should be evaluated leaning not on the national interests, but ethical criteria. The authors determine the specificity of the interpretation of historical guilt and historical responsibility within the framework of antagonistic, cosmopolitan and agnostic modes of functionality of historical memory. The author substantiates the importance of the role of historical consciousness within the discourse of historical responsibility, demonstrating the need to transition from ethics of persuasion towards ethics of responsibility in the process of analyzing modern forms of historical forgiveness.

Abstract: This article is dedicated to identification of the basic risks of transformation of the cultural memory of Russian in the context of migration challenges. It is demonstrated that the intensification of migration processes and Russia’s turning into an immigration country cause a number of economic, demographic, criminogenic, sociocultural and political challenges. The article analyzes the risks of transformation of Russia’s cultural memory in the situation of migration processes at the communicative constitutional and value levels. The author examines the peculiarities of challenges of hybridization of cultural memory and identity of Russia generated by the migration processes. The possibilities of use of the concept of “hybrid identity” applicable to Russia’s cultural memory are analyzed on the basis of the constructivist interpretation of identity and culture in the works of C. Geertz, R. Brubaker, and J. Straub. The author underlines the important role of the philosophy of culture as the means for theoretical comprehension and development of the model of transformation of the cultural memory of Russia in the context of migration challenges. A conclusion is made that the contradictions generated by the migration processes overlap the incompleteness of transformation of Russia’s cultural identity. The thought is substantiated that the key challenge for Russia’s cultural memory is the hybridization of the forms of identity. At the same time, Russia’s cultural memory itself is not uniform and static. Leaning of the analysis of the major carriers of cultural memory, the author concludes on the dynamic character of its boundaries. The article substantiates the basic worldview milestones and conditions for reaching universal agreement in cultural memory of the migrants and the accepting society.

Abstract: This article is dedicated to examination of the patterns of interpretation of the events related to dissemination of USSR within the modern Russian media discourse. Based on the content analysis of the most significant media projects on dissemination of USSR, the author determines the key media strategies of apprehension of this historical even and framing of the cultural trauma in media discourse of modern Russia. Therefore, the author conducts content analysis of cultural trauma in the context of peculiarities of the modern mythology. A number of classification categories were determined: 1) image of victim; 2) image of enemy; 3) images of fate; 4) image of the “reviving” state. The content analysis was aimed at estimating the vector and function of the expression, its intensity and space; the estimation units were the related text fragments that contained reference to dissemination of the Soviet Union. Thesis on the “fictitious”, “framed” character of cultural trauma should be interpreted through the lens of moderate constructivism. Nostalgia for the Soviet in the political and cultural life of modern Russian becomes the method of reproducing particularly the traumatic structures of memory. The stages of framing the cultural trauma in Russia, associated with the events of dissemination of USSR, in many ways reflect the peculiarities of the political processes. Namely, after 2011, there was a rapid increase in the number of small and large TV projects dedicated to the topic of dissemination of the Soviet Union. Content analysis demonstrated the transformation of narrative from the factual description of 1990’s to the description saturated with the interpretative context. Part of the projects implement the critical strategy of interpretation, while the rest demonstrate the traumatic interpretation of the events of dissemination of USSR. The author underlines the growth of TV show dedicated to the discussion of alternative to dissemination of the Soviet Union and finding those responsible for this historical event.
