Abstract: The authors of the article analyze the main problems of the discipline of the personnel of the State Traffic Inspectorate. The subject of the research is psychological problems contributing to the violation of the professional staff of the State Traffic Inspectorate of the service discipline and legality, as well as the system and methods of psychological prevention of various deviations of behavior. From the standpoint of psychological science and practice the basic aspects of compliance by employees of discipline and strengthening the rule of law, individual psychological and socio-psychological determinants of occurrence of deviations of behavior are considered. On the basis of a comprehensive study the authors propose and describe a three-level structure of the system of preventive work. Psychological influence is reduced to such relatively independent components as: 1) diagnosis, 2) education, 3) help, 4) adjustment, 5) opposition. The authors show the interaction of various actors in the process of implementation of psycho-prophylactic activities. The approach allows comprehensive (systematically variable and differentiated level) psychological work to strengthen the rule of law and service discipline. The methodology of scientific research included the application of the universal of the dialectical method and other scientific methods of cognition (analysis and synthesis, generalization, abstraction, induction and deduction, analogy, method, systems analysis) and private scientific methods (formal-logical, generalization of the existing work practices of departments for work with personnel, materials, disciplinary practices, observation, questionnaires, interviews, and psychological testing). The scientific novelty of the article is caused by the integration of the different approaches to work with personnel of the State Traffic Inspectorate in the form of a holistic and multi-level system of psychological prevention. The innovative aspect of the material is related to the fact that at each level of prevention the main areas of psychological work are defined. It can be concluded that the involvement of psychological knowledge in work on prevention of violations of discipline and legality among the personnel, organization structuring psycho-prophylactic activities significantly improve the performance of personnel of the State Traffic Inspectorate (to reduce the number of violations of discipline and legality, to stabilize the staff capacity of the units, to create a favorable socio-psychological climate in collectives, to improve the image of the police).

Abstract: The article is devoted to increasing safety of the road traffic through implementing preventive psychological diagnostics of the driver's disposition for aggressive (dangerous) driving. The object of the research is the personality inventory aimed at assessing the driver's reliablity as well as whether the inventory can predict the driver's style of driving. The subject of the research is construct validity as a psychometric characteristic of the inventory. It is the characteristic that defines the quality (i.e. accuracy) of studying this or that individual psychological trait. For this reason, the authors have conducted the psychometric research of validity based on comparison of obtained results with inventory indicators which served as the standard (basis) for evaluation. The basic research methods combined diffedrent diagnostic methods (tests) and methods of mathematical and statistical data processing. The following tests and inventories have been used: Californian psychological inventory, Willed self-control inventory (offered by A. Zverkov and E. Eidman), Risk liability inventory (A. Shmelev), John Taylor's personal anxiety inventory, Five-factor questionnaire, Self-assertiveness Strategy Inventory (offered by A. Nikitin and N. Kharlamenkova) and BPAQ questionnaire. Comparitive correlation analysis of the diagnostic scales of the Driver's realiablity inventory with relevant indictors of the aforesaid seven tests has allowed to make a conclusion about the construct validity and good psychometric characteristics of the Inventory. The scientific novelty of the research is casused by the fact that the authors have tested a new innovative method of preventive dianogistics of the driver's disposition towards aggressive (dangeous) driving. Such analysis of personal traits of acting and future drivers allows to assist them with psychological help if necessary, to improve their style of driving and, finally, to increase the safety of road traffic. The results of the research also show that the Inventory can be used not only for drivers but also for internal affairs officers.

Abstract: The article is devoted to the study of the variants of road safety improvement. Among the variety of approaches and means of pedestrians’ safety ensuring, the authors focus their attention on the passive means. The subject of a special attention is retro-reflecting elements. The authors study the accessible foreign experience and statistics of road accidents, involving pedestrians, and focus on such an affective and affordable instrument as retro-reflecting elements (flickers). The novelty of the study consists in the consideration and classification of the main types of retro-reflecting elements. The authors analyze the psychological mechanism of their impact on drivers and some aspects of perception. The authors conclude that it is necessary to broaden the sphere of development and use of retro-reflecting elements for pedestrians’ safety ensuring. The authors offer to improve the quality of flickers, their compulsory certification and the promotion of culture of personal safety ensuring among pedestrians. The information and analytical material is aimed at the guaranteeing of life and health of pedestrians and conforms to the modern tendencies and innovations in the sphere of road safety ensuring.

Abstract: The article is aimed at the improvement of the traffic police’s work. The object of the research is automatic photo-video fixation of violations of the rules of the road. The subject of the research is the set of peculiarities of installation and application of stationary and mobile systems of photo- and video fixation by traffic police officers. The authors carry out the analysis of legal bases of use of technical means of rules of the road violation fixation. The authors compare the potential of various modern stationary and mobile complexes, systems and devices for the fixation of violations. This approach helps the authors to develop the methodology of installation and use of such complexes. The novelty of the article consists in generalization and comparison of the main characteristics of stationary and mobile complexes of automatic photo- and video fixation. The authors introduce the innovative methodology of use of automatic video fixation complexes. The proposed approach allows forecasting the need of this or that road network for the automatic photo-video fixation complexes, and increasing the efficiency of their use. The contained information and analytical material corresponds to the recent tendencies and innovations in the sphere of road traffic safety ensuring.
