Abstract: The object of this research is the legal relations in the Russian Empire associated with the recruitment and upbringing of officers of the special corps of frontier guards. The subject of this research is the axiological approach towards personal qualities of the Russian border guards, systematic formation of spiritual values of the officers and lower ranks in the course of education and service. The authors examine the cultivation of patriotism, diligent attitude to service, bravery and courage in service. Special attention is given to the concept of untrustworthiness and its characteristics. The scientific novelty of this work is defined by the subject of the research: for the first time, the value orientations of training and upbringing of individuals found to be useful in a specific type of service, are subject to scientific analysis. A conclusion is made on high relevancy of the methodology applied in the Russian Empire for establishment of the spiritual values of soldiers and possibility of its implementation under the modern circumstances.

Abstract: The subject of this research is the historical experience of constitutional structuring under the conditions of civil war and foreign intervention of the unrecognized state of Far Eastern Republic (1920-1921). The author examines the process of establishment of the state and development of Constituent assembly of the Main Law (Constitution) by the constitutional commission. The article analyzed the impact of Soviet and bourgeois principles upon the content of main provisions of the Far Eastern Republic Constitution of 1921. The system of supreme and local authorities of the Far Eastern Republic, as well as main directions, forms, and methods of their work are being studied. The author notes the consolidation of the new economic policy in the Articles of the Far Eastern Republic Constitution of 1921. The article underlines the absence within the Soviet and modern historical legal scientific literature of the comprehensive research that are able to determine the specificities of the Main Law of the Far Eastern Republic in comparison with the Constitution of the Russian Socialist Federated Soviet Republic of 1918. The conclusion is made that the Far Eastern Republic Constitution of 1921 could become the legal foundation of the future democratic legal state and justly holds a special place in the country’s constitutional history.

Abstract: The object of this research is the complex topic, in which two key aspects can be highlighted. The first aspect is the phenomenon of the revolutionary terrorism in the Russian Empire of the late XIX century, precisely specific terrorist acts aimed against the emperor, imperial government, and government officials. The second aspect consists in changes in the judiciary of the Russian state and associated with them transformations of the administrative, criminal and penal legislation of the Russian Empire during the aforementioned period. The interconditionality between the state phenomena compile the subject of this research, while the goal of this work is the determination of these connections and regularities. The scientific novelty lies in the fact, that currently the question on the direct effect of the revolutionary terror as a whole, including the separate terroristic acts upon the precise changes in the judiciary of the Russian Empire is still understudied. In the conclusion, the author reveals the direct cause-effect connections between the terrorist acts of the revolutionaries and the changes in the judicial system of the Russian Empire, which were not spontaneous, but rather systemic and gradual, at the same time carrying an evident reactional character.

Abstract: This article examines the experience of the Separate body of the border patrol in counteraction against terrorism and contraband during the period of XIX-XX centuries. Special attention is given the analysis of the legal acts regulating the activity of border patrols throughout the various parts of the Russian border. Based on the conducted analysis of the normative legal acts, the author concludes that the Separate body of border patrol plays a significant role in increasing the efficiency in the fight against terrorism and contraband in the Russian Empire. Scientific novelty of this work consists in the examination of the questions related to the legal regulation of organization of the service of border patrol, in the interest of protection the population from terrorism and political contraband. The author is the first to conduct such analysis within the Russian historical legal science. The legal aspects of protection of national borders of the Russian Empire are being researched.

Abstract: Activity of the state security agencies in premilitary years repeatedly became a subject of scientific researches. However it is necessary to notice that the main attention some authors, especially the last two decades, turned on the distortions of the principle of legality taking place in the sphere of ensuring state security. The reviewed work, mentioning regrettable incidents, an object of research has process of legal regulation of providing external and internal security. The Ural region in this regard is special as it is rather removed from the center and at the same time is quite subject to control from the central bodies. As a methodological basis of the reviewed research the set of methods, general scientific and special is attracted. First of all it is necessary to call the principles of historicism and objectivity, methods of historical and legal comparison, especially norms of the central and local bodies, the analysis and synthesis, deduction and induction, statistical and so forth. Scientific novelty is caused by three complementary factors. First, the historical and legal analysis of the regulations of People's Commissariat for Internal Affairs and its local bodies concerning an object of research published so far is carried out by the author for the first time. Secondly, in a scientific turn the array of the archival documents still not known to scientific community is introduced for the first time. The author of the article undertook the main thing, research of history of legal regulation of activity of the state security agencies, at the high scientific level, the employee of these bodies with very extensive practice of similar activity

Abstract: The object of the research of the given article is a political activity of a well-known leader of the Russian culture and science, one of the leaders of the Bashkir nationalists Ahmet Zeki Velidi from the kin of Togan in 1917-1923 on the territory of the Soviet State. Validi’s memories about his own activity, opinions of his contemporaries who knew the turcologist, texts by contemporary researchers providing the point of view of the heads of Bashkortostan Republic and its scientific institutions are the subject of the research. Special attention is paid to the influence of Velidi’s ideas and activity on forming the modern Russian federalism. The methodological basis of the research consists of historical method, historical comparative method in its kinds, diachronic and synchronic comparison foremost. The main conclusion of the research is a scientifically proved author’s opinion that Ahmet Zeki Velidi of the kin of Togan is undoubtedly an outstanding turcologist, a well-known man of Russian science and culture. But it is an obvious exaggeration to announce him a creator of the Russian federalism and a father of the modern Bashkir nationhood.
