Abstract: In part 1 of this article the author establishes the need for the complex program, evaluates the goals and directions of fighting illegal firearms and drugs turnover, makes a prediction for the criminal situation in the Chechen Republic, RI, Dagestan. The author considers that the very personality of terrorist and mechanism of his criminal behavior shall change, which shall be reflected in terrorists becoming professionals, viewing terrorism as trade and source of income, further growth and support of well-organized, sealed-off and many-tentacled organized terrorism groups, which shall bring their activities into the other constituent subjects of the Russian Federation.
