Abstract: Elementary changes which are characterized by corresponding laws of a composition, act as a primary element of development in the theory of systems. Change of one type of development by another can lead to the serious qualitative changes perceived as crisis. One of conditions of development of system is its passage through crises. Feature of economy consists in prevalence of constructive types of crisis over destructive at which in the course of evolution in system there is a new quality.
