Abstract: International convention is a generally recognized way to regulate international disputes. Is it possible to come to agreement in the sphere of partition and use of foreign property of the former USSR via multilateral conventions among the former USSR republics, which now became foreign states. Was the principle of succession followed, or was it factually continuity. Is the partition of Soviet property over? This article relates to these and other related problems.
